The principal objective of this joint procurement is to engage a service provider capable of delivering a managed certificate service for the certificates outlined in this tender. Through this tender, and via the service provider ultimately contracted (who in this tender will be referred to as the Certificate Authority or CA), NRENs must be able to act as service providers to their constituencies. This arrangement will enable NRENs to support their communities against the most favourable cost conditions and terms that align with the requirements of the European research and education (R&E) community. By leveraging the collective purchasing power of GÉANT, the NRENs, and their members across the wider R&E community, GÉANT fully expects to receive offers that are not only more competitive, but significantly better than those achievable by individual organisations negotiating on their own. This aggregated approach is anticipated to deliver substantial advantages—not only in terms of markedly improved pricing, but also through more favourable terms and conditions, as well as a heightened level of service and understanding tailored specifically to the unique needs of the R&E community. In effect, this joint procurement is designed to secure outcomes that far exceed what could be attained through isolated, individual negotiations. Scope. This tender aims to contract a Certificate Authority that will provide the certificate infrastructure and services needed for the GÉANT Trusted Certificate Service (TCS) against a set annual fee for the entities mentioned and described in Annexes 1a and 1b. The CA will issue and manage: • Publicly trusted TLS certificates (DV, OV, OV-IGTF). • S/MIME certificates. • IGTF-compliant certificate profiles, including support for private sub CAs where required. • A certificate management portal or API for lifecycle management. • Integration options for SAML-based identity vetting. • Automation features and modern certificate management workflows. • Ongoing policy and technical updates in line with CA/B Forum requirements. The scope covers all operational support, documentation, and technical processes required for GÉANT and the NRENs to operate within the existing federated service model. This means the CA provides the PKI and certificate platform, GÉANT maintains the overarching agreement, and NRENs function as Registration Authorities within their national communities. Potential future developments may include improvements to automation, user experience, integration capabilities, or support for emerging certificate types. While not guaranteed, the chosen supplier must be capable of supporting such developments over the duration of the contract. Out of scope are: • Any reseller or per-certificate pricing model that would classify GÉANT or NRENs as certificate resellers • Multi-supplier or backup-CA constructions, which do not align with the TCS cost and governance model • Organisations not included in Annexes 1A and 1B of the Tender document.

The Provision of Kennels to Accommodate Quarantine of Animals
In cases where animals arrive into Ireland and are found to be non-compliant, the Department of Agriculture, Food, and the Marine (DAFM) may wish to isolate these animals for a period of time, and DAFM is now seeking tender submissions from suitable persons who have the capacity to provide a quarantine facility for these animals. In the vast majority of cases the animals will be cats and dogs. The quarantine facility must be separate to any other animals including boarding kennels and must only accommodate animals sent by DAFM for the period required. Important Note: Tenderers must be aware that DAFM seeks exclusive use of all kennel spaces in the quarantine facility unit for all animal types when their services are engaged by DAFM i.e., when DAFM transfers an animal to your facility. The successful tenderer must be able to provide: 1. a suitable quarantine facility for non-compliant animals that enter Ireland from abroad, and 2. transport for non-compliant animals to and from the quarantine facility 3. a registered veterinary practitioner to administer vaccines, tapeworm treatment, microchips etc.

Framework agreement for debt collection services
The aim of the procurement is to cover the contracting authority ́s need for debt collection services and associated assignments. A significant part of Innovation Norway's business area consists of lending activities. Parts of the portfolio will be subject to breaches, brief or persistent. Between 200 and 250 cases are sent annually to debt collection. The cases are to be sent to a debt collection agency after the second reminder/debt collection notice. It is left to the debt collection provider to continue the receivable work. It shall be possible to report the loan well by the customer paying himself up-to-date. There will also be some other types of cases such as collecting grants and commissions for guarantees, bankruptcy proceedings, etc., innovation Norway care about having a good relationship with its customers. We therefore emphasise that good debt collection practice is emphasised in the case handling. The administration of voluntary repayment schemes with surety is also included in the assignment. Need for assistance with realisation or securing the mortgage can also be relevant in some cases. Long term monitoring is a minor part of the assignment. These are cases where the recection is written off internally, but where follow-up of, primarily, personal debtors shall try to attempt a full or partial refund of the requirement in the longer term. Tenderers must make reporting on loans and interest to the Norwegian Tax Administration for cases on long-term monitoring, as well as sending annual assignments to the customer. Furthermore, there are some cases that must be followed-up in accordance with the Debt Scheme Act. More information on the procurement ́s purpose and scope is included in annex no. 1 Requirement specification.

The Contracting Authority, Limerick City and County Council (“the Contracting Authority”), invites tenders from suitably experienced and qualified service providers to support the community-led design and delivery of a multi-day food-heritage festival aligned with the objectives of the SLOWTOUR project. The Services will include the coordination and facilitation of community engagement and co-design activities, the development of a festival programme informed by this engagement, and the planning and delivery of the festival. The programme is expected to celebrate Limerick’s food heritage, involve local producers and stakeholders, and incorporate immersive, educational and participatory elements. The festival will be delivered as a pilot action and will contribute to the learning and reporting requirements of the SLOWTOUR project, in accordance with Interreg NWE rules and the policies and procedures of the Contracting Authority.
