Information on market dialogue and life cycle management of PCs and mobile telephones. The Ministries Digitalisation Organisation, hereafter called DIO, invites tenderers to a market dialogue on life cycle management of PCs and mobile telephones. About the Contracting Authority DIO was established 01.01.2025 and is the ministries' digitalisation organisation, under the Ministry of Digitalisation and Management. Our assignment is to strengthen the government and the ministries' ability to solve complex social assignments through secure technology, digitalisation and innovation. DIO delivers and operates a joint ICT platform and is responsible for, among other things, user service, digital communication channels such as regjeringen.no and intranet systems, archiving and case processing system, standardised digital interaction rooms, courses and training, event and media production. Current situation DIO is currently procuring and administering PCs for parts of the ministry community that are connected to the current joint ICT platform. DIO is affiliated to a government framework agreement for both the hire and purchase of PCs and has an approved product list (GPL) that applies to all ministries. Within a year the Ministry Fellowship will gather on a joint ICT platform. New life cycle management of PCs and mobile telephones. DIO is now in a process that examines the possibility for different procurement models of PCs, mobile telephones and accessories. The extent is estimated to be approx. 7,000 computers, 7,000 mobile telephones and approx. 3,500 tablets. In this review we would like to look at different route choices: •Purchase •Rent • PCs and mobile telephones as a service (DaaS). We look at laptops, desktops, tablets and mobile telephones in this market survey. In addition we would like to include basic computer accessories such as keyboards and mice, and headsets, screen protection and lids for mobile telephones. A prerequisite for success is standardising devices to keep the number of variants at a minimum level to reduce operational complexity, improve user experience, cost efficiently, improve information security, stand-by, and safeguard environmental considerations. DIO would like to combine the entire life cycle of units in one supplier relationship, as far as this is possible. This involves looking at the entire life cycle of the units. Dialogue with the market DIO hereby invites tenderers to a dialogue meeting with suppliers in the market. We would like a dialogue on how we can cover our needs through systems that are already available in the market and that are tested, which provide documented gains, both economically and environmentally. Emphasis is put on the fact that the objective of the dialogue is to obtain information on what systems are available in the market that cover the contracting authority ́s need for good life cycle management of PCs and mobile telephones. We will conduct the dialogue with the market through 1-1 meetings during May and June and this is an invitation to the market to contact us to register interest in such a meeting. NL-Petten: The supply and installation of air handling units, replacing the existing ones in buildings 308 and 309.
The European Commission's Joint Research Centre (JRC) in Petten intends to replace the existing Air Handling Units (AHUs) and associated HVAC infrastructure located in buildings 308 and 309. The current ventilation systems are obsolete and have reached the end of their operational lifespan. Furthermore, preliminary technical assessments have indicated that the existing air renewal capacity is insufficient to maintain optimal indoor air quality for the occupants. To ensure a healthy, safe, and productive working environment, this procurement aims to upgrade the facilities. The primary objective is to improve indoor air quality, while simultaneously improving the overall energy efficiency of the buildings. The scope of this contract encompasses the supply, installation, and comprehensive commissioning of the new air handling systems and related infrastructure to provide a fully functional delivery. This includes the safe removal and disposal of the existing AHUs, roof support frames, humidification systems, and redundant cabling or piping, ensuring continuous operation of the buildings during the transition. The technical project involves replacing the units with new, highly energy-efficient equipment featuring heat recovery systems. Additionally, the contract covers the complete adaptation of the hydraulic system to operate under a new, lower-temperature regime, the installation of humidification systems, installing structural supports on the roofs, and the execution of all necessary electrical works. Finally, it requires the full integration of the new instrumentation and controls with the existing Siemens Building Management System (BMS), alongside essential auxiliary tasks such as ductwork cleaning.

DTU intends to purchase a PilotUnit Multi from Alfa Laval Nordic A/S. The pilot‑scale membrane filtration system will support research, education, and innovation within water treatment, resource recovery, and sustainable process engineering. The modular unit integrates tanks, pumps, membrane housings, instrumentation, and control systems, and can operate MF, UF, and RO using both spiral‑wound and ceramic membranes. The system provides advanced monitoring of key parameters and allows continuous operation with adjustable process conditions, enabling studies of fouling, cleaning, and long‑term membrane performance under realistic conditions. Its flexible configuration supports multiple filtration setups and meets DTU’s need for pilot‑scale validation beyond existing laboratory equipment. It will serve as shared infrastructure across research groups and strengthen DTU’s capacity for pilot demonstrations and collaboration. A market survey identified several suppliers, including MMS. Most systems lacked required flexibility or supported only one membrane type. MMS offered a compliant solution but at significantly higher cost and with longer delivery time. Only one supplier met all technical and functional requirements while offering competitive pricing, acceptable delivery time, and access to rental equipment during the delivery period. A direct award is therefore justified, as no alternative supplier could provide an equivalent combination of technical performance, flexibility, cost‑efficiency, delivery conditions, and interim equipment availability.

