PEACEPLUS Tender - LGBTQIA+ Programme - PEACEPLUS Funded
Causeway Coast and Glens Borough Council seeks to appoint suitably qualified organisation(s) / individual(s) to develop opportunities to raise awareness within the LGBTQIA+ community of the support and services available within the Borough and to ensure that these support systems are viewed as being accessible. The programme will ensure that a platform is given to the LGBTQIA+ community to ensure that their voices can be articulated and heard. The project aims to support the education of the wider Borough about the valuable contribution the LGBTQIA+ community has made and continues to make within the Borough. The tender response must address the following key issues: • Intolerance. • Lack of awareness. • Challenges and Obstacles faced by the LGBTQIA+ Community. • The history of the LGBTQIA+ Community. • The perception of who is part of the LGBTQIA+ Community. • Challenging the level of intolerance towards the LGBTQIA+ Community. • Encourage the wider community to learn for themselves, drawing their own conclusions and remembering that the wellbeing of all can be influenced by acting on some of our views. • Promoting and supporting visibility and inclusion. Targets • Recruit minimum 245 participants (CNR: 20%: PUL 20%: Other 60%) • Co-design a programme which tackles both isolation and vulnerability within the LGBTQIA+ community. • Deliver an exhibition which explores legacy of local LGBTQIA+ icons. • Deliver 7 public talks across the Borough to explore lived experiences. Counselling or other appropriate infrastructure support services also need to be available. • Delivery of a showcase event. • A minimum of 26 hours (total) of meaningful engagement must be provided per participant. Outputs • Increased levels of tolerance throughout and between the communities. • Increased levels of knowledge and information shared in relation to the LGBTQIA+ community. • Increased levels of awareness about the issues facing the LGBTQIA+ community. • Increase in confidence within the LGBTQIA+ community. • Opportunity to connect LGBTQIA+ members through a more localised network. Programme Activities • Stage 1: Recruit 245 participants to the programme (Approx 35 from each DEA area). • Stage 2: Co design a programme with the 245 participants which helps support both younger people and especially older people and young people from a rural background who need to access the support services of LGBTQIA community. The programme needs to tackle both isolation and vulnerability, whilst increasing visibility from the community. • Stage 3 An exhibition and talks which explores the opportunity to look the wide range of people in the legacy CCGBC area, who hailed from the LGBTQIA+ community who have contributed to our society (this could manifest in an exhibition or publication). • Stage 4: Deliver 7 Public Talks/discussions/Panels to explore the lived experience of local people in the area, as a way of increasing awareness, but encouraging the public to look at their practices, attitudes, how they could make improvements or support systems. This could provide an opportunity for the public to look at education, awareness raising and an event to consider the aspect of compassion as a key principle from which to operate from. This will require a tight structure, experience facilitators and support services (befriending and/ or counselling). • Stage 5: Delivery of a special event to showcase the LGBTQIA+ community and build relationships within the community. Additional guidance to be taken around the correct and planned delivery of PRIDE event that has been consulted on, planned for, and delivered in an atmosphere of acceptance (perhaps look at the Enniskillen example). BUDGET: 147998 EURO Timeline: 18 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Euroclima plays a central role in advancing the EU-LAC strategic partnership by concretely contributing to the EU-LAC GGIA. As the flagship regional programme of the EU for climate and environmental action in LAC, Euroclima provides a critical platform to support the implementation of shared commitments to jointly address climate change and biodiversity loss. It seeks to contribute to a sustainable, resilient and inclusive transition through climate mitigation and adaptation efforts, including the protection, restoration, conservation of biodiversity as well as the promotion of a circular economy. To this end it focuses on contributing to the enabling conditions needed towards a green and just transition. It provides crucial expertise, technical assistance, and policy dialogue to partner countries, facilitating the integration of sustainability measures and advancing the GGIA's mission. Euroclima helps bridge capacity and funding gaps, playing a vital role in achieving GGIA's ambitious targets and in increasing access to finance and investments. Building on lessons learned from its earlier phases, Euroclima has evolved into a flexible and adaptive regional programme. Originally launched in 2010 and expanded during 2017-2023 as EUROCLIMA+, the Programme initially supported 18 participating Latin American countries in the implementation of their Nationally Determined Contributions (NDCs) under the Paris Agreement. It is in the current phase (2023-2027), that also Caribbean countries and aspects related to biodiversity and circular economy were included in what is now known as Euroclima, covering in total 33 countries in LAC. Currently, the contract "Euroclima Global Gateway" (2027-2028) is being prepared and will provide additional resources and alignments to consider for the implementing agencies of the Programme, including GIZ. Euroclima is co-financed by the EU"s Directorate-General for International Partnerships (DG INTPA) and the German Federal Ministry for Economic Cooperation and Development (BMZ). 81320368-Implementation of field activities to strengthen competitiveness in selected blue economy value chains in Mozambique
