Marine underwater beds dominated by ordinary ålegrasZosteramarina was mapped in the Oslo Fjord under the National Programme for Mapping Biological Diversity & ndash; coast, in the period 2007-2010.In recent times several of these have been re-mapped, but there are still a number of locations where no status and development have been known since then. The aim of this notice is to increase the knowledge basis for the development and condition of habitual weeds and contribute to further knowledge on variation in the quality of localiteteri Ytre Oslofjord (the Swedish border to Agder and outside the Dream Threshold). There shall also be a basis for future assessments of the development based on the use of new methodology. The starting point is the premises thatallers are registered in the Nature Base and have not been examined since 2012.Within the nature type of breeding communities there are different designs, in this work it is the formulation "Ordinary breeds" that shall be examined. Locations within the value categories are very important and important shall be included in the surveys. In Naturbase approx. 270 locations are registered with normal breeding in these two value categories. Some meadows may be too small to be able to condition classification, or may have disappeared. Some locations can be excluded because the area is dismodeled. Previously mapped eel grass scaling survey fields and mapping and condition classification sets methodology monitoring and calculation of the breed index described in Guidelines 02:2018 (The Directorate Group Water Directive 2018). In addition the locality ́s distribution shall be registered and any changes in the size of the school grass locations shall be assessed. A selection of 20% of the examined locations shall, in addition, be mapped in accordance with the Environment Agency ́s instructions for mapping types of marine nature in accordance with nature in Norway (NiN). Changes/development shall be documented and described and the locality condition classification is given in accordance with the Water Regulations. The estimated budget for the surveys in 2026 is NOK 100,000,000. 2 300 000,-

Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.

Hire and operation of multi-function machines
The objective of the procurement is to enter into a contract for the hire of printers and multi-function machines for all of the Norwegian Customs ́s locations, as well as administration, service and maintenance of the system and all machines. Services for printing will be both in cloud and local. The Norwegian Customs estimates that there is a need for 147 printers and multi-function machines from the start of the agreement. The government managers have, as the management authority for protected areas and threatened nature, a need for professional reports on occurrences of species and types of nature and conditions that affect them. Government managers also have a need for the preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. The assignments ́s size will vary a lot, from simple care plans, to comprehensive reports. The procurement is divided into the following two disciplines: A. Care Plans: Preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. B. Professional basis: Mapping and preparation of professional basis/professional reports/preservation targets for protected areas, species and nature types, including the red-list. Each discipline is further divided into the following geographical areas: 1. South: Agder + Rogaland 2. East: Oslo, Akershus, Østfold and Buskerud + Vestfold and Telemark 3. West: Vestland + Møre og Romsdal 4. Mid: Inland + Trøndelag 5. North: Nordland + Troms and Finnmark Tenderers can choose to submit tenders for one or both disciplines and one or several of the geographical areas. The Ministry of Foreign Affairs is responsible for physically securing the foreign stations. The procurement shall cover the foreign stations ́needs for complete solutions for lock doors and expedition fields, as well as security doors (referred to as security products). The procurement shall ensure robust, standardised and reliable systems that safeguard both operation and safety requirements in the entrance and exit areas as well as zone divisions. Bulletproof sluices and expeditionary fields are used in the perimeter between public areas and offices. Emergency exits are to be secured with steel safety doors with fire classification. In addition the office premises are divided into security zones that are separated by solid security doors. In addition there can be a need to supplement and replace parts for the existing security products. The Ministry of Foreign Affairs intends to enter into a framework agreement for security products that cover this need. One framework agreement shall be signed with one tenderer. The framework agreement will be valid for 2 years, with an option for an extension for a further 1+1 year. The framework agreement will be non-exclusive. The procurement ́s value is estimated to NOK 6 million excluding VAT per annum, in addition there will be freight costs estimated to NOK 600,000 per annum. Emphasis is put on the fact that this is only an estimate based on previous years and it can vary depending on need. The maximum value of the framework agreement is NOK 35 million excluding VAT.
