The project is supported by the Swiss Confederation through the Swiss Agency for Development and Cooperation (SDC). The Act4Health Project hereby invites interested bidders to submit a proposal for the supply of project vehicles. These vehicles will strengthen the operational capacity of Primary Health Care (PHC) Centers, which serve as the foundation for establishing Advanced Continuum Care Centers (ACCCs). ACCCs are integrated service hubs that provide continuous, people-centered care for patients with NCDs and other chronic conditions. Although based at the primary-care level, they work in close coordination with local social service providers to ensure a seamless continuum of medical and social support at the community level.

The contracting authority intends to procure a comprehensive, digital system for the management of property taxes and municipal fees. The procurement is for the systems Comtek eSkatt and Komtek eGebyr. Komtek eSkatt is a trade system that supports the entire process for property taxes, including valuation, case handling, committee processing, publication of decisions and communication with residents. The system automates central work processes and updates the ongoing valuation basis based on, among other things, changes in the land register and retrieval of the wealth basis from the Norwegian Tax Administration. Komtek eGebyr is a joint fee module that connects property, owner, trade data and fee regulates. The system automatically calculates and updates fees based on changes in the trade data, and produces the completed invoice basis for the municipality ́s finance system. This ensures correct fee calculations, better control and reduced need for post-inspections. The systems are closely integrated and together constitute a complete platform for handling property taxes and municipal property fees. Comtek eSkatt presupposes the use of Comtek eGebyr and the systems are designed to function together as one connected system for case handling, fee calculations and invoicing. If no objections are received within 10 days from the publication of this notice, the Contracting Authority will enter into a contract with the above mentioned tenderer, at the earliest, from 24.04.2026. Any objections to signing the contract without a competition must be submitted in writing and the contracting authority will be available within 10 days from publication.

Service concession - HSE card
All entities that carry out work at construction sites, all approved cleaning companies, certified entities in vehicle care, wheel shifts and wheel storage, as well as entities that transport the goods of others by car (from 1 January 2026) and other entities that possibly be subject to the rules in the future, both Norwegian and foreign, are obliged to equip their employees with HSE cards. The users of the system are these entities as well as other public and private actors with a factual and appropriate need for access to the system (User/Users). The Ministry of Labour and Social Affairs has given the Contracting Authority responsibility for the HSE card. The Contracting Authority is in the starting point responsible for the operation and maintenance of all work connected to the HSE card, including establishment, operation, maintenance, further development of the necessary systems for the HSE card, as well as design, production, personalisation and distribution of the HSE card (the HSE card scheme) and that The HSE card scheme functions as intentional. In connection with entering into this agreement, the contracting authority will transfer the responsibility for the HSE card scheme resulting from this contract to the Tenderer as a service concession. This means that the tenderer ́s remuneration fully consists of the right to offer HSE cards and associated services as defined in the contract for payment from the Users. It also means that the operational risk connected to the service has been transferred to the Tenderer, including the risks connected to the demand for the service and (to the degree relevant) the delivery risk. Beyond that stated in the Agreement, The Tenderer cannot, therefore, demand compensation or change the prices in the Contract for changes in earnings basis or as a result of other conditions that affect the tenderer's turnover or Return. As all work and all obligations connected to the HSE card are transferred to the tenderer, there will also be a responsibility on the Tenderer to develop the HSE card in accordance with changes to the relevant regulations and adapt the delivery to future orientated systems to improve the HSE card system. The contract means that the Users shall order HSE cards from the tenderer. The tenderer, for their part, shall, as a result of the contract, relate to both the Contracting Authority and the Users. One of the purposes of the contract is therefore to facilitate a good cooperation between the Contracting Authority and the Tenderer, and between the Tenderer and the Users. Furthermore, the aim of the Contract is to ensure that the HSE card scheme is user friendly, stable and adapted in accordance with future innovative systems and that the adaptations will not, without further ado, be at the cost of the Users. The contract is for the establishment, development and maintenance of a system for the HSE card scheme, as well as delivery of services connected to the production and distribution of HSE cards, including operation, personalisation, development, design as well as management of register-postings (delivery). The scope, execution and further specification and prerequisites for the delivery are further described in the annexes that are included in the contract.