The contractor is responsible for providing the following work packages and for achieving the corresponding milestones in English language: General tasks (no specific output): - Prepare annual reports - Collect data for project monitoring following the guidance by the project M&E specialist - Support in the organization of missions and delegation visits (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ, BMZ) - Ad-hoc preparation of targeted updates for requests (e.g. from BMZ) - Contribute to the strategic development of the project approach and partnerships - Participation in project management and coordination meetings - List all inventory items immediately after procurement in a shared document on MS-Teams with GIZ project administration. Work package 1: Development partnerships with lead firms for improved competitiveness The contractor will prepare and facilitate "development partnerships with the private sector" (DPP) between private sector companies in the selected blue value chains and GIZ. The objective of the DPPs is to overall strengthen the competitiveness of partner companies and thereby improve sustainability of the value chain. The selection of the DPPs will be subject to review and approval by GIZ. The contractor will implement GIZ"s contribution to the partnerships as well as the supervision and monitoring of the overall partnership activities. The contractor will implement 10 partnerships with improvements in 2 out of 4 criteria: (1) increased production; (2) increased turnover; (3) new customers; (4) new products in the market. In alignment with GIZ"s "Bankability Process Guidance", the contractor is expected to review and assess the bankability levels of the lead firms, prepare and define their bankability/investment plans and, finally, provide the necessary support in their matchmaking preparation with commercial banks, concessional capital funds, investors, and others. Bankability support facilitates particularly the first two criteria and enhances the sustainability of the work package, which includes an improved business plan, organization of financial planning and accounting documents, participation in business coaching and in matchmaking events or bilateral negotiations with financial institutions and impact investors. Work package 2: Smallholder participation in markets is sustainably increased The objective of the work package is to increase the competitiveness of smallholder producers and to sustainably include them into the value chains of tilapia-aquaculture, artisanal salt production, seaweed farming and artisanal shrimp fishing. The contractor will identify regional production clusters for the selected value chains within the geographical scope of the project, namely: Sofala (coastal districts of Beira, Buzi, Dondo, Machanga); Inhambane (coastal districts of Zavala, Inharrime, Jangamo, Inhambane, Murrumbene, Massinga, Vilankulos, Inhassoro, Govuro); Nampula (Mossuril; Ilha de Moçambique) as well as along the Zambeze River Basin in Tete (Cahora Bassa), Zambezia and Sofala. The regional production clusters will be assessed and rated according to their potential to develop into coordination and service hubs for key actors in the region. Overall, a total of 5.000 smallholder producers will benefit from technical and entrepreneurial training and coaching systems. The goal is to successfully establish and / or strengthen 1.500 smallholder producers by the end of the project, achieving improvement in 2 out of the 4 criteria: (1) investments into their production (e.g. purchasing services, quality inputs, diversification of production, implementing record keeping); (2) increased productivity; (3) increased employment of seasonal workers; (4) improved level of formality of the business. Work package 3: Strengthening input and service provision in the selected value chains The objective of the work package is to train 250 MSME and to improve the competitiveness of 50 MSME that impact the selected value chains. The result is expected to be mainly achieved through business coaching and bankability measures. This work package is split into the following phases (partially in parallel): 1. Needs assessment for service provision for each partnership and target region. 2. Participatory concept development for the work package, involving IDEPA, local authorities and value chain actors. 3. Identification of suitable MSME for training. 4. Identification, preparation and implementation of trainings and coachings necessary to strengthen the service network. Work package 4: Market access and market development The objective of the work package is to increase national demand and market access through marketing campaigns. Together with implementing partners and the responsible government entities, the contractor will identify 2 products that can greatly benefit from positive marketing. They will design and implement a marketing campaign to improve the market uptake of the selected products. Work package 5: Certification & quality management The objective of the work package is to increase international market access and access to finance through certification in support of the competitiveness of companies and producers. In collaboration with IDEPA, the National Institute for Fisheries Inspection (INIP) and other relevant actors, the contractor will analyze the certification needs and priorities in each value chain. Direct certification support to private sector can be covered in DPP work packages. For fisheries and aquaculture, only schemes accredited by the Global Sustainable Seafood Initiative (GSSI) will be supported. The work packages are described in more detail on page 9-15 of the ToR.

