The Health Service Executive hereby invites suitably qualified and experienced Service Providers to submit tenders for the Provision of TAVI and Cardiac Procedures for HSE Mid-West. These services are required on an ongoing basis. However, there is no guarantee of any definite level of business. The estimated value of the tender is €3.4 million over a possible five [5] year period. The HSE intends to appoint up to four service providers. Any Contract that results from this Competition shall be for an initial period of 24 months (the “Term”). The HSE reserves the right to extend the Term for three periods of up to 12 months each on the same terms and conditions, subject to the Contracting Authority’s obligations. The Contracting Authority does not make any guarantee in relation to the volume or value of Services to be procured over the Term. The HSE therefore reserves the right, after the award of contract, to negotiate with the successful tenderer the level of services to be provided to match the available budget. For full details, please see the clinical and service specification outlined in the Specification of Requirement below. Note: Service Providers are requested to only submit a tender if they are confident that they have the requisite capacity, suitably qualified staff, experience and expertise within their organisation to deliver on the service as outlined in the project documentation and commencing as soon as practicable after award of contract. All submissions will be reviewed for compliance with the specifications as outlined in this document. This tender is primarily for the HSE Mid West. Please note that up to five [5] additional drawdowns by other Regional Health Authorities (RHAs) within the HSE will be allowed under any contracts resulting from this tender competition. Such drawdowns will be similar in scope to the services required in this competition. In the event of such drawdowns, the successful tenderer for this competition will be required to deliver the services under the same terms and conditions resulting from this competition. The HSE does not make any guarantee in relation to the volume or value of such services that may be procured from any resulting contracts. This tender process is being conducted as an Annex XIV procedure utilising an open style tender, with all terms of the competition specified in the tender documents, under Part 3 Chapter 1 of the European Union (Award of Public Authority Contracts) Regulations 2016 (S.I. 284 of 2016) (the “Regulations”) - Social and other specific services. The required services are listed as Annex XIV services of Directive 2014/24/EU (the “Directive”) and, accordingly, only Regulations 74-77 of the Regulations apply. Tenderers should note that if the HSE identifies a requirement for additional supplies or services, it may exercise its rights under Article 32(3) and 32(5) of Directive 2014/24/EU.

Service concession - HSE card
All entities that carry out work at construction sites, all approved cleaning companies, certified entities in vehicle care, wheel shifts and wheel storage, as well as entities that transport the goods of others by car (from 1 January 2026) and other entities that possibly be subject to the rules in the future, both Norwegian and foreign, are obliged to equip their employees with HSE cards. The users of the system are these entities as well as other public and private actors with a factual and appropriate need for access to the system (User/Users). The Ministry of Labour and Social Affairs has given the Contracting Authority responsibility for the HSE card. The Contracting Authority is in the starting point responsible for the operation and maintenance of all work connected to the HSE card, including establishment, operation, maintenance, further development of the necessary systems for the HSE card, as well as design, production, personalisation and distribution of the HSE card (the HSE card scheme) and that The HSE card scheme functions as intentional. In connection with entering into this agreement, the contracting authority will transfer the responsibility for the HSE card scheme resulting from this contract to the Tenderer as a service concession. This means that the tenderer ́s remuneration fully consists of the right to offer HSE cards and associated services as defined in the contract for payment from the Users. It also means that the operational risk connected to the service has been transferred to the Tenderer, including the risks connected to the demand for the service and (to the degree relevant) the delivery risk. Beyond that stated in the Agreement, The Tenderer cannot, therefore, demand compensation or change the prices in the Contract for changes in earnings basis or as a result of other conditions that affect the tenderer's turnover or Return. As all work and all obligations connected to the HSE card are transferred to the tenderer, there will also be a responsibility on the Tenderer to develop the HSE card in accordance with changes to the relevant regulations and adapt the delivery to future orientated systems to improve the HSE card system. The contract means that the Users shall order HSE cards from the tenderer. The tenderer, for their part, shall, as a result of the contract, relate to both the Contracting Authority and the Users. One of the purposes of the contract is therefore to facilitate a good cooperation between the Contracting Authority and the Tenderer, and between the Tenderer and the Users. Furthermore, the aim of the Contract is to ensure that the HSE card scheme is user friendly, stable and adapted in accordance with future innovative systems and that the adaptations will not, without further ado, be at the cost of the Users. The contract is for the establishment, development and maintenance of a system for the HSE card scheme, as well as delivery of services connected to the production and distribution of HSE cards, including operation, personalisation, development, design as well as management of register-postings (delivery). The scope, execution and further specification and prerequisites for the delivery are further described in the annexes that are included in the contract.

Call for Expressions of Interest - Contract for the Provision of Car Parking Facilities
The Contracting Authority intends to appoint a suitably-qualified and experienced economic operator to provide it with access to offsite car-parking facilities. The successful economic operator will be remunerated for the provision of the facilities in question by way of recurring payments under a service contract. The Contracting Authority requires access to approximately 500 car-parking spaces within a radius of five kilometres of its main campus. It is a highly desirable requirement that the successful tenderer has the capacity to make an additional 500 car-parking spaces available during the currency of the contract. The spaces may be located on one site, or across multiple sites. In the event that the spaces are located across multiple sites, the Contracting Authority has a distinct preference for sites that are distributed and located in a manner that will enable the efficient transfer of staff between the sites and the Contracting Authority’s campus. The successful tenderer will assume responsibility for any design and construction activities necessary to develop the facilities prior to use by the Contracting Authority’s staff. In this regard, the successful tenderer shall engage any necessary design and construction professionals, shall procure and manage all necessary design and construction work and shall assume responsibility for discharging all statutory obligations associated with any initial development of the facilities. In accordance with Article 10(a) of Directive 2014/24/EU, as the subject-matter of this competition ultimately concerns the acquisition of land for subsequent utilisation by the Contracting Authority, this competition does not fall under the scope of the public procurement regulations. Nonetheless, on a voluntary basis, and in order to ensure transparency and contractual certainty, the Contracting Authority is advertising this opportunity via the Irish Government’s Procurement Opportunities Portal (www.etenders.gov.ie). Additionally, the Contracting Authority is employing an award procedure analogous to the competitive procedure with negotiation (as described by Article 29 of Directive 2014/24/EU) in order to award this contract. Economic operators are advised, however, that as this competition is not subject to the public procurement regulations, the Contracting Authority shall be entitled to avail of a degree of procedural flexibility when conducting this competition.
