Østfold University College intends to enter into a contract with a tenderer for the provision of highly specialised consultancy and analysis services as part of a four year research project. The procurement concerns assistance for the development and use of agent-based models and scenario building for the analysis of social and economic interactions in local communities in the border areas between Norway and Russia. The services shall support the research project's work with analysing developments in the Russian economy and industry, social conditions and domestic political development, political and economic scope in regions near the Norwegian border and the importance of border cooperation for regional economic development in the north. The contract includes developing and adapting an agent-based model for social and economic interactions in local communities, modelling organisations/companies, the labour market and industry structures (including NACE codes), integrating registry data and other relevant data sources, preparing scenarios and analyses based on the model and assisting the research group with special expertise connected to Russia and the border area Norway-Russia. Based on market surveys and previous experience, the contracting authority estimates that LOS Analytics AS is the only service provider that fulfils these requirements in total. Operationalisation of the Humanitarian-Development-Peace nexus in Haiti under the Multisector Program for the Resilience and Recovery of Social Services
As “first pillar” of the Programme multisectoriel pour la Résilience et la relance des Services sociaux (PMRS) / Multisectoral Programme for Resilience and Recovery of Social Services, this Technical Assistance aims at operationalising the triple Nexus (humanitarian, development and peace) among all stakeholders engaged in providing external aid in Haiti. Several cooperation mechanisms exist in Haiti, although their scope is limited by sector of intervention or type of organisations (e.g. humanitarian clusters, sectoral tables, etc.). The external service provider, specialised in nexus operationalisation in conflict-affected environment, will connect these initiatives and ensure a joint humanitarian, development and peace analysis focusing on the Metropolitan Area of Port-au-Prince in order to achieve a coordinated programming. This exercise, supported by in-depth consultations with local actors, will lay the foundation for “pillar 2” of the programme [implement multisector projects to facilitate socio-economic recovery through the restoration of essential infrastructure and public services, and in fine improve the quality of life]; the external provider will also support the monitoring of the second pillar’s implementation. And the EU, supported by the external provider, shall promote peacebuilding among key national and international decision makers. This component will build on the approach for Disarmament, Demobilisation, and Reintegration - Community Violence Reduction (DDR-CVR) aimed at restoring peace and stability in conflict and post-conflict settings.

Technical support for engaging with EU SMEs in textile and/or furniture sectors in the Ecodesign Forum
The Contractor will be required to provide the Commission with technical assistance. The primary aim of this assistance is to foster balanced participation from relevant stakeholders in the textiles amd/or furniture sectors, thereby ensuring meaningful consultation on Ecodesign preparatory studies, potential Ecodesign requirements and other matters related to implementation of the Ecodesign for Sustainable Products Regulation (ESPR). The Contractor should proactively identify interested SMEs, and engage with them, giving special attention to micro-enterprises operating in the relevant product sectors. The Contractor will explain the provisions of the ESPR and their implications for the textile and/or furniture sectors for the SMEs in particular, outline participation opportunities, and guide SMEs on the expectations and the type of feedback is needed to the Ecodesign forum and/or various stakeholder meetings. Serving as both a focal point and a helpdesk, the Contractor will facilitate and coordinate SMEs involvement in these forums. Ensuring broad geographical and sectoral representation, the Contractor will review ESPR-related documents, gather SME inputs, synthesize them into position papers, and clearly present them at the Ecodesign Forum or other stakeholder meetings, or facilitate SMEs participation at the Forum and these meetings. The contractor will design and implement a multi-annual mixed-methods survey and qualitative research for the ILiPS and CDRD projects in South Sudan. The services include the development, adaptation and translation of questionnaires for household surveys, including a dedicated module on women of reproductive age. The questionnaires must follow a layered design with "must-have" questions for donor reporting and project steering, "should-have" questions to ensure context-specific adaptation of core themes, and "nice-to-have" questions that can be added according to regional or cohort-specific needs. All tools are to be translated into relevant local languages and pre-tested in the field to ensure clarity and feasibility, and must be designed in a conflict-sensitive and culturally appropriate manner. Sampling must ensure representativeness at state and cohort level with a margin of error of eight percent for both state-level and displacement-strata estimates. Each beneficiary sample shall be matched by a control group of non-beneficiaries in neighbouring Payams, representing half the sample size. The contractor will apply stratified random sampling and use a digital data collection tool, preferably Survey Solutions on GIZ servers, in order to guarantee secure and efficient handling of data. Comprehensive training of enumerators, field supervision and quality assurance measures are required throughout. The contractor will carry out household surveys for each cohort at the relevant survey stage. For ILiPS, this includes midline data collection in two states in 2026. For CDRD, this includes midterm and endline data collection for the 2024 and 2025 cohorts, as well as a final endline across all states in 2028. The surveys will gather information on sustainable food production capacity, income-generating activities and diversification, household consumption patterns and nutrition, as well as the adoption of sustainable farming practices following project-supported trainings. These serve to provide deeper insights into community perceptions of project interventions, barriers to adoption of sustainable practices, and the roles of women and youth in income generation. All collected data must be cleaned, validated and analysed. The contractor is responsible for preparing analytical reports for each round of data collection, integrating both quantitative and qualitative findings. Reports shall include descriptive results, trend analyses, and clear recommendations for project management and donor decision-making. The contractor must ensure ethical data handling, compliance with the "do no harm" principle, and avoidance of structural bias. Dissemination of findings to the partner system and local stakeholders is an integral part of the assignment, ensuring that results are accessible and contribute to learning beyond project boundaries. Finally, the contractor must establish a robust operational and security plan for data collection in the fragile context of South Sudan. The support shall address chapter-specific closing benchmarks and wider accession obligations, while ensuring that private-sector impacts are analysed and integrated through structured cooperation with private sector organisations (e.g. CEM, MEF) and other stakeholders. The contractor is expected to bring an institutional approach and a strong EU network: mobilising experienced practitioners and specialised experts from Germany and other EU Member States, as well as facilitating peer-to-peer cooperation with relevant institutions and organisa-tions.
