Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. Harmonisation of domestic tax administration - Strengthen tax regulatory frameworks and promote harmonisation between federal and regional tax authorities. - Support tax reform agendas, including monitoring tools and alignment with international tax standards (e.g. BEPS, Pillar 1 and 2). - Support digital transformation of tax administration and improvements in service delivery, including roll-out of Integrated Company Creation Journey (ICCJ). 3. Strengthening tax dispute resolution - Improve procedures, coordination mechanisms and legal frameworks at federal and regional level. - Support the preparation of digital dispute management tools (e.g. case management, tracking, early dispute prevention mechanisms such as rulings and APAs). - Strengthen institutional capacity and taxpayer awareness through training and outreach. 4. Upgrading customs management and valuation systems - Support the preparation and introduction of digital customs tools such as the Electronic Customs Valuation System (e-ECVS), Electronic Single Window (e-SW) and trade portals. - Strengthen coordination and preconditions for interoperability and data exchange among customs and other trade regulatory bodies, including the once-only principle. - Provide technical assistance through process mapping, legal and procedural reviews, training and peer exchanges. 5. Strengthening human capacity in customs administration - Design and implement a national customs capacity development programme, including training needs assessments and standardised training modules. - Deliver training-of-trainers, nationwide training programmes and e-learning modules on selected customs procedures. - Facilitate structured dialogue and targeted training for traders, customs brokers and logistics operators. 6. Improving external trade statistics and market intelligence - Harmonise regulatory frameworks and upgrade procedures for trade data collection, management and analysis in line with international standards. - Strengthen institutional capacities through training, development of standard operating procedures and professionalisation of trade data management. - Support improved access to trade data and development of analytical tools and market intelligence services for key value chains. Cross-cutting activities - Support programme communication activities. Tasks of the pool manager - Manage two short-term expert pools (administration, finance, budgeting, reporting, monitoring and quality assurance). - Organise conferences, workshops, events and training activities. All outputs (e.g. reports, studies, analyses, strategies and training materials) must be delivered in English. Trainings conducted in the regions may require local languages.

81319268-Cooperative and Short-Term Trainings and Capacity Building Measures in Ethiopia
The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. Implementation partners: MoLS, Regional TVET Bureaus, private sector companies and associations, TVET colleges and any other relevant TVET stakeholders.

The contractor will provide analytical, advisory and capacity development services structured around five interlinked work packages. Work Package 1 - Analysis of Current Practice and Legal Frameworks The contractor will analyse cross-border material flows and CE-relevant product streams in ASEAN, identifying key sectors (including electrical and electronic equipment, textiles and plastics) and assessing strengths, weaknesses, barriers and opportunities. A comprehensive review of ASEAN-level agreements and national regulatory frameworks - with a focus on Cambodia, Lao PDR and Viet Nam - will be conducted, including relevant Multilateral Environmental Agreements (e.g. Basel Convention), HS/AHTN classifications and customs procedures. The contractor will identify regulatory gaps, assess harmonisation needs, and develop tailored recommendations to strengthen regional coherence and facilitate circular trade. International best practices will be compiled and adapted to the ASEAN context. Work Package 2 - Capacity Development of ASEAN Bodies Based on the analytical findings, the contractor will design and implement a capacity development strategy for relevant ASEAN Sectoral Bodies (including CCA, ATF-JCC, CCC and CECWG). This includes needs assessments, development of training modules, technical advisory support, and facilitation of policy dialogues. The contractor will support the integration of CE-related provisions into regional trade frameworks, including ATIGA and other RTAs, and assist ASEAN bodies in developing proposals and roadmap elements on trade-related circular economy aspects. Work Package 3 - Capacity Development of National Authorities At national level, with particular focus on Cambodia, Lao PDR and Viet Nam, the contractor will strengthen the capacity of ministries and relevant institutions to develop and adapt national requirements related to CE and trade. Activities include national gap assessments, advisory services on regulatory reforms, peer learning among AMS, facilitation of inter-ministerial coordination, and support for impact assessments and policy formulation. The objective is to develop concrete proposals for improved regulatory frameworks and national requirements. Work Package 4 - Private Sector Engagement and Public-Private Dialogue The contractor will support business associations and companies, especially women-led enterprises, to strengthen their engagement in policy processes and develop circular business models with cross-border relevance. Capacity building, matchmaking, regional exchanges and facilitation of public-private dialogues will enable the formulation of private sector recommendations for improved regulatory environments. The contractor will also support cross-border peer learning among businesses in selected ASEAN Member States. Work Package 5 - Customs Cooperation and Green Customs Technical assistance will be provided to customs authorities to enhance control and facilitation of CE-related goods and environmentally sensitive shipments. The contractor will conduct customs capacity needs assessments, deliver targeted training (including on MEAs, green customs, HS classification, and digital risk management tools), and develop recommendations to improve national customs practices and regional alignment. Particular attention will be given to Cambodia, Lao PDR and Viet Nam, while facilitating ASEAN-wide peer exchange. Across all work packages, the contractor will ensure results-based monitoring, regular reporting, coordination with GIZ and ASEAN partners, and integration of gender and conflict-sensitive approaches. The services aim to contribute directly to the development of regional and national proposals, strengthened institutional capacities, and enhanced private sector participation in trade-related aspects of the circular economy.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages.
