PURPOSE AND SCOPE The Agency for Education is responsible for the design, execution and return of municipal tests, Oslo tests, in different disciplines/skills at a selection stage in primary and secondary schools. As a part of the work on design, quality assurance, implementation and return of results from the Oslo tests, the Agency for Education wants to enter into an agreement with a professional environment who will be responsible for the subject area "reading as basic skills" from the school year 2026/2027 until the end of the school year 2028/2029 with an option for up to two years. The chosen professional environment will be responsible for designing and executing existing tests in its current form, the coming school year 2026/2027. The Following years the Agency for Education wants to further develop existing tests in cooperation with the chosen tenderer in accordance with national guidelines in the field so that the test design will benefit the Oslo School ́s need for innovation and orientation with the users of centrally given tests. The insights in NOU23 on quality shall also form the experience documentation. The chosen professional environment shall be responsible for designing, analysing and following up the tests in accordance with the Education Agency ́s needs and the requirements below in the contract period. The contracting authority draws attention to the fact that the estimated value is based on historical data/and the expected future need. Provision of Certificate Authority Services for GÉANT Trusted Certificate Services (TCS)
The principal objective of this joint procurement is to engage a service provider capable of delivering a managed certificate service for the certificates outlined in this tender. Through this tender, and via the service provider ultimately contracted (who in this tender will be referred to as the Certificate Authority or CA), NRENs must be able to act as service providers to their constituencies. This arrangement will enable NRENs to support their communities against the most favourable cost conditions and terms that align with the requirements of the European research and education (R&E) community. By leveraging the collective purchasing power of GÉANT, the NRENs, and their members across the wider R&E community, GÉANT fully expects to receive offers that are not only more competitive, but significantly better than those achievable by individual organisations negotiating on their own. This aggregated approach is anticipated to deliver substantial advantages—not only in terms of markedly improved pricing, but also through more favourable terms and conditions, as well as a heightened level of service and understanding tailored specifically to the unique needs of the R&E community. In effect, this joint procurement is designed to secure outcomes that far exceed what could be attained through isolated, individual negotiations. Scope. This tender aims to contract a Certificate Authority that will provide the certificate infrastructure and services needed for the GÉANT Trusted Certificate Service (TCS) against a set annual fee for the entities mentioned and described in Annexes 1a and 1b. The CA will issue and manage: • Publicly trusted TLS certificates (DV, OV, OV-IGTF). • S/MIME certificates. • IGTF-compliant certificate profiles, including support for private sub CAs where required. • A certificate management portal or API for lifecycle management. • Integration options for SAML-based identity vetting. • Automation features and modern certificate management workflows. • Ongoing policy and technical updates in line with CA/B Forum requirements. The scope covers all operational support, documentation, and technical processes required for GÉANT and the NRENs to operate within the existing federated service model. This means the CA provides the PKI and certificate platform, GÉANT maintains the overarching agreement, and NRENs function as Registration Authorities within their national communities. Potential future developments may include improvements to automation, user experience, integration capabilities, or support for emerging certificate types. While not guaranteed, the chosen supplier must be capable of supporting such developments over the duration of the contract. Out of scope are: • Any reseller or per-certificate pricing model that would classify GÉANT or NRENs as certificate resellers • Multi-supplier or backup-CA constructions, which do not align with the TCS cost and governance model • Organisations not included in Annexes 1A and 1B of the Tender document.

SMARTPLY Europe DAC is seeking tender submission for the supply, delivery and full maintenance package of a Road sweeper suitable for the Panel Industry to cater for particularly fine dust and also that can be used for removing various materials including dirt, leaves, litter and debris in all of the following areas : Internally, externally around the site and road, carpark and surrounding area of the plant on its premises in Belview, Slieverue, Waterford. We are looking for a machine that has sustainable options, i.e. HVO or battery operated. The proposed machine must provide sufficient suction capacity and airflow performance to effectively operate within a wood panel processing environment, ensuring efficient extraction and removal of small chips and fine particulate matter. SmartPly are looking for submissions on the following option: relating to a hydrotreated vegetable oil engine (HVO) compatible and or an alternative power source Road Sweeper. A direct purchase of the defined road sweeper for both an HVO compatible engine and or an alternative power source with a full maintenance and routine check package. Please provide details of what’s included and excluded in the maintenance package. Objective of this assignment: The implementation of 10 measures from the implementation programmes of the RBM and District Ganga Plans has begun, of which at least 2 will need to be with a climate focus, 2 with a gender focus and 1 with a climate and gender focus. This will be done through: - By enabling river basin management (RBM) and district Ganga committees (DGCs) to steer the development and implementation of measures - By ensuring coordination between actors responsible for specific measures at the basin as well as districts Tasks of this assignment: Through this tender GIZ seeks bids from the suitable firms to provide services towards prioritization and adoption of measures from the Ramganga Basin Management Plan, Udham Singh Nagar District Ganga Plan and Shahjahanpur District Ganga