TII523: Open Research Call 2026 consists of two lots: Lot 1: Consideration of total cost and total value of environmental factors in transport infrastructure projects. Lot 2: Research on the Assessment of the Lifespan of timber posts used in road boundary fencing. Refer to Project Specification for complete details on each lot.

Prior Information Notice for the Provision of Minor Works Framework for MetroLink
This notice serves as a Prior Information Notice (PIN) and is not a call for competition. A call for competition may be issued in Q3 2026. Transport Infrastructure Ireland (TII) is planning to invite submissions from companies and organisations possessing the necessary expertise and capacity to deliver Minor Works for Transport Infrastructure Ireland. This process represents a preliminary step toward the potential initiation of a formal tendering procedure, with the aim of establishing a Multi‑Supplier Framework Agreement for Minor Works. The anticipated scope of the Framework may include the supply and installation of associated materials and delivery of general minor building, repair, maintenance, upgrade works and various mitigation related works. These may encompass activities such as building fabric repairs, carpentry and joinery, painting and making‑good, minor structural repairs, insulation improvements, electrical and plumbing works, accessibility upgrades; temporary works design (by the Contractor where required) to support the safe execution of the works; supply and installation of branded hoarding and signage (subject to TII branding requirements to be specified in any future documentation); supply and installation of temporary or permanent fencing and netting, noise barriers with acoustic properties, replacement glazing, glazing upgrades, whole window replacements including frames and minor external works including remediations to boundary walls, fences, railing and hard landscape activities. Full details will be provided in any future call‑for‑competition documentation. It should be noted that this notice does not signify a commitment to procurement. Any specific procurements stemming from this notice will be duly advertised in accordance with applicable public procurement rules. Transport Infrastructure Ireland does not require a response to this Prior Information Notice. In advance of any potential competitive procurement process, TII is intending to conduct a market sounding exercise. TII would like to invite the market to complete an initial Market Sounding Questionnaire (MSQ) which will be used to seek insights and feedback from the market with experience or interest in the potential opportunity. Provision of research and evaluation services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme
Creative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * Regular update meetings between the Creative Ireland team and the successful tenderer, approximately 4 meetings per year, will be scheduled throughout the life of the contract * Focus Groups with participants across all projects. These focus group may be made up of different disciplines, difference themes, geographical relevance etc. 5-6 different focus groups are anticipated. * One-to-One interviews with a broad cross section of stakeholders. This stakeholder group will be selected in collaboration with the Creative Ireland team, and it is anticipated that approximately 20-30 interviews will be undertaken. * Coordination with other Creative Ireland evaluations (e.g. Shared Island) to ensure that participants in projects are not being evaluated by multiple different sources

Project Management Led (PM) Multi Disciplinary Team for MMP Raheen
IDA Strategic Property Team recently carried out an Area Based Traffic and Transport Assessment in Raheen to determine the key infrastructure measures required in Raheen Industrial Estate and its wider infrastructure network to tackle existing and future constraints in transport capacity to plan for future levels of development to facilitate projected growth in population and employment and to cater for and encourage sustainable mobility. Following on from this study, IDA Strategic Property Team is now seeking to appoint a Project Management Led Integrated Team to undertake and provide a site wide Mobility Management Plan. The Project Management led Design Team will manage and provide all relevant consultancy services with respect to the study, analysis of findings and future recommendations in relation to the Mobility Management Plan. In line with IDAs current strategy Adapt Intelligently A Strategy for Sustainable Growth and Innovation 2025-29, delivery of this project aims to assist in reducing IDA Ireland client carbon emissions. The study shall be informed by the emerging Transport Strategy for the Park which outlines multi modal short, medium and longterm solutions to enable sustainable growth. The appointed Consultant should consist of suitably qualified and experienced resources which can cover strategic planning, stakeholder engagement, behavioural change, and technical delivery. Key personnel should include, Project Director Manager, Transport Planner, Mobility Management Specialist, Stakeholder Engagement Lead, Data Analyst GIS Specialist and any specialist advisors required for the successful delivery of the project.

