TenneT TSO GmbH (hereinafter referred as TenneT) is the largest Transmission System Operator (TSO) in Germany (based on circuit length, installed capacity and size of operating zone as of 31 Decem-ber 2025). The company operates critical infrastructure that secures access to a reliable, sustainable and affordable electricity supply. TenneT is one of the largest investors in electricity grids on land and at sea in Germany. Located at the Northwest European energy crossroads, TenneT connects: North and South. Offshore and Onshore. Germany and Europe. With its approximately 5,000 employees the company builds, maintains and operates Germany's largest transmission grid with a length over 14,000 km connect-ing more than a third of the European Union’s total offshore wind capacity. Its growth is driven by a rapidly evolving electricity demand that requires a flexible and growing grid architecture. The scope of this prequalification procedure covers services and systems in the areas of protection and substation control technology within extra high-voltage & high-voltage substations and grids. These sys-tems are essential components of the secondary technology and play a key role in ensuring the safe, reli-able, and efficient operation of the transmission grid. The technical requirements are based on internationally recognized substation communication protocols commonly applied in the automation and operation of electrical power systems. The primary focus of the TQS is on IEC 61850, while other relevant protocols, such as IEC 60870 5 103 and IEC 60870 5 104, are also considered where applicable. This prequalification process aims to identify Economic Operators with proven expertise in the planning, production, implementation and integration of such technologies in accordance with applicable technical and regulatory requirements. Candidates receive qualification status for each of their own production sites and each technical lot. The successful completion of the qualification process depends on various factors beyond TenneT’s control. TenneT can only commit to the processing time for the individual gates. The time required to complete the questionnaires and provide the necessary documentation is the sole responsibility of the participating Economic Operators.

Implementation, Extension and Provision of a Central Phasor Data Concentrator System with Integrated WAMS Functionality
TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is to replace the central Phasor Data Concentrator (PDC) at TenneT TSO GmbH (TTG) with a new system supporting PDC functionality, data storage, offline WAMS applications, trend monitoring WAMS applications, and data exchange with external PDCs. The implementation is planned for approximately Q3/2026. TTG’s new concept for PDC and WAMS applications includes in particular the following scope of services: a) Provision of a central PDC to collect and aggregate data streams from at least 400 PMUs and to store this data in a local data storage system. The central PDC shall be capable of forwarding real‑time data to additional clients. b) Provision of a C37.118‑2 client with WAMS applications and long‑term data storage. The client shall receive aggregated data from the central PDC as well as from additional PDCs, store the data in a long‑term database, and make it available for WAMS analysis applications. c) Provision of additional PDCs and WAMS applications for testing and training purposes. The subject of this tender is the procurement of central PDC systems, WAMS applications, user interfaces, laboratory PDCs, and a data historian for TenneT TSO GmbH (TTG) as part of the ENTSO‑E interconnected power system. The required 19"-racks will be used for the installation of different computer and measurement technologies such as data acquisition systems, motor drives, measurement and diagnostic devices, PLC, and computer systems along the beamline of the Super-FRS (Superconducting Fragment Separator) which is part of the particle accelerator facility FAIR (Facility for Antiproton and Ion Research) being under construction in Darmstadt, Germany. Since the 19"-racks will be located next or in nearby niches to the beamline, an easy accessibility and a modifiability are required due to a higher radiation level environment. Each 19"-rack will serve as a standardized enclosure for various 19"-rack mountable electronic systems such as VME-, µTCA-, NIM-, and high voltage-crates and -modules. Due to the requirements to space and applications five types of basic racks are defined of different measures which need to be equipped with general and optional features to comply with the requirements at the different locations at the Super-FRS at FAIR.

The following requirements apply to the test bench needed to operate hydrogen-powered fuel cell systems at ZAL: -The size of the expected test objects will be minimum 4 m x 1 m x 1.5 m (L x W x H). The test bench shall therefore consist of a climate and altitude chamber, the necessary aggregates to operate the fuel cell system and a ready-to-use operators user interface. -The climate and altitude chamber shall be able to simulate temperature, pressure and humidity according to International Standard Atmosphere (ISA) with a rate of change equivalent to 2.800 ft/min. -Aggregates to operate the fuel cell system shall include but are not limited to a balance of plant power supply, an electric load, a hydrogen supply system, a cooling system and an air system for the supply of the fuel cell systems cathode path. -All operational parts shall be controlled via a ready-to-use semi-automated central control system which allows the customer to run scripted test procedures as well as to use single operating points. -All legal and regulatory requirements for an operation in Europe, Germany and the city of Hamburg must be applied. -ZAL already operates supply infrastructures for hydrogen, process air, power supply etc., which will be extended to supply the test bench. The extension of the supply infrastructure is not part of this tender. Further information can be found in the procurement documents that will be issued after the conclusion of the participation competition.