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a globally active company that supports the German Government in achieving its goals of international cooperation for sustainable development and has been implementing projects and programs in various thematic areas worldwide for many decades. This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. At present, more than 24,000 employees are supporting around 2,000 projects in around 120 countries in Africa, Asia, Latin America and Europe from the head offices in Bonn and Eschborn and from more than 80 GIZ country offices in the partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The DSC focuses on the configuration of end-to-end monitoring solutions along the data lifecycle, including data integration from primary and secondary sources, data management, quality assurance, and reporting structures. Its role is primarily advisory and technical, with an emphasis on system design, standardization, and scalable solution setups rather than in-field implementation support. Oberstown Small Capital Works Framework
This is a two stage tender competition which intends to establish a multi provider Framework Agreement between Oberstown Children Detention Campus and the successful Candidates for procuring Minor Capital Works. The first stage is a Suitability Assessment Questionnaire (SAQ) to shortlist ten (10) Candidates who will be invited to tender (provided ten Applicants submit compliant PQQ Responses that meet the minimum requirements). If there is more than one Applicant ranked at tenth place, all the tenth placed Applicants will be invited to tender. The second stage will be a tender competition to appoint a maximum of six (6) Tenderers to the Framework (provided six Tenders are compliant and meet the minimum requirements). If there is more than one Tenderer ranked at sixth place, all the sixth placed Tenderers will be appointed to the framework. The scope of the Capital Works Framework will cover a wide variety of minor projects relating to all Mechanical, Electrical, Building Fabrics, Infrastructure, Fire Safety and other assets on the campus. MetroLink M500 Service Delivery Partner
MetroLink is planned as a new metro railway to be built and operated in an integrated manner to provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport route to the city centre corridor in Dublin. Further information on MetroLink is available at www.metrolink.ie. MetroLink will be procured through three major public contracts as well as a number of advance and enabling works contracts (the “M100 Contracts”). The three major contracts comprise: a) two civil infrastructure contracts (the “M400 Contracts”) will provide the civil engineering and infrastructure works for the MetroLink project, with each contract including the track alignment preparation, stations, and structures including bridges and tunnels and b) the “M500 Contract” which is an availability based DBFOM contract pursuant to which successful Tenderer (“Project Co”) will undertake certain works (“M500 Works”) and provide the integrated operation and maintenance of the public passenger transport service (“M500 Services”) for a period of 25 years. No demand risk will be transferred to Project Co under the M500 Contract. The M500 Contract scope will include: • the design, supply, construction, operation, maintenance and financing of the metro rolling stock, signalling system (at Grade of Operation 4 Automation railway (‘GoA4’)), a railway depot and maintenance facility, park and ride facility, metro control centre building(s) together with the installation of all linewide trackwork, overhead contact system, power and communication systems, mechanical and electrical systems including tunnel and station ventilation, people movement systems, construction of internal walls and secondary civil and building works within the shell and core structures of the underground stations (built by others), the fit out of finishes in sixteen (16) stations (above and below ground) and design and construction of urban realm; • operation and maintenance of all assets comprising MetroLink; • TII also proposes to award an Early Services Agreement to the Preferred Tenderer for the performance of the early services during the Preferred Tenderer Stage. A more detailed description of the scope of the M500 Contract is given in Part 3 of the PreQualification Pack (PQP). The full scope of works and services required will be set out in the Invitation to Tender documentation which will be issued to the Applicants who are shortlisted following the selection stage of the procurement process. The M500 Contract is anticipated to comprise a works period of 7 years for completion of the M500 Works and a services period of 25 years for provision of the M500 Services. The M500 Contract is being awarded in accordance with the procedural requirements for the competitive tendering of a public services contract under Regulation 1370/2007/EC (as amended) and the Dublin Transport Authority Act 2008. The provision of project financing for the M500 Contract will be a key requirement, however, the Contracting Authority reserves the right, at its absolute discretion, during this procurement procedure to consider alternative funding measures in the event that the progression of the procedure is not being achieved in a satisfactory and timely manner. Details of the procedure will be set out in the Invitation to Tender documentation. The Contracting Authority’s requirements under the M500 Contract are a key component of the overall delivery programme for MetroLink. The M500 Contract will have a number of interfaces with the main construction contracts (the M400 Contracts) as well as the advance and enabling works contracts (the M100 Contracts) and other contracts. Any delay to any contract package and to the award of the M500 Contract may result in significant delays to the other core contracts and to the delivery of MetroLink. The Contracting Authority reserves the right at its absolute discretion to omit, vary, reduce, extend or repackage its requirements or to do a combination of these so as to enable the delivery of its requirements under the M500 Contract in a timely manner and to obtain best value for money. This includes, without limitation, the right to procure directly from individual or groups of members from pre-qualified consortia, reducing or extending the duration of repackaged contracts and permitting changes to pre-qualified consortia and to take such steps as it considers appropriate in respect of the procurement process in compliance with applicable law.
