daa is upgrading some of its electrical, thermal and water metering infrastructure across the Dublin Airport campus. The project covers the supply, installation, commissioning, integration of a new generation of utility meters, replacing legacy devices that no longer meet daa’s operational, accuracy or datamanagement requirements. The upgraded meters will provide highaccuracy, MIDcompliant measurement, enhanced data and realtime visibility of energy usage. The programme includes the deployment of new meters, communication interfaces, telemetry solutions for remote locations and full integration with Dublin airport’s existing Energy Management Systems. The solution must be open protocol and technology - agnostic. The project will also consider futureproofing options, including compatibility with LoRaWAN and other IoTbased technologies.

Provision of Vehicle Leasing and Fleet Management Services for Dublin Port
Dublin Port wishes to establish a single party framework agreement for the provision of vehicle leasing and fleet management services. In order to achieve commitments to operational continuity, safe and sustainable port-city relations and compliance with the requirements of the Clean Vehicle Directive, Directive (EU) 2019/1161, Dublin Port Company require the services of a suitably qualified and experienced fleet management company. Requirements will include disposal/recycling of the existing light commercial and passenger car vehicle fleet within the next 2 years and replace with an energy efficient EV, or alternative clean vehicle, LCV/passenger car equivalent. In addition, future management, replacement and disposal of the retained vehicle fleet is a requirement. The replacement interval/timings will be based on the priorities as per table below. The Contracting Entity currently operates a fleet of 24 vehicles which include passenger vehicles and light commercial vehicles which are currently owned and management in-house. The current vehicle fleet operates between 07.00 hours and 19.00 hours, within the confines of the Dublin Port estate the majority of the time, however on occasion may be required to travel outside of the port boundaries to facilitate working requirements (Dublin Inland Port, etc.). Trinity College Dublin require the supply of Isothermal Titration Calorimeter (ITC) for protein complexes for the deliverables of a Research Ireland grant. The calorimeter is required for measuring micro-calories of heat evolved or absorbed from protein-protein and protein-small molecule interactions in aqueous solution. The measurement involves multiple injections of ligand (protein, other macromolecules, small molecules) into a cell containing another protein, small molecule, or other macromolecules. The titration is performed under isothermal conditions using a reference cell containing water or related aqueous solution that is similar to the experimental cell. Changes in temperature between the two cells during injections are rapidly equilibrated using active power compensation that is calibrated for calories of heat. The properties of the isothermal titration calorimeter should include the following: (1) The tenderer SHOULD provide a new or recent state-of the-art (ex-demo) model ITC calorimeter, and if ex-demo, it should be minimally used. Volume of experimental and reference cells should be approximately 200 mico-Liters. (2) Typical concentration ranges for analyses should ideally be in the range from 1 micro-Molar to 100 micro-Molar for macromolecules (typically proteins) in the cell, and 10 micro-Molar to 1M concentrations in the injections syringe for the ligand. (3) Preferred temperature range for isothermal titrations from 4 deg Celsius to 60 deg Celsius. (4) software that can analyse data and determine the Kd (dissociation constant), enthalpy, and entropy from analyses of the titrations. (5) Software should handle simple 1:1 binding models, with the possibility to analyse more complex interactions, such as multiple binding sites, sequential interactions. The capability to analyse complex binding with rigor would be a major advantage, as many interactions are not simple 1:1. (6) minimal generation of bubbles or artefactual heat, which may arise from high concentrations of viscous protein in cell (7) Ideally - prefer system/software compatibility with .opj files generated by Origin 7 (or later) software, since we have nearly 20 years of previous data collections. This could be transferred to new control computer for continuity. (8) New computer, drivers, and accessories required to run the calorimeter software.

The system shall comprise a high-energy pulsed laser, synchronised high-resolution cameras, precision timing and control units, and fully integrated acquisition and analysis software. The European Commission's Joint Research Centre (JRC) in Petten intends to replace the existing Air Handling Units (AHUs) and associated HVAC infrastructure located in buildings 308 and 309. The current ventilation systems are obsolete and have reached the end of their operational lifespan. Furthermore, preliminary technical assessments have indicated that the existing air renewal capacity is insufficient to maintain optimal indoor air quality for the occupants. To ensure a healthy, safe, and productive working environment, this procurement aims to upgrade the facilities. The primary objective is to improve indoor air quality, while simultaneously improving the overall energy efficiency of the buildings. The scope of this contract encompasses the supply, installation, and comprehensive commissioning of the new air handling systems and related infrastructure to provide a fully functional delivery. This includes the safe removal and disposal of the existing AHUs, roof support frames, humidification systems, and redundant cabling or piping, ensuring continuous operation of the buildings during the transition. The technical project involves replacing the units with new, highly energy-efficient equipment featuring heat recovery systems. Additionally, the contract covers the complete adaptation of the hydraulic system to operate under a new, lower-temperature regime, the installation of humidification systems, installing structural supports on the roofs, and the execution of all necessary electrical works. In future, DCC expects to focus increasingly on private supplies, and the applicable legislation requires the same range of tests as at present. Many of these tests are currently outsourced by DCC, meanwhile limits and enforcement are expected to tighten over time. The main focus of the current procurement specification is to bring analyses back in-house and onto DCC’s INAB ISO17025 scope, to maximise 1.
