ESB proposes to establish a Qualification System under a negotiated procedure for Service and Availability Agreement(s) (SAA) for Individual and/or Multiple Wind Farm Sites and/or the Provision of Major Component Replacement Services for specified Wind Farms only. A high level scope of works to be procured under this Qualification System is outlined in Section A of the attached Qualification System Questionnaire. ESB is seeking to qualify a number of contractors to the Qualification System for but not be limited to, the Wind Farms, broken down by Technology Type per Lot detailed further in the attached Qualification System Questionnaire. Economic Operators who wish to participate in the Qualification System process should submit a response as set out in the attached Qualification System Questionnaire. Applications may be made to join The Qualification System at any time.

Bus Éireann intends to procure low emission coaches and schools buses, and where possible zero-emission coaches with low environmental impact in compliance with the latest EURO VI Regulation. The vehicles will comply, as appropriate, with the EPA’s guidelines on road transport vehicles and the European Communities (Clean and Energy Efficient Road Transport Vehicles) (Amendment) Regulations 2021. To be considered for inclusion on a Qualification Panel(s), applicants must complete the Pre-Qualification Questionnaire (PQQ) providing relevant details in relation to the criteria set out below for assessment. It is envisaged that this qualification system will be used to either purchase and or lease during the five-year term of the Qualification System. Economic operators apply once to qualify onto the panel by providing details of their financial and technical capacity against predefined published Selection Criteria within a PQQ. The Qualification Panel for the Purchase and or Lease of Buses and Coaches will be broken down in to sub categories called Lot 1 – Purchase of Buses and Coaches, and Lot 2 – Lease of Buses and Coaches. Economic operators can apply for the Lot(s) that best reflect their commercial operations. Economic operators must complete a PQQ for the Lot(s) that they wish to qualify to. Only economic operators who satisfy the selection criteria of each individual Lot will qualify on to that Lot. After the initial advertisement, the panel must be advertised annually for the duration of the panel (5 years) to continually inform the market place of its existence. Economic Operators can apply to qualify on to the panel, throughout the duration of the panel. Economic Operators who are already qualified to the panel can also amend their application at any interval should their financial or technical capacity or capability change. Qualifying onto a panel does not guarantee any work and/or contracts to a supplier. There is no obligation to use the Qualification Panel and contracts can be advertised on an individual basis using the Negotiated Procedure. (Annual Republication Number 2/8)

Periodic Subsea Inspections - Offshore Wind Farms in the North Sea
Lot 2: Periodic Subsea Inspections - Offshore Wind Farms in the North Sea Lot 2 covers the periodic subsea inspections for the offshore wind farms Hohe See (HS), Albatros (ALB), and He Dreiht (HD). The scope includes visual and functional inspections of underwater support structures of WTGs and OSSs. All inspections shall be performed in accordance with the applicable standards of the BSH and the respective wind farm-specific inspection plans. In HS and ALB, 21 to 22 WTGs shall be inspected annually (25% scope). The OSS in each wind farm is subject to a four-year inspection cycle. In HD, which is currently under construction, 16 WTGs shall be inspected annually (25% scope). The inspection scope is based on applicable standards and is expected to be updated as the project progresses. The inspections may involve either full visual and functional checks or reduced GVI. Bidders shall submit fixed lump sum prices for both options. The contractor shall conduct the inspections between April and September. The full organization of the offshore campaign is the contractor’s responsibility, including selection and provision of a suitable DP2 vessel, logistics planning, crew transfers, and inspection equipment such as ROVs. All personnel must hold valid offshore wind certifications and have documented experience in subsea inspections. A logistics concept must be submitted as part of the bid and shall include information on the base port, operational weather limits, contingency planning, and crew transfer processes. Inspection activities must be thoroughly documented. This includes daily reports outlining completed work, deviations, weather conditions, and safety-related events, as well as technical inspection reports. All photo and video recordings must be time- and location-stamped. Final documentation must be submitted no later than six weeks after completion of the offshore works. In addition to the base scope, bidders shall provide daily rates for optional services such as re-inspections, spot checks, or minor recovery works using ROVs.

The objective of this QSQ is to qualify Applicants onto the Qualifications System for the manufacturing and supply of Polyethylene (PE) Pipe, Fittings and Valves for Gas Networks Ireland. The proposed supply requirements are to be divided into four (4) separate lots as detailed below: • Lot 1 (PE Pipe 90mm - 400mm) – Manufacture and supply of PE pipe for gas. • Lot 2 (PE Pipe 20mm - 63mm) – Manufacture and supply of PE pipe for gas. • Lot 3 (PE Fittings) Manufacture and/or supply of PE Fittings for gas. These include but are not limited to PE; caps, couplings, elbows, equal tees, flange adaptors, reducers, tee branch saddles, tees, tapping tees, G clamp adaptors, multi tap tees, branch saddles, bends, unequal tees and end caps. • Lot 4 (PE ball valves) – Manufacture and/or supply of PE Valves for gas. These include but not limited to valves ranging in size from small diameter 20mm to larger diameters up to 315 mm. Please note: Lots 1 and 2 relate to manufacture and supply requirements. Lots 3 and 4 relate to manufacture and/or supply requirements. The requirements for the manufacture and/or supply of pipes, fittings and valves under this Qualification System will include arrangements for delivery to various stipulated depot destinations on the island of Ireland and the ability to operate a national distribution network. Applicants should note that from time to time over the term of the Qualification System, the Contracting Entity, at its sole discretion but without altering the overall nature of the Qualification System, may modify the Qualification System to reflect changes in its requirements. Such modifications may include changes to the pipe diameter and pressure rating which may result in an increase to the pipe size, wall thickness and pipe properties or specification and the provision of services or additional supplies associated with such changes. The Contracting Entity will also seek similar changes to pipe fittings and valves. The conditions under which such an option may be exercised by the Contracting Entity will be outlined in the relevant call off competition document. The Contracting Entity also reserves the right to add additional lots to the Qualification System. Applicants may apply for qualification in one or more lots. At the discretion of the Contracting Entity a full site visit and audit of the prospective Qualified applicants supply chain manufacturing facility(s) will be carried out to validate and support their pre-qualification submission. In the event of a site visit and audit being carried out to pre-qualify the Supplier must successfully pass this site inspection audit. It is envisaged that the scope of products and services of the initial Call for Competition to be drawn-down under the Qualification System will be, but not limited to; PE pipes, fittings and valves and will cover the following: 1. Standards: • Gas - as per I.S. EN 1555 or equivalent. 2.
