Parallel framework agreements for electrical services in water and wastewater installations.
The purpose of this framework agreement is to ensure that the contracting authorities, Drammen Municipality and Glitrevannverket, have access to electrical services for water and wastewater facilities. The framework agreement shall cover the need for electrical services for water and wastewater installations, including, but not limited to, routine maintenance, troubleshooting, installation services, alterations, documentation in the form of drawings and electronic documentation, declarations of conformity, programming of sensors and process equipment, and general work on low-voltage installations up to 1000 V. The framework agreement also includes inspections of electrical installations in water and wastewater installations. The scope of the agreement may include both large and small assignments and projects. The contracting authority intends to enter into parallel framework agreements with three (3) tenderers. Framework agreement Electro - NEW COMPETITION
The aim of the framework agreement is to cover the contracting authority ́s ongoing need for trade services within electrician services, as well as give the contracting authority access to a professionally good and financially sensible service. The framework agreement shall cover fixed inspections of electrical installations, emergency lights and fire alarm systems. The procurement is divided into sub-contracts that are listed below. Sub-contracts 1 - 3 are divided in accordance with buildings. Sub-contract 4 applies for electrician services that are not included in sub-contracts 1 - 3. Which buildings are included in sub-contracts 1 - 3 can be seen under point 4.11, as well as annex 1. The size of the assignments within the above mentioned discipline can vary in extent. The work assignments can be for a short or long time. There can be individual assignments or several connected assignments. There will, however, also be the delivery of some material, as in many cases it will be appropriate that the tenderer has the material necessary for the execution of the assignment in question. Although the procurement comprises some material, emphasis is put on the fact that this contract does not give any exclusiveness on the delivery of such material, and that the Contracting Authority is not otherwise obliged to procure materials from the service provider. The contracting authority reserves the right not to use the framework agreement supplier for major work on construction projects and/or special assignments if the contract supplier is unable to meet the contracting authority ́s needs. As major work, individual assignments with a cost framework will be seen as NOK 100,000 excluding VAT and in the case where the total assignment includes several sub-contracts. Evje and Hornnes municipalities reserve the right to use special competence on some deliveries if this has clear advantages. The contracting authority ́s self-management work will take precedence over external suppliers. Upgrading of the NorStøy software.
The Norwegian Public Roads Administration and other site owners are facing a new statutory noise mapping that shall be carried out and reported by summer 2027 in accordance with the pollution regulations and the EU Noise Directive. This involves a fixed and unalterable deadline for completion of calculations, quality assurance and reporting. A VU measure was previously proposed for the period 2025-2030 to manage the challenges connected to noise mapping and digitalisation of the processes. This proposal was not prioritised. The need for a new system and modernisation, however, consists, and based on this, the work on a new system and the accompanying process improvements must be carried out as a measure in the line. The relevant delivery concerns specialist competence in noise modelling and the product Norstøy. Due to technical debt in central parts of the system, it is necessary to upgrade to a newer version of the platform/framework, as well as a user interface, with requirements for minimal functional changes. Sintef has developed the system originally and has in-depth competence within noise modelling, system architecture, code base and technical dependencies. Other tenderers do not have an equivalent combination of specialist competence and prior knowledge of the system. Missing system comprehension will result in significant entry work, increased risk of errors and a potential need for comprehensive reimplementation, which is not compatible with the requirement for minimal changes and controlled migration. The source code is owned and maintained by the Norwegian Public Roads Administration. Sintef has prepared the noise-related algorithms used in NorCalc and therefore has a unique understanding of the existing structure and historical design choices. to ensure correct migration, reduced technical risk and limited test scope. Other technical consultants in this field only have competence connected to the use of the algorithms and not the preparation of them. The project will use other internal resources and external consultants for most of the other assignments that do not require specialist competence in noise modelling. The tenderer in question is only used for this specific service, justified by the special professional and technical competence connected to NorCalc. Based on the above, the terms for exemptions from the procurement regulations are assessed as fulfilled, as competition is not deemed really possible as a result of the absence of alternative tenderers with the necessary specialised competence and system knowledge to carry out the assignment within proper limits for quality, risk and cost efficiency.

