Request for information - Uniform and occupational footwear
Norwegian Police Shared Services (Norwegian abbreviation PFT) is issuing this Request for Information (RFI) on behalf of the National Police Directorate and the Ministry of Justice and Public Security. PFT is responsible for strategic procurement within the police sector, aiming to provide suitable products and services to the Norwegian Police, the Norwegian Correctional Service, and Norwegian Customs. Norwegian Defence Materiel Agency (FMA), the Norwegian Directorate for Civil Protection (DSB) and the Norwegian Public Roads Administration (SVV) are also considering participation in this process. Consequently, this RFI includes perspectives and requirements to the diverse operational needs of these entities. PFT plans to announce a procurement of Uniform and occupational footwear in the third quarter of 2026 (Q3 2026). Prior to this, PFT is carrying out a RFI to get an overview of potential tenderers and how the market can cover the agencies ́needs. The information received will be used as a basis for the further work with planning and implementation of the procurement. The RFI will be carried out as an early market dialogue. It is voluntary to respond, and participation in the RFI does not give advantage in a later competition.

Auftragsänderung 1: 81307506-Set-up and management of an Expert Platform for Ukraine's EU alignment in the Rule of Law, with focus on chapters 23 and 24 of the acquis communautaire
The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

Imagemakers and the Office of Public Works (OPW) seeks to appoint a supplier for the provision of Audio Visual and Interactive Content and Hardware Specification and Supply at Roscrea Castle and Damer House in Co. Tipperary, Ireland. The contract is for the complete creation of the required AV and digital interactive content, and specification and supply of hardware and accessories including (in no particular order): Deliverables: • Pre-production, production, post-production and installation of all AVs, audio soundscapes and interactives as outlined below (See 3.4 – Summary of Requirements) • Provision of programme, invoice schedule and associated project management documentation and monthly reporting on budget and progress. The programme should outline the various stages of production i.e. storyboarding, wireframing, scripting, filming, sourcing of archive material, off-line edit, final edit, installation etc, as well as identifying milestones for client sign-off for each stage of the process. In addition, the tenderer will be expected to liaise with the fit-out contractor, designer and client as required to ensure co-ordination of information • If subsequent changes are made to the programme, these changes will need to be approved by both Imagemakers and the client team. • Supply of master files for client archive with schedule of all finalised content • Filming, audio recording and editing and sound studio time as required to deliver brief. • All post- production and preparation and supply of final files in agreed format. • Archive of master files within content producer’s archive. • Animation and onscreen motion graphics and typography. • Installation and snagging of all material on-site. • Specification and supply of all relevant hardware and accessories relating to all AV and interactive items. • The client is responsible for installation of power and data cabling and sockets to within the vicinity of the AV locations. The AV contractor will be responsible for any remaining cabling and accessories to make final connections. • There is no internet available on site, if any of the AV elements require an internet connection the AV supplier must allow for this in their proposal. Framework agreement for Microsoft/Adobe licenses, license management and cloud services
Background The Agency for Building Quality (DiBK) shall procure a new framework agreement for the purpose of establishing a more centralised and standardised licence management, as well as strengthened compliance reporting for Microsoft and Adobe licences, including accompanying cloud services. The need is driven by the desire for better control throughout the entire licence life cycle, reduced risk of licence deviations and increased compliance with the current licence terms. Furthermore, the procurement shall contribute to a better overview of actual use, licence coverage and cost development, as well as strengthened documentation and traceability with internal and external audits. DiBK needs licence management and reporting to be based on relevant and updated source systems and that the system supports automated processes connected to onboarding and offboarding, ordering, changes and completions. This shall ensure that the basis for awarding and recalling licences is at all times as correct and updated as possible, and that deviations can be uncovered and handled in an efficient and verifiable manner. Description of the assignment The assignment is for the establishment of a framework agreement for the delivery of Microsoft and Adobe licences, accompanying cloud services, as well as an overall service for licence management and Software Asset Management (SAM). The framework agreement shall cover the administration and operative management of the licence portfolio, including orders, changes, terminations and ongoing follow-up of licence use. The contract shall also include standardised compliance reporting, consumption and costs, so that DiBK has a good decision basis to optimise the licence portfolio. The delivery shall support license management in relevant administration areas and services, including M365, Azure and Adobe Admin Console. Automated processes shall be facilitated for awarding and removing licences based on identity and life cycle data, as well as mechanisms that support control, certification and traceability when required. The service shall be able to collaborate with DiBK ́s central systems for identity, personnel and onboarding, ordering as well as configuration and device data (i.a. Entra ID, HR system, ITSM and relevant unit and fixture sources), so that the licence documentation and reporting are consistent, assembled and verifiable across sources. Tenderers can submit a solution proposal themselves and state which systems are supported. Tenderers shall have full delivery and operational responsibility in the contract period, including user support, error handling and escalation with the software suppliers as needed. The framework agreement shall also ensure security and management requirements for access management, logging and audit tracks, as well as principles for data storage and protection of information in the delivery. A Shared Narratives Storytelling cross border Project that brings together diverse, divided and often overlooked groups in society to hear their stories related to the conflict and to celebrate the insight and understanding their perspective and experience brings to wider society. Within this project there are four core elements that together blend into this cohesive PEACE building project namely Element 1: Building on the Aftermath; Element 2: Focus on Women; Element 3: Education and Young People Element 4: Ex-political prisoners and security forces. All four elements of the project must be delivered. The aim of the project is to bring about behavioural and attitudinal change in the participants. The project will enhance the capacity of 1,100 participants to form effective and sustainable relationships with others from different backgrounds (behavioural change), using the different art genres as the storytelling medium (film, music, song, poetry/prose, theatre and photography, education). The project duration is two years and the budget is €371,400 (VAT inclusive). The project will entail 10-20 hours of meaningful and purposeful engagement for participants (hours will vary according to each of the above elements). The project will promote understanding, encourage further engagement, strengthen integration and reconciliation, build cohesion with and towards those from different target groups (attitudinal change). The test bench shall therefore consist of a climate and altitude chamber, the necessary aggregates to operate the fuel cell system and a ready-to-use operators user interface. -The climate and altitude chamber shall be able to simulate temperature, pressure and humidity according to International Standard Atmosphere (ISA) with a rate of change equivalent to 2.800 ft/min. -Aggregates to operate the fuel cell system shall include but are not limited to a balance of plant power supply, an electric load, a hydrogen supply system, a cooling system and an air system for the supply of the fuel cell systems cathode path. -All operational parts shall be controlled via a ready-to-use semi-automated central control system which allows the customer to run scripted test procedures as well as to use single operating points. -All legal and regulatory requirements for an operation in Europe, Germany and the city of Hamburg must be applied. -ZAL already operates supply infrastructures for hydrogen, process air, power supply etc., which will be extended to supply the test bench. The extension of the supply infrastructure is not part of this tender.
