Recruiting system
The objective of the procurement is to enter into a contract for a recruitment tool such as a cloud service. UDI needs a modern and user-friendly recruitment tool that supports and streamlines the entire employment process, and contributes to a good candidate experience. UDI is a company with currently approx. 1,100 employees and executes between 50-100 recruitment processes per annum. UDI is a stand-by organisation and at times carries out volume recruitments with a great many applicants and several (10-20) employments in a process. In order to carry out efficient, uniform and quality assured recruitment processes, we need a recruitment system that is simple and intuitive to use for both HR employees, recruiting managers and job seekers. The Norwegian Courts Administration (DA) intends to enter into an agreement with one tenderer for the use of a e-recruitment system (recruitment tool) for the Norwegian Courts Administration. The tool shall contribute to good candidate experience, streamlining of processes and ensure good compliance with rules and internal routines.

Procurement of a patient signalling system
The aim of the procurement is to procure a patient signalling system for Bømlo hospital and health centre (BBH), and possibly seinars at Teiglandshagen (TLH). Initially, the new patient signalling system shall be installed on BBH and then at the current departments for short-term and long-term patients. This will be the main delivery. Two options shall also be included. This is TLH and a wing on BBH that is currently not in use for patients.

Procurement of vehicle maintenance
The competition is for a framework agreement for vehicle maintenance. This includes repairs, services and periodical vehicle inspections (PKK). Lindesnes municipality has a separate contract for body damage. Lindesnes municipality has approx. 170 vehicles, of which 102 are part of the leasing contract. These vehicles are separate service agreements and will mainly not be included in this contract. The other vehicles can be relevant for all types of vehicle maintenance. Lindesnes municipality reserves the right to use special competence for some deliveries if this has clear advantages. The contracting authority reserves the right to carry out PKK, service and maintenance at the branded dealer during the vehicle ́s warranty period. Equivalently, the Contracting Authority reserves the right to carry out updates and warranty jobs at the branded dealer.

Upgrading of the NorStøy software.
The Norwegian Public Roads Administration and other site owners are facing a new statutory noise mapping that shall be carried out and reported by summer 2027 in accordance with the pollution regulations and the EU Noise Directive. This involves a fixed and unalterable deadline for completion of calculations, quality assurance and reporting. A VU measure was previously proposed for the period 2025-2030 to manage the challenges connected to noise mapping and digitalisation of the processes. This proposal was not prioritised. The need for a new system and modernisation, however, consists, and based on this, the work on a new system and the accompanying process improvements must be carried out as a measure in the line. The relevant delivery concerns specialist competence in noise modelling and the product Norstøy. Due to technical debt in central parts of the system, it is necessary to upgrade to a newer version of the platform/framework, as well as a user interface, with requirements for minimal functional changes. Sintef has developed the system originally and has in-depth competence within noise modelling, system architecture, code base and technical dependencies. Other tenderers do not have an equivalent combination of specialist competence and prior knowledge of the system. Missing system comprehension will result in significant entry work, increased risk of errors and a potential need for comprehensive reimplementation, which is not compatible with the requirement for minimal changes and controlled migration. The source code is owned and maintained by the Norwegian Public Roads Administration. Sintef has prepared the noise-related algorithms used in NorCalc and therefore has a unique understanding of the existing structure and historical design choices. to ensure correct migration, reduced technical risk and limited test scope. Other technical consultants in this field only have competence connected to the use of the algorithms and not the preparation of them. The project will use other internal resources and external consultants for most of the other assignments that do not require specialist competence in noise modelling. The tenderer in question is only used for this specific service, justified by the special professional and technical competence connected to NorCalc. Based on the above, the terms for exemptions from the procurement regulations are assessed as fulfilled, as competition is not deemed really possible as a result of the absence of alternative tenderers with the necessary specialised competence and system knowledge to carry out the assignment within proper limits for quality, risk and cost efficiency.

Nrk is faced with historical technological and organisational transformation. We are preparing to move from our traditional main office at Marienlyst to a completely new and future oriented head office at Normannsløkka (Ensjø) in Oslo. As a central part of this, NRK is building a new, comprehensive IP based production platform (Modernised Production Platform - MPP) based on the SMPTE ST 2110 standard. In order to ensure a safe, precise and cost efficient transition, NRK invites tenderers to a competition for a framework agreement for professional system integration services (SI services). Consultancy services technical modernisation of the payment area in the Nav
Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. The competition for the agreement is planned to be announced in summer 2026