In order to ensure the effective implementation of integrated management approaches for protected areas with diverse ecosystems, the project requires comprehensive technical expertise, innovative solutions, and alignment with global best practices. Given the complexity of protected area management - including conservation finance for protect areas, digital approaches to capacity building and biodiversity monitoring, forest carbon, ecosystem restoration, and community-based tourism - the project demands highly specialised knowledge that often extends beyond domestic expertise and resources. Services to be provided in the above-mentioned fields shall be in line with international standards and best practices. Required are technical assistance, facilitate capacity building, and introduce international standards and methodologies in protected area management. Required is further a profound understanding of the Vietnamese context and actors in the biodiversity conservation sector to match international best practices to local needs and systems. Contribution is needed to achieving the outcome and three outputs (outputs 1, 3, and 4) of the project Management and Protection of Protected Areas with Diverse Ecosystems in Viet Nam (MEPA) through delivering on selected indicators and task packages as well as full responsibilty for delivering on one output (output 2) as described in key tasks below. WP 1 on Output 1: The objective of this output is to improve the knowledge base among the responsible authorities on regulatory and technical aspects of integrated protected area management. - Studies for informing advancing policy instruments for the integrated management of protected areas in Viet Nam - Develop, standardise, and digitalise training curriculum on conservation finance WP2 on Output 2: The objective of this output is to strengthen protected area management boards" capacities for financial planning and management as well as to mobilise additional investment for biodiversity conservation. - Analysis of the current financial capacity, gaps and needs of the three pilot PAs in responding to their management and protection tasks and responsibilities. This will include the review and analysis of all available fundings and the efficiency in use of current financial resources applying the Protected Area Financing Self-Assessment (PAFSAT). - Develop sustainable financing "models" through plans and roadmaps for three pilot PAs including identifying potential additional sources of finance for the PA management and protection and how to mobilise/access it. A focus lies on private sector cooperation. - Coaching, training and facilitated expert exchanges during the entire assessment, planning and model implementation. This may include but is not limited to theory and practice of financial management, accounting, monitoring and reporting; fund raising, application writing and negotiation. Capacity building measures are based on PA"s needs and PA specific training plans are to be developed and implemented. - Prepare contents for the self-learning training curriculum on sustainable financing to incorporate into the digitalized training modules of the project. - Standardise reporting and accounting systems according to the requirements and regulations of donors/investors for the pilot protected area. Equip each pilot PA with an up-to-date accounting software if necessary. - Monitor and evaluate the financial management capacity as well as progress in resource mobilisation of each pilot PA by the project end to see the impact. Output 2 is outsourced in its entirety, that is the complete responsibility for delivery of results. A a comprehensive concept note is to be developped for agreement with GIZ, VNFOREST and 3 PAs. WP3 on Output 3: The objective of this output is to advance ecosystem restoration including the halting and reversing ecosystem degradation or unsustainable resource use in protected areas. This should be achieved through participatory, multi-stakeholder and cross-sectoral approaches. - Carry out study on ecosystem degradation risk / deforestation risk - Develop and test an approach for using digital tools (drones, remote sensing) for forest carbon assessment of a prevalent eco-system in the PA - Conduct eligibility and (pre-)feasibility study for a potential forest carbon project - Standardize carbon stock assessment method for the prevalent eco-system in the PA as an input to the national forest MRV. - Develop road map with options for financing to advance digital approaches to PA management WP4 on Output 4: The objective if this output is to improve the professional capacities of the administration and residents of selected protected areas for the planning and implementation of community-based, socially and environmentally compatible tourism. - Summarise good practices internationally on socially and environmentally responsible community-based tourism - Develop approach for assessing social and environmental compatibility of tourist development in PAs in Viet Nam - Assess existing trainings material and trainings on community-based tourism conducted against international best practice For the implementation of these tasks, core experts for a large part will need to deliver the services in country. The majority of work in the expert pools can be performed from their home bases; individual trips to or in Vietnam are necessary.