Plan. The decision making and facilitation of adoption of measures will be done by the respective stakeholder committees that are set-up as a formalized structure for the basin/ district management. The contractor shall technically support GIZ project team to bring in the European experiences towards facilitating adoption and implementation of ten selected measures. The support shall address chapter-specific closing benchmarks and wider accession obligations, while ensuring that private-sector impacts are analysed and integrated through structured cooperation with private sector organisations (e.g. CEM, MEF) and other stakeholders. The contractor is expected to bring an institutional approach and a strong EU network: mobilising experienced practitioners and specialised experts from Germany and other EU Member States, as well as facilitating peer-to-peer cooperation with relevant institutions and organisa-tions. The approach shall ensure rapid response to identified needs, high-quality outputs, and systematic knowledge transfer to Montenegrin counterparts. Description of the scope of works Targeted technical advisory shall be provided, particularly in the upstream phases of infrastructure project development. This includes the design and deployment of tailored sectoral infrastructure packages that address project-specific needs in close collaboration with the responsible AUDA-NEPAD and GIZ technical teams. Infrastructure project preparation To be provided is early-stage project technical advisory to advance selected energy and non-energy projects with the aim of readying projects for full feasibility studies. For energy, the focus is on sustainable energy projects including (variable) renewable energy and transmission. For other sectors, the focus sub-sectors for these projects are ICT, industrialisation (e.g., industrial parks), transboundary water and/or transportation projects as selected by institutions responsible for regional corridor management (in the Central Corridor and North-South Corridor). Tasks include: - Conduct rapid assessments and document review, prepare project profile, readiness diagnostics and confirm that the projects are at a stage for further TA. - Define tailored SDM support packages for each project. - Develop SDM deployment workplans with milestones and roles. - Review enabling policy and regulatory frameworks - Conduct pre-feasibility assessments (technical, land, permitting, market review, commercial viability, financial modelling, etc.) - Supporting engagement with national institutions, regional economic communities (RECs), power pools, and utilities - Identify gaps in projects and propose early-stage interventions. - Undertaking technical studies, as required, e.g., technology selection assessment, grid integration and evacuation concept, preliminary energy yield and deliverability, constructability and CAPEX, and early permitting and land status. - Identify potential institutions that have an interest in the project(s) and align project preparation efforts with their requirements. These institutions should primarily be African or European actors To enhance the effectiveness, efficiency, and credibility of the SDM mechanism in advancing energy projects, an SDM-level review of the applicable processes will be conducted, for energy projects. Based on a sample of energy projects, the review includes: - Review the SDM energy project portfolio by development stage, technology types, geography, and SOPs - Assess project progression rates - Identify common points of delay, redesign, or attrition. - Assess alignment of SDM outputs with: DFI requirement, investor expectations, and regional and continental energy priorities. - Identify gaps affecting investor confidence and bankability: - Collate proposed updates/refinements to the SDM SOPs as proposed by these actors for implementation by AUDA-NEPAD. Market sounding and financing sector engagements Structured, targeted engagements between project sponsors and financing institutions - multilateral, bilateral, commercial, and development finance actors - shall be facilitated to improve alignment between early-stage project design and funder expectations, and to accelerate project bankability under AUDA-NEPAD"s SDM framework. Tasks include: - Developing a structured marketing sounding framework tailored to the AUDA-NEPAD SDM. - Segmenting financiers by mandate, geographic focus, and risk appetite. - Preparing targeted outreach lists and engagement protocols. - Organising structured market sounding sessions/ "deal rooms" (virtual or in-person). - Facilitating thematic panels, bilateral exchanges, and matchmaking sessions. - Coordinate a market sounding event to be held in Europe, working closely with the Africa-EU Energy Partnership (AEEP), AUDA-NEPAD and/or GIZ, as relevant. - Support project sponsors in preparing funder-aligned pitch decks. - Develop feedback templates to capture funder insights on project readiness, gaps, and interest. - Coordinate post-event follow-ups with interested financiers. - Develop guidance notes and toolkits for future SDM engagements. Capacity development Capacity development support on technical advisory for infrastructure projects is to be provided. Capacity development is targeted at technical advisors of AUDA-NEPAD, and CCTTFA/ SADC/ Member State representatives responsible for corridors development. Tasks include: - Conduct technical needs assessment and propose capacity building interventions for technical advisors and/or projects owners - Plan and conduct 2x capacity building measures (e.g. trainings, workshops) with the relevant Client and/or Member States. - Establish shadowing between AUDA-NEPAD"s SDM team and contractor"s STE for TA coaching and guidance - Formulate lessons learnt, best practices and principles throughout SDM ESP TA as a basis for strategic decision making and policy making by the Client. - Ad-hoc advisory on a variety of topics related to the project development as requested by the Client. - Contribute to the harmonisation of SDM process and guidelines. - Developing and delivering toolkits, guidelines, training materials and formats to encourage knowledge transfer - Supporting the digitalisation of the updated SOPs and their integration into the newly developed digital SDM platform. (The digital platform development is not a task but input will be required.)

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. The contract shall coordinate with national experts to consolidate knowledge transfer and provide effectiveness of the project targeted objectives
