Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. Harmonisation of domestic tax administration - Strengthen tax regulatory frameworks and promote harmonisation between federal and regional tax authorities. - Support tax reform agendas, including monitoring tools and alignment with international tax standards (e.g. BEPS, Pillar 1 and 2). - Support digital transformation of tax administration and improvements in service delivery, including roll-out of Integrated Company Creation Journey (ICCJ). 3. Strengthening tax dispute resolution - Improve procedures, coordination mechanisms and legal frameworks at federal and regional level. - Support the preparation of digital dispute management tools (e.g. case management, tracking, early dispute prevention mechanisms such as rulings and APAs). - Strengthen institutional capacity and taxpayer awareness through training and outreach. 4. Upgrading customs management and valuation systems - Support the preparation and introduction of digital customs tools such as the Electronic Customs Valuation System (e-ECVS), Electronic Single Window (e-SW) and trade portals. - Strengthen coordination and preconditions for interoperability and data exchange among customs and other trade regulatory bodies, including the once-only principle. - Provide technical assistance through process mapping, legal and procedural reviews, training and peer exchanges. 5. Strengthening human capacity in customs administration - Design and implement a national customs capacity development programme, including training needs assessments and standardised training modules. - Deliver training-of-trainers, nationwide training programmes and e-learning modules on selected customs procedures. - Facilitate structured dialogue and targeted training for traders, customs brokers and logistics operators. 6. Improving external trade statistics and market intelligence - Harmonise regulatory frameworks and upgrade procedures for trade data collection, management and analysis in line with international standards. - Strengthen institutional capacities through training, development of standard operating procedures and professionalisation of trade data management. - Support improved access to trade data and development of analytical tools and market intelligence services for key value chains. Cross-cutting activities - Support programme communication activities. Tasks of the pool manager - Manage two short-term expert pools (administration, finance, budgeting, reporting, monitoring and quality assurance). - Organise conferences, workshops, events and training activities. All outputs (e.g. reports, studies, analyses, strategies and training materials) must be delivered in English. Trainings conducted in the regions may require local languages.

SAVax conducted a landscape assessment of South Africa's biopharmaceutical industry, covering the pharmaceutical, biotechnological, and biomanufacturing sectors as well as a call for applica-tions for companies to self-identify their technical assistance needs. The objective of this assignment is to engage a service provider to provide tailored technical assistance for the selected companies in the biopharmaceutical sector. This technical assistance aims at enhancing the capacities of companies to gain market access with their products. The goal is to equip these companies with the knowledge and skills necessary to advance their products to market access. The selected companies will receive targeted, non-financial support addressing the technical, regulatory, organizational, and strategic challenges they face in advancing biopharmaceutical products to market. Support areas may include, but are not limited to, the following: 1. Technology Platforms and Innovation Readiness o mRNA Technology Transfer Support: Assistance in understanding, adapting, or implementing mRNA-based platforms, including guidance on formulation, delivery systems, process design, cold-chain logistics, and regulatory considerations for mRNA therapeutics or vaccines. o Digitisation of cGMP Systems: Support in planning and implementing digital systems for Good Manufacturing Practice (GMP) compliance. Digital training programmes for TVET trainers in Ethiopia
The subject of the upcoming procurement is the design, delivery and implementation support services of an external service provider for TVET teacher training to be carried out in Ethiopia. The procurement supports the digital transformation of the country’s Technical and Vocational Education and Training (TVET) system as part of Specific Objective 2 (SO2) of the DESTA, Digital Ethiopia: Skills and TVET Action programme. The objective of the procurement is to strengthen the digital, pedagogical and institutional capacities of Ethiopian TVET teachers and teacher trainers so that they are able to deliver high-quality, learner-centred, gender-responsive and accessible digitally enabled vocational education. Particular attention will be paid to gender equality and the inclusion. The selected tenderer will be responsible for the design and delivery of the first training programme of a three-tier TVET Trainers’ Digital Competence Pathway: Foundation Programme in Digital TVET and Learner-Centred Pedagogy, while the three-tier programme also includes advanced-level training and a Training of Trainers (ToT) programme. The training programme will be delivered using blended learning modalities (face-to-face, distance and online learning) and will leverage Ethiopia’s national Moodle-based learning management system. 10000521-Technical support for WDAA in 10 Lower Kafue water dispute areas, Zambia
The contractor will focus on generating accurate, evidence-based information to support water governance, equitable allocation, and dispute management. The assignment will begin with a comprehensive review of existing hydrological, meteorological, and water use data, including flow records, water abstraction data, infrastructure operations and climate variability patterns. WARMA will supply water flow data. This will be complemented by field data collection and stakeholder consultations to fill information gaps and capture local water-use dynamics across agriculture, hydropower, mining, fisheries, domestic supply, and ecological systems. Besides providing a team of long-term and short-term experts, the Contractor shall facilitate the procurement of services by third parties where necessary. Close coordination and consultation with the GIZ project team in Zambia will be required. This will contribute to achieving output indicator 3.1 of AWARE 2.0 to carry out Water Deficit and Availability Assessments in the Lower Kafue Sub-catchment, including documentation of the methodology, and stakeholder inclusion used for each of the different assessments, classified into micro/community, meso/Local authority and macro/commercial scale. Based on this classification, the consultant will recommend appropriate and cost-effective approaches for each water dispute area. For instance, at micro/community level transparent visualiation of scientific data, knowledge and experience may be crucial to resolve disputes while at macro scale scientific data is necessary to facilitate dialogue. This means that the consultant will engage different assessment methodologies, based on the above classification, at every water dispute area. The contractor will further carry out quantitative assessments of water demand versus