Dublin City Council (DCC) Central Laboratory wishes to procure a new gas chromatography mass spectrometry system for water quality analysis based on SI99 of 2023. Dublin City Council’s Central Laboratory conducts and provides INAB accredited testing of public and private drinking water supplies, as well as testing Uisce Eireann water samples from processing and the supply network as required. In future, DCC expects to focus increasingly on private supplies, and the applicable legislation requires the same range of tests as at present. Many of these tests are currently outsourced by DCC, meanwhile limits and enforcement are expected to tighten over time. The main focus of the current procurement specification is to bring analyses back in-house and onto DCC’s INAB ISO17025 scope, to maximise 1. Practicable reduction in the costs of outsourced analyses by the Central Laboratory 2. DCC’s ability to implement its current and future statutory testing 3. DCC testing capability to serve Local Authorities around Ireland 4. Provision of impartial means for DCC to verify the effectiveness of water management initiatives for Climate and Urban Resilience. Analytical parameters of interest are based on Statutory Instrument 99-2023 and include core suites of Volatile Organic Compounds (VOCs including THMs), Pesticides, and Per- and polyfluoroalkyl substances (PFAS). Potential future additions to the scope include the endocrine disruptors and (micro)plastic residues. To address this Dublin City Council request tender’s equipment supply, delivery, installation, setup, service and maintenance, warranty, software licences and upgrades, and a stock of consumable equipment parts, and training: for a Gas Chromatography system with a Triple Quadrupole Mass Spectrometer (GC-QQQ), Helium saver, and autosamplers for Purge and Trap and Solid Phase Micro Extraction.

Dielectric-barrier discharge ionization interface for Orbitrap mass spectrometer
DTU Sustain is working with environmental forensics and metabolomic investigations to study the fate and occurrence of chemicals and small molecules dispersed into the environment. The work involves creating untargeted metabolomic and non-target chemical analysis data recordings of trace level chemicals in complex environmental samples using liquid chromatography hyphenated with ultrahigh-resolution mass spectrometry. To be able to make new and novel molecular characterizations and discoveries, DTU wants to procure a dielectric-barrier discharge ionization interface capable of being hyphenated with an existing Orbitrap mass spectrometer. Dielectric-barrier discharge ionization is a soft-ionization method is a promising alternative to traditional mass spectrometry ionization techniques. As an ambient ionization technique, dielectric-barrier discharge operates via a non-thermal plasma generated between two electrodes separated by a dielectric barrier. Unlike traditional ionization sources, it produces a rich mixture of reactive species (e.g., metastable atoms, radicals, photons, and ions) capable of ionizing a broader range of analytes through soft ionization mechanisms (e.g. proton transfer, adduct and Penning ionization). In addition, the combined system must be/have; • Fitted to an Orbitrap Exploris series high-resolution mass spectrometer • Enable for soft ionization of polycyclic aromatic hydrocarbons • Capable of desorption and analyzing a solid-phase microextraction fiber in the interface • A plug-n-play ion source that does not require calibration • Capable of real-time recording of volatile organic chemicals • Soft ionization mechanism based cold plasma, proton transfer and ultra-violet light • No or reduced in-source fragmentation • Potential for coupling with gas and liquid chromatography

REQUEST FOR INFORMATION – Software solution containing tools for curriculum planning and schedule planning for Aalto University
This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. Please see attached Appendix 1 for providing a general description about the procurement and our aims towards the procured service. Online exam proctoring system
The object of the procurement is an online remote exam proctoring Software as a Service (SaaS) for Laurea University of Applied Sciences (Laurea UAS). The online remote exam proctoring system must be suitable for higher education students, and it must provide the students with the opportunity to take exams regardless of their location, for example, from home or on/off campus. The procurement includes deployment of the software service, support and maintenance ser-vices, and further development according to this document and its annexes. The procurement concerns a proctoring solution that is used within Laurea's existing learning platform (Canvas) and not as a separate exam system. The system must integrate seamlessly with Canvas and pro-vide video- and audio‑based proctoring records in Canvas recorded and stored by the system. The procurement does not include a personal live monitoring service by the supplier nor does it include the use of artificial intelligence to monitor/check and identify suspected fraud. Apprentices: The contracting authority has assessed the procurement against the apprenticeship regulations, cf. the Procurement Act § 7 and concluded that there are no requirements for apprentices in this procurement, as the main elements of the contract do not include work where it is relevant to use labour with vocational certificates of apprenticeship or craft, subsidised that it is considered disproportionately, because there is a need for specialised competence that an apprentice cannot be expected to possess.