Provision of research and evaluation services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme
Creative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * Regular update meetings between the Creative Ireland team and the successful tenderer, approximately 4 meetings per year, will be scheduled throughout the life of the contract * Focus Groups with participants across all projects. These focus group may be made up of different disciplines, difference themes, geographical relevance etc. 5-6 different focus groups are anticipated. * One-to-One interviews with a broad cross section of stakeholders. Recruitment of Technical Assistance Team for the Safe Seas Africa programme
The Western Indian Ocean (WIO) and the Red Sea/Horn of Africa region is of critical importance, as these waterways serve as vital chokepoints connecting the Indian Ocean to the Mediterranean via the Suez Canal. The region has been particularly exposed to maritime threats with direct repercussions on global trade flows and energy security. Most countries of the region are not appropriately equipped and staffed to properly manage their maritime domain or to ensure the monitoring and the security of their national maritime zone of interest and ports' infrastructure, nor do they have the relevant national legislation finalised and updated jurisdictional clauses in place. The region lacks effective maritime surveillance capacity and relies heavily on outside actors to protect maritime commerce and shipping. As a result, much of the WIO regions’ maritime domain remains vulnerable to numerous maritime crimes and threats to port security. European Union (EU) remains the largest partner in the region that is supporting the Coastal States of the WIO region in the combined effort for peace, stability and maritime security. EU is committed to further support the region to strengthen national maritime coordination mechanisms, port and maritime law enforcement capacities and maritime domain awareness, while promoting regional information-sharing and operational cooperation. Emphasis is placed on addressing trafficking networks, enhancing legal frameworks, ensuring effective “legal finish” and aligning actions with regional and international frameworks such as the Djibouti Code of Conduct and relevant IMO conventions. For the smooth implementation of the programme, it is proposed to recruit a Technical Assistance Team (TAT) with the objective to contribute to enhance maritime security and safety of navigation in the WIO and Red Sea/Horn of Africa regions. Overall objective: To support the effective, coherent and results‑oriented implementation of the Safe Seas for Africa programme (SSA) and the Red Sea/Horn of Africa programme, thereby contributing to enhanced coordination of activities to improve maritime security and safety of navigation in the WIO and the Red Sea/Horn of Africa regions. Specific objectives: 1. Programme coordination and coherence: To ensure effective coordination, supervision and coherence of actions implemented under the SSA programme and Red Sea/Horn of Africa programme, including complementarity and synergies among implementing partners (IOC, UNODC, IMO, INTERPOL and others). 2. Ownership and engagement To strengthen monitoring of implementation at country level and support national stakeholders in addressing challenges and enhancing ownership. 3. This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. At present, more than 24,000 employees are supporting around 2,000 projects in around 120 countries in Africa, Asia, Latin America and Europe from the head offices in Bonn and Eschborn and from more than 80 GIZ country offices in the partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. Evaluation of Creative Ireland's Shared Island initiative, 2026-2028
In 2022 the Creative Ireland Programme was allocated €6 million over three years (2023-25) to invest in creative initiatives under the Government’s Shared Island initiative. 2023 marked the first year of Creative Ireland’s participation in the initiative, which aims to harness the full potential of the Good Friday Agreement to enhance cooperation, connection and mutual understanding on the island and engage with all communities and traditions to build consensus around a shared future. The Shared Island dimension to the Creative Ireland Programme seeks to deploy creativity on a shared island basis to: 1. Increase opportunities for cross-community cultural and creative initiatives between children and young people; 2. Support local authorities to enhance networks of creativity in support of vibrant and inclusive people-to-people and community-to-community partnerships; 3. Position Ireland as a global leader in demonstrating the value of creativity and mental health including in post-conflict societies; 4. Deepen collaborations for a more environmentally and socially sustainable island. An evaluation of the first phase was published in March 2026 and is available in the publications section of Creative Ireland's website. Following a government decision, Creative Ireland’s Shared Island initiative has received €9.3m in funding for a second phase from 2026-2028. Following a series of recent grant calls, Creative Ireland is working to evaluate applications with the intention of awarding grants in June 2026. There will be approximately 23 Creative Ireland Shared Island projects based throughout the island of Ireland, each with its own individual project-level evaluator. It is intended that an evaluator will be in place from the outset of this iteration of the initiative to undertake the following: 1. Undertake an economic appraisal of Creative Ireland’s Shared Island initiative 2026-2028, 2. Undertake a qualitative analysis of the initiative, 3. Develop the capacity of the individual project-level evaluators by managing a formal evaluator network. Further information on these requirements is outlined in the tender document. The project delivery timeline and outputs will be agreed with the successful tenderer at the outset of the project but will include an interim Report and a Final Report. Despite economic growth of around 6% per year (2017-2022), the labour market cannot offer qualified employment to all young people. 84% of the workforce is employed in precarious conditions in the informal sector, and 72% (92% of young people aged 15 to 24) is underemployed in terms of income or working hours, leading to a high poverty rate of 49.6% and a Gini coefficient of 0.48 (World Bank 2022). The Technical and Vocational Education and Training (TVET) system in Benin is insufficiently preparing young people for the labour market. Currently, 30,000 young people, of whom 31% are women, are enrolled in formal TVET, which represents only 3.8% of all secondary school students. Low enrolment in TVET can be attributed to poor quality training, high entry requirements, lack of information about labour market needs, and high fees for trainees' families. Recognising these constraints, the government of Benin has adopted a National Strategy for TVET 2020-2030, aiming to enhance the quality of technical and vocational skills and qualifications in priority sectors of the economy. The government is committed to improving governance, modernising curricula, and certifying apprenticeships to contribute to the structural transformation of the economy as outlined in the Government Action Programme PAG2 (2021-2024).