Causeway Coast and Glens Borough Council seek to appoint a suitably qualified organization(s) / individual(s) to offer a fully comprehensive and unique programme to provide an understanding of the rich cultures that reside within the Causeway Coast and Glens Area. Using the medium of music, sports, arts, dance, food & crafts participants will learn about each other and come together in new ways. This programme will bring both indigenous and newcomer communities together to share in each other’s cultures, to educate one another about their traditions and to understand the important role each culture has in creating a thriving economy and a socially diverse community that supports the positive development of the Borough. The tender response must address the following key issues: • Lack of understanding and cohesion between both between both local (indigenous) and newcomer (BME – Black and Minority Ethnic) communities and the importance of sharing cultural expressions. • Poor relationships between both local (indigenous) and newcomer (BME) communities. • Increased division and fear amongst both communities. • Difficulty in integrating and participation in local life for newcomer (BME) communities. • Support participants in being able to understand and share in each other’s culture. • Challenge and support greater understanding around contested views and opinions. • Raise awareness around the issues and misinformation which is preventing local people and newcomer communities from engaging with each other. • People feeling unable to share information about their culture and heritage. • Lack of confidence within newcomer (BME) communities in being able to share their knowledge and learning. Targets • Recruit minimum 280 participants - (CNR: 33%: PUL 33%: OTHER: 33%) • A minimum of 26 hours (total) of meaningful cross-community engagement must be provided per participant. • Delivery of an educational programme which captures, shares and educates participants about the rich culture across the Borough. • Delivery of an event to support participants to promote their way of life, their stories about both urban and rural culture. • Delivery of 7 key events which allows participants to showcase local music, arts, food and dance across the Borough. • Delivery of 2 large public events. • Creation of a vehicle which captures and promotes all of the cultural activities across the Borough. Outputs • Increase in the confidence of participants to explore other cultural traditions. • Increase in the participants to feel safe about demonstrating their cultural traditions. • Improvement in relationships between both the indigenous and newcomer communities. • Increase in knowledge that participants understand about other cultures. • Increase in feeling respected within the local community. • Improvement in the levels of trust between newcomer and indigenous communities. • Increase in confidence amongst newcomer communities to feel they can participate in wider society. 81321664-Annual Impact Surveys of target groups
The contractor will design and implement a multi-annual mixed-methods survey and qualitative research for the ILiPS and CDRD projects in South Sudan. The services include the development, adaptation and translation of questionnaires for household surveys, including a dedicated module on women of reproductive age. The questionnaires must follow a layered design with "must-have" questions for donor reporting and project steering, "should-have" questions to ensure context-specific adaptation of core themes, and "nice-to-have" questions that can be added according to regional or cohort-specific needs. All tools are to be translated into relevant local languages and pre-tested in the field to ensure clarity and feasibility, and must be designed in a conflict-sensitive and culturally appropriate manner. Sampling must ensure representativeness at state and cohort level with a margin of error of eight percent for both state-level and displacement-strata estimates. Each beneficiary sample shall be matched by a control group of non-beneficiaries in neighbouring Payams, representing half the sample size. The contractor will apply stratified random sampling and use a digital data collection tool, preferably Survey Solutions on GIZ servers, in order to guarantee secure and efficient handling of data. Comprehensive training of enumerators, field supervision and quality assurance measures are required throughout. The contractor will carry out household surveys for each cohort at the relevant survey stage. For ILiPS, this includes midline data collection in two states in 2026. For CDRD, this includes midterm and endline data collection for the 2024 and 2025 cohorts, as well as a final endline across all states in 2028. The surveys will gather information on sustainable food production capacity, income-generating activities and diversification, household consumption patterns and nutrition, as well as the adoption of sustainable farming practices following project-supported trainings. The mixed-method approach further includes qualitative research through Focus Group Discussions and Key Informant Interviews. These serve to provide deeper insights into community perceptions of project interventions, barriers to adoption of sustainable practices, and the roles of women and youth in income generation. The qualitative findings complement the quantitative survey data by explaining why certain changes occur, identifying structural and cultural factors influencing livelihoods, and highlighting lessons for future interventions. All collected data must be cleaned, validated and analysed. The contractor is responsible for preparing analytical reports for each round of data collection, integrating both quantitative and qualitative findings. Reports shall include descriptive results, trend analyses, and clear recommendations for project management and donor decision-making. The contractor must ensure ethical data handling, compliance with the "do no harm" principle, and avoidance of structural bias. Dissemination of findings to the partner system and local stakeholders is an integral part of the assignment, ensuring that results are accessible and contribute to learning beyond project boundaries. Finally, the contractor must establish a robust operational and security plan for data collection in the fragile context of South Sudan. This includes clear timelines, staffing, coordination with GIZ and implementing partners, risk assessments, contingency planning and adherence to humanitarian security protocols. The assignment therefore requires an experienced research organisation with proven expertise in large-scale data collection in fragile contexts, strong methodological capacities, effective field presence and security systems, and experience in agricultural and food security surveys. The contractor must ensure high-quality delivery across all phases of implementation, while maintaining conflict sensitivity, context appropriateness and methodological rigour.