availability, model scenarios of water deficits under different climatic and usage conditions, and map 10 critical hotspots of water stress. Based on these findings, the contractor will develop decision-support tools and recommendations that strengthen the capacity of existing community-based water resources governance structures to allocate water resources equitably, anticipate shortages, and mediate disputes. The scope also includes the organization of stakeholder workshops to validate results, and capacity-building sessions to ensure uptake by the Water Resources Management Authority (WARMA) and decentralized institutions and organizations. Specific tasks include: a) Establishing a concise operational plan and shared understanding of the consultancy"s scope, approach, and expected outcomes for assessing water deficit and availability in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. b) Validating the identified 10 water resources dispute areas in the Lower Kafue Sub Catchment. c) With active community participation, systematically gather, compile, and validate all relevant hydrological, climatic, socio-economic, ecological, and institutional data necessary for assessing water deficit and availability in the 10 critical water disputes selected areas of the Lower Kafue Sub-Catchment. d) Conducting a pragmatic and comprehensive evaluation of water resources by quantifying both water availability and demand across competing sectors, and determining the extent, drivers, and patterns of water deficit in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. e) Validating and harmonizing the water allocation framework with the results of the water assessment in task 3 and contribute data in the development of water dispute resolution mechanism that ensures equitable, transparent, and sustainable management of water resources in the 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. f) Strengthening capacities for assessing, understanding and solving water dispute at different scales such as Micro/community, Meso/Local authority and Macro/Commercial level for sustainable water resources management in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment, while ensuring long-term retention and application of the knowledge generated through the consultancy. g) Synthesizing, packaging, and communicating the key findings of the water deficit and availability assessment in the 10 selected critical water dispute areas of the Lower Kafue Sub-Catchment based on Micro/community, Meso/Local authority and Macro/Commercial level. The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from Zambia within subcontracting or joint venture arrangements is permitted and desirable. The overall duration of the Contract shall be 16 months.
10004174 - Engineering support for the development of up to three PtL pilot plants in up to three countries
The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. Implementation of DEFINE defence accelerator for the City of Riihimäki
The City of Riihimäki (hereinafter referred to as the "Customer" or "Contracting Entity") requests your offer for the implementation of a DEFINE defence accelerator for the City of Riihimäki (hereinafter referred to as the "Service") in accordance with this offer request and its attachments. A more detailed specification of the service is provided in Annex 1. The subject of the procurement is the service production for the DEFINE defence business accelerator. The accelerator is part of the DEFINE Scaling Programme and it is partly funded by the Finnish Innovation Fund Sitra. The programme will be running 1/26 – 12/27 and four accelerator batches shall be conducted during that period including proper and professional monitoring, evaluation and learning activities. The goal of the accelerator is to strengthen the Finnish defence and dual-use ecosystem and especially enhance companies’ capacity to grow fast. Other participating cities and regions besides Riihimäki are Espoo, Oulu, Joensuu, Hämeenlinna, Forssa and Tampere. Also, Häme University of Applied Sciences and Metropolia University of Applied Sciences are partners in the programme. The DEFINE defence business accelerator refers to a comprehensive business competence development, training, and advisory service aimed at enabling rapid growth for client companies by facilitating access to financing and defence market entry. The accelerator is targeted to the needs of high-tech enterprises that can operate in both defence and civilian sectors (dual-use). Purely single use defence startups are also warmly welcomed. A strong focus and experience on the field of defence shall be shown by the potential service providers. The key chronological stages of the defence business accelerator are: the initiation phase (content planning, marketing and communication), operative phase (operating four accelerator programs mostly the same content including handling of incoming project flow, organizing applications, organizing the selection of companies and conducting the training), and the evaluation and monitoring phase. The DEFINE accelerator programs are intended to be implemented as customer and partner-oriented training programs, each lasting approximately three months (the supplier of the service may suggest other justifiable timeframes for the duration of each programme), with changing content addressing the needs of programme partners as well as the needs of the market. The programmes will be conducted during the period from spring 2026 to autumn 2027. The training programmes will be held mostly in Riihimäki DEFINE Innovation Hub. This document outlines the framework for the overall bid, which will be further detailed with the selected Service Provider according to the Customer’s (City of Riihimäki) instructions. Moreover, the City of Riihimäki carries out the DEFINE network activities in partnership with the Häme University of Applied Sciences (HAMK). Due to this, student trainees from HAMK as part of their degree contribute to the work tasks of the DEFINE Innovation Hub. Thus, the Service Provider of the DEFINE Accelerator shall note that the HAMK student trainees may contribute to DEFINE Accelerator operations (such as support and assist the selected accelerator companies, event organizing activities in Riihimäki and other supportive tasks) where seen as appropriate and when agreed with the City of Riihimäki. The City of Riihimäki values the Service Provider’s ideas, input and commitment as part of tender for connecting the HAMK student trainees with the companies selected to the DEFINE Accelerator programme. The procurement procedure is an open procedure, and one (1) Tenderer will be selected as the Contract Supplier. The Customer is not committed to buy any quantity of the services. The contract shall not include exclusive rights to supply the service described in the Annex 1. The procurement shall be conducted as a reverse procurement procedure, commonly referred to as a “French contract model,” in which the contracting authority has set a maximum price for the procurement and the comparison of tenders shall be based on qualitative criteria rather than price. The criterion for overall economic advantage in this procurement is based on quality, which has a weight of 100%. The maximum value of the procurement is 240 000€ (VAT 0). The duration of the Agreement period will be 2 years. The offer is binding and must be prepared in English.