Tender for a Construction Agreement regarding Passing Tracks Kalvebod (Sub-project 2) Track and Catenary
On 4 April 2024, the Danish Parliament adopted the Act on the Upgrade of the Øresund Rail-way, which provides that two passing tracks shall be constructed at Kalvebod. A/S Øresund has been tasked by the Ministry of Transport to carry out the project 'Passing Track Kalvebod’. Several preliminary studies have been conducted to date, and material relating thereto is available at: https://sundogbaelt.dk/forbindelser/overhalingsspor/. The project thus comprises the establishment of two new tracks parallel to the two existing tracks. The project also includes a reconstruction of the Hammelstrupvej Bridge to accommodate four tracks instead of the current two tracks, and the replacement of two footbridges over the railway. The two new tracks shall have new catenary systems installed consisting of cantilever masts covering both tracks. The current neutral section shall also be relocated and pumping station 2 shall undergo certain modifications to make room for the new tracks. Sheet piling shall be installed along the entire stretch to retain the embankment and provide space for the two new tracks. The Passing Tracks Kalvebod project is being implemented in two sub-projects: Sub-project 1 “Structures and Civil Works” (“SP1”) and Sub-project 2 ”Track and Catenary” (“SP2”). SP1 comprises earthworks, drainage, structures and high-voltage installations (civil and construction works). SP2 comprises track and catenary (railway infrastructure). The execution of SP1 has been tendered as a separate design and build contract. The Contracting Entity has entered into a contract with the design and build contractor, and the works under that con-tract are ongoing. This tender concerns the contract regarding SP2, which comprises track and catenary (rail-way infrastructure). The activities in SP2 build upon the works carried out by the contractor for SP1. The project's safety objective is to maintain the existing safety level. A/S Øresund is the project owner and entity in charge of maintenance, whilst Banedanmark is the infrastructure manager. The tender procedure will be conducted as the competitive procedure with negotiation pursuant to Directive 2014/25/EU (the Utilities Directive).

Project Management Led Multi-Disciplinary Team for Construction Consultancy Services
The IDA Raheen Business Park is located on the southern fringe of Limerick City approx. 5kms from the City Centre. The Park is accessible from the nearby M20 Motorway and has two main access routes which include the predominant access from the Ballycummin Road off the M20 while the R526 road provides secondary access to its northwestern entrance. In recent years with the continued growth and development of the IDA Raheen Business Park, issues with traffic and congestion have become more pronounced and it is a significant concern for many of the tenants in the park. The daily staff volumes and freight movements are significant, leading to pressures on transport infrastructure and parking facilities as continually highlighted by current tenants. The Raheen area faces challenges related to car dependency, limited public transport options, and growing traffic congestion and those effects are felt within the IDA Park. In May 2024, a Transport Strategy for the park was commenced. The aim of the Transport Strategy was to provide IDA with a robust, evidence-based framework for advancing sustainable transport solutions that support both IDA objectives and the growth ambitions of tenant companies. From consultation with tenants, the Local Authority and stakeholders, combined with the findings of the ABTA, and to allow for continued expansion of the Park a Mobility Management Plan Framework is now being established and its implementation will be coordinated on the Park over the next 5 years. In addition to the MPPF, the Transport Strategy (informed by the ABTA) provided several preferred options which included a long list of infrastructural interventions which could be broken down into 3 categories. 1. Active Travel Options 2. Public Transport Options 3. Access and Capacity Option This Call for Tenders concerns 4 separate key priority items from the Access and Capacity Options recommendations to be delivered; they include the following: 1. Part Time Signalisation of Roches Avenue Roundabout in the PM Peak 2. Bypass Lane on Southern Arm of Roches Avenue Roundabout 3. Provision of Pedestrian Crossing and Lighting at Roches Avenue Roundabout 4. Provision of 2 x Pedestrian Crossing and Junction Upgrade at National Learning Centre. NL-Petten: The supply and installation of air handling units, replacing the existing ones in buildings 308 and 309.
The European Commission's Joint Research Centre (JRC) in Petten intends to replace the existing Air Handling Units (AHUs) and associated HVAC infrastructure located in buildings 308 and 309. The current ventilation systems are obsolete and have reached the end of their operational lifespan. Furthermore, preliminary technical assessments have indicated that the existing air renewal capacity is insufficient to maintain optimal indoor air quality for the occupants. To ensure a healthy, safe, and productive working environment, this procurement aims to upgrade the facilities. The primary objective is to improve indoor air quality, while simultaneously improving the overall energy efficiency of the buildings. The scope of this contract encompasses the supply, installation, and comprehensive commissioning of the new air handling systems and related infrastructure to provide a fully functional delivery. This includes the safe removal and disposal of the existing AHUs, roof support frames, humidification systems, and redundant cabling or piping, ensuring continuous operation of the buildings during the transition. The technical project involves replacing the units with new, highly energy-efficient equipment featuring heat recovery systems. Additionally, the contract covers the complete adaptation of the hydraulic system to operate under a new, lower-temperature regime, the installation of humidification systems, installing structural supports on the roofs, and the execution of all necessary electrical works. Finally, it requires the full integration of the new instrumentation and controls with the existing Siemens Building Management System (BMS), alongside essential auxiliary tasks such as ductwork cleaning.
