In 2022 the Creative Ireland Programme was allocated €6 million over three years (2023-25) to invest in creative initiatives under the Government’s Shared Island initiative. 2023 marked the first year of Creative Ireland’s participation in the initiative, which aims to harness the full potential of the Good Friday Agreement to enhance cooperation, connection and mutual understanding on the island and engage with all communities and traditions to build consensus around a shared future. The Shared Island dimension to the Creative Ireland Programme seeks to deploy creativity on a shared island basis to: 1. Increase opportunities for cross-community cultural and creative initiatives between children and young people; 2. Support local authorities to enhance networks of creativity in support of vibrant and inclusive people-to-people and community-to-community partnerships; 3. Position Ireland as a global leader in demonstrating the value of creativity and mental health including in post-conflict societies; 4. Deepen collaborations for a more environmentally and socially sustainable island. An evaluation of the first phase was published in March 2026 and is available in the publications section of Creative Ireland's website. Following a government decision, Creative Ireland’s Shared Island initiative has received €9.3m in funding for a second phase from 2026-2028. Following a series of recent grant calls, Creative Ireland is working to evaluate applications with the intention of awarding grants in June 2026. There will be approximately 23 Creative Ireland Shared Island projects based throughout the island of Ireland, each with its own individual project-level evaluator. It is intended that an evaluator will be in place from the outset of this iteration of the initiative to undertake the following: 1. Undertake an economic appraisal of Creative Ireland’s Shared Island initiative 2026-2028, 2. Undertake a qualitative analysis of the initiative, 3. Develop the capacity of the individual project-level evaluators by managing a formal evaluator network. Further information on these requirements is outlined in the tender document. The project delivery timeline and outputs will be agreed with the successful tenderer at the outset of the project but will include an interim Report and a Final Report. In order to preserve the independence of the evaluation element of the project, Requirements 1 and 2 will need to be undertaken in isolation from Requirement 3. It is incumbent on tenderers to demonstrate that they have the capacity and resources to carry out these different elements in this manner.

Provision of research and evaluation services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme
Creative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * Regular update meetings between the Creative Ireland team and the successful tenderer, approximately 4 meetings per year, will be scheduled throughout the life of the contract * Focus Groups with participants across all projects. These focus group may be made up of different disciplines, difference themes, geographical relevance etc. 5-6 different focus groups are anticipated. * One-to-One interviews with a broad cross section of stakeholders. This stakeholder group will be selected in collaboration with the Creative Ireland team, and it is anticipated that approximately 20-30 interviews will be undertaken. * Coordination with other Creative Ireland evaluations (e.g. Shared Island) to ensure that participants in projects are not being evaluated by multiple different sources

Request for Tenders for the provision of a PEACEPLUS Shared Narrative, Storytelling Project
A Shared Narratives Storytelling cross border Project that brings together diverse, divided and often overlooked groups in society to hear their stories related to the conflict and to celebrate the insight and understanding their perspective and experience brings to wider society. Within this project there are four core elements that together blend into this cohesive PEACE building project namely Element 1: Building on the Aftermath; Element 2: Focus on Women; Element 3: Education and Young People Element 4: Ex-political prisoners and security forces. All four elements of the project must be delivered. The aim of the project is to bring about behavioural and attitudinal change in the participants. The project will enhance the capacity of 1,100 participants to form effective and sustainable relationships with others from different backgrounds (behavioural change), using the different art genres as the storytelling medium (film, music, song, poetry/prose, theatre and photography, education). The project duration is two years and the budget is €371,400 (VAT inclusive). The project will entail 10-20 hours of meaningful and purposeful engagement for participants (hours will vary according to each of the above elements). The project will promote understanding, encourage further engagement, strengthen integration and reconciliation, build cohesion with and towards those from different target groups (attitudinal change).
