JRC Karlsruhe intends to make a call for tender for the maintenance of their equipment used for microstructure investigation. LA3680C - UL - CFT for the Supply, Delivery and Installation of Electron Microscopy Lab Equipment (3 Lots) for University of Limerick (UL)
University of Limerick request the supply of a Lab equipment for sample preparation and imaging of a wide range of materials. The purpose of the instrument is to enable preparing a diverse range of challenging samples, as well as enabling surface analysis and structural characterisation of materials from various research disciplines. Lot 1: Environmental scanning electron microscopy. A versatile and advanced field emission scanning electron microscope with a) high resolution, b) capable of heating and cooling of sample c) supporting pressures from high vacuum(~10⁻⁴ Pa) to ESEM pressures (~2600 Pa) ideal for biological, polymeric, or porous materials prone to dehydration or outgassing under high vacuum. Lot 2: Broad ion-beam polishing system. Fully automated Argon broad ion-beam polishing system. It will streamline the sample preparation process with the goal of providing robust, and high-quality surface finishes, even on the most challenging samples. The supplied system must be compatible with the existing samples transfer infrastructure available in Bernal Institute. Lot 3: Gold Sputter. SEM sample prep instrument for sample coating with conductive metals e.g. Au of non-conducting samples for standard SEM or tabletop SEM imaging. Should be an economical desktop unit proposed simple to operate with rapid pump down times, fine grain coatings and negligible sample heating.

The objective of the procurement is to procure one high capacity scanner for digital pathology for routine scanning of histological tissue section at the Pathology Department, St. Olavs Hospital HF. The procured scanner system shall support effective and secure digitalisation of tissue glass for use in clinical routine diagnostics, including primary diagnostics carried out by pathology, as well as for image analysis, research, development projects and work with artificial intelligence (KI). The scanner system shall be suitable for continual operation in a high volume laboratory and it shall be able to carry out automated and unmanned batch scanning during nights and weekends. The system shall contribute to a low operational load for laboratory personnel through a high degree of automation, stability and efficient work flow, at the same time that manual and semi-automatic scanning is required. The scanner system shall be able to be integrated with the Contracting Authority ́s existing digital pathology system (Philips IntelliSite Pathology Solution – PIPS), as well as support relevant open standards for further use of image data in an analysis and research context. The system shall also enable flexible handling and storing of image files suitable for different purposes, including clinical operation and project/research use. There is no need for fluorescent scanning or scanning glass with particularly large formats beyond standard histological object glass. The scanner system shall be designed for practical and intuitive use in a routine laboratory, with an efficient and predictable work flow. 1 piece: 300mm fully automated high resolution in-line CD and overlay (IZM-133.1) The following equipment specification defines the requirements for a fully automated metrology tool to measure overlay and critical dimension (CD) structures on 300 mm and 200 mm wafers, produced using laser direct imaging (LDI) and i-line lithography. This investment expands the metrology capability for automated measurement of smaller feature sizes. The tool is essential for non-destructive characterization of highly integrated, chiplet-based 2.5D/3D and quasi-monolithic package architectures with sub-micrometer feature sizes. The equipment is compatible with 3D wafer stacks exhibiting high warp/bow. Wafer substrates are silicon and/or glass, with thicknesses up to 2.5 mm. Before processing, wafers are delivered to the tool in front-opening unified pods (FOUPs), which the operator manually places on the respective load ports. The new tool must be able to perform the following sequence of steps fully automatically: - Load designated wafers from the FOUP(s) - Execute metrology tasks - Return wafers to their original positions in the FOUP(s) Recipe programming must support a sufficiently wide range of options and parameters to meet research and development (R&D) needs. It is required that the equipment continuously performs the intended functions without interruptions or failures, in accordance with all requirements specified in this document. Furthermore, the equipment must be supplied with all items described below that are necessary for it to deliver the intended functions and capabilities in compliance with all requirements set out in this document.

Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA § 13-4 letter b. no. 2: The procurement concerns services that only a specific supplier can deliver, for technical reasons, as well as § 13-4 letter b. no. 3. A compact and flexible sequencing instrument shall be procured for use at the Department of Medical Genetics at the University of Oslo, affiliated with NorSeq – the national research infrastructure for sequencing. The instrument shall be used for quality control (QC) of sequencing libraries, small scale genome sequencing and verification sequencing, as well as included in the service offer to researchers with a need for low to moderate data amounts. The instrument shall be able to sequence a broad range of species and applications, as well as function as a QC tool for genome-scale sequencing instruments. To fulfil this purpose, the following required minimum requirements are set for the instrument: Support for a wide range of genomic applications, including 2×500 bp paired-end sequencing with high data quality sequencing capacity up to 30 Gb per run, with flexible adaptation of data quantity Sequencing time of maximum 24 hours for 2×300 bp set-up Flexibility in cycle numbers (minimum 100, 300, 600 and 1000 cycles) Use of ready-produced reagent cassettes and reagents that can be handled and stored at room temperature Support for index-first sequencing and fast generation of index reads for quality control and optimisation of sample pooling Full compatibility with Illumina libraries, so that the instrument can be used as a QC platform for existing large scale sequencing systems Delivery of sequence data with a minimum of Q30 quality at relevant read lengths. The requirements are determined based on the contracting authority ́s actual need for efficient operation, high data quality, quick execution and seamless integration with the existing infrastructure and work flow. Market assessment and alternative solutions The Contracting Authority has carried out a market survey (RFI) via Mercell/Doffin. Only one tenderer registered interest and documented fulfilment of all the minimum requirements. Furthermore, the contracting authority has assessed alternative technologies and suppliers based on the professional environment ́s knowledge of the market. These alternatives do not, however, fulfil the requirement, i.a. because they:do not support 2×300 bp paired-end sequencing of equivalent quality has significantly longer sequencing time than 24 hours for equivalent set-ups not compatible with Illumina libraries and therefore cannot be used for quality control of existing systemsnot offer the necessary flexibility in data capacity up to 30 Gb per running that does not support 'index-first' sequencing or rapid generation of read indexsUse of such alternative solutions will lead to significant disadvantages, including reduced data quality, inefficient use of resources, increased time spent and a lack of integration with existing infrastructure. This is seen as disproportionately against the objective of the procurement. Conclusion: Based on the set requirements and completed market surveys, the contracting authority has no real or reasonable alternatives in the market than MiSeq i100 Plus from Illumina. This is as far as the contracting authority is aware of the only system that fulfils all functionality, performance and compatibility requirements. The terms in PPR § 13-4 letter b no. 2 and are therefore considered fulfilled.
