The Norwegian Customs needs a new, modern, comprehensive and user-friendly cash register and payment system that shall be used both at fixed border crossings and in mobile situations along the entire Norwegian border , on land and at sea. The system is intended for cases where the public needs to pay on-site. These can be fees, duties and other requirements that are either calculated in the pre-system or directly at the collection point. The system shall function in all relevant collection situations, including: - stationary customs locations and expeditions. - inspection halls. Ports, ferry terminals and airports. - Mobile control operations along roads and lakes. - inspections of vessels, vehicles and trains.

Procurement of travel habit survey for national road ferry services.
The contracting authority would like tenders for a travel habit survey for the national road ferry connections. The Norwegian Public Roads Administration is responsible for 16 national ferry services, which make up a central part of the national transport system. In addition to the existing ferry statistics, we have limited knowledge of who travels with the ferries and what needs they have. The last travel habit survey on the ferry was carried out in 2013 and updated insights are therefore required. In order to ensure an efficient, environmentally friendly and user friendly ferry offer, there is a need to supplement the current statistics with data on the ferry users ́ travel habits. The planned travel habit survey shall provide a comprehensive picture of travellers ́ purpose and need, contribute to a better decision basis for future contracts, competitive tendering and development of ferry services.

Procurement of a management tool for code systems and terminology.

Hire and operation of multi-function machines
The objective of the procurement is to enter into a contract for the hire of printers and multi-function machines for all of the Norwegian Customs ́s locations, as well as administration, service and maintenance of the system and all machines. Services for printing will be both in cloud and local. The Norwegian Customs estimates that there is a need for 147 printers and multi-function machines from the start of the agreement. The contracting authority has locations with deployed printers and multi-function machines for the entire Norway including Svalbard, as well as at 6 Swedish and 4 Finnish customs locations. In addition there are locations with printers in Malmø, Stockholm and Berlin.

The Norwegian Defence Estates Agency invites tenderers to submit an application for prequalification for a competitive dialogue (two stage procedure), for the following services/projects: Project number 130011 - Procurement of system support for AOM/EAM processes, including implementation assistance. The qualification phase the competition starts with a qualification phase, where all interested tenderers can submit a request to participate up until the deadline stated in the schedule. The enquiry shall be submitted in accordance with the descriptions in this document and the stated qualification requirements that shall be answered. The contracting authority will assess the tenderers ́ qualifications and check that there are no reasons for rejection. Only qualified tenderers can be invited to participate in the dialogue phase. The dialogue phase only qualified tenderers who are invited by the contracting authority will be able to participate in the dialogue. The objective of the dialogue phase is to identify and define how the contracting authority ́s needs can best be fulfilled. The dialogue can be conducted on all sides of the procurement. The contracting authority will request a solution proposal through the dialogue, based on the contracting authority ́s needs. The Norwegian Defence Estates Agency has attached various documents that will be used as a starting point when, together with the qualified tenderers, the dialogue (the next phase) shall present a complete tender documentation.

Intention notice of contract amendment - Ferry connection Mikkelvik-Bromnes
Troms County intends to enter into a contract for a change of contract for the operation of ferries on the connections Bellvik-Vengsøy, Mikkelvik-Bromnes and Rotsund-Havnnes-Uløybukt for 2025-2035. The changes include that the requirement for the capacity of the ferry that shall traffic Mikkelvik-Bromnes is reduced from 24 PBE and 100 Pax. to 16 PBE and 50 Pax. At the same time the number of departures shall increase, so that the total number of PBE per week is maintained. The change is seen as i.a. to provide improved ferry services. See note dated 24.10.2025 from Advokatfirmaet Wiersholm AS for further justification that the change is considered allowed. No other major changes have been made to the contract. The operator ́s re-consideration will be reduced by an average of approx. NOK 1.3 million per annum. This is based on the operator's additional and minor costs of the change, so that the economic balance of the contract does not change in the operator's favour. The contract is planned to be signed after 10 days calculated from the day after the notice date.

Procurement of a wheeled excavator
Procurement of a wheeled excavator - SIMAS IKS SIMAS IKS shall enter into a contract for the delivery of a complete wheel excavator for operation at SIMAS ́ facility in Festingdalen, Kaupanger. The machine shall be prepared for use when delivering, including naudsynt documentation in Norwegian, training operators, function tests and acceptance tests. The procurement comprises a wheeled excavator in weight class approx. 18-20 tonnes, with functions, specifications and equipment as stated in Annex 1 - Requirement Specifications (Excel). This includes between the second engine Step V, hydraulics and control requirements, a safe lift system, driving comfort, light equipment, operational ownership, HSE requirements and options. All the technical and functional requirements in Annex 1 are binding minimum requirements. Tenderers shall offer a complete machine ready for operation, including training on the SIMAS basis, annual inspections and service during the guarantee period and a guaranteed response time for error handling and service, cf. the requirements in Annex 1. The delivery shall be carried out in DDP (Incoterms 2010) SIMAS Kaupanger. The competition was held as an open tender contest for negotiations in accordance with the Public Procurement Act (LOA) and the Public Procurement Regulations (FOA) part III (above the EEA threshold). All communication and submission shall occur via KGV (Artifik). The qualification requirement shall be documented by ESPD in kgv, and it comprises legal establishment, economic and financial capacity, as well as technical and professional capacity, including relevant references and documented works ́stadnett in Vestland. The contract will be awarded based on the financially most advantageous tender based on the following criteria: Price (50%), Environment (20%), Quality and provision (20%) and Service and uptime (10%). The contract will benefit DFØ standard contract terms for the procurement of goods with or without assembly/installation, with the accompanying annexes. Annex 5 - Ethical requirements (DFØ) debts for the supplier chain and requirements in accordance with the OpenHeit Act. For this procurement, it is not a framework agreement. Delivery time: The machine shall be delivered 5 months after the contract has been signed. SIMAS requests all interested suppliers to ask questions via KGV, within the stated deadline.
