Information on market dialogue and life cycle management of PCs and mobile telephones. The Ministries Digitalisation Organisation, hereafter called DIO, invites tenderers to a market dialogue on life cycle management of PCs and mobile telephones. About the Contracting Authority DIO was established 01.01.2025 and is the ministries' digitalisation organisation, under the Ministry of Digitalisation and Management. Our assignment is to strengthen the government and the ministries' ability to solve complex social assignments through secure technology, digitalisation and innovation. DIO delivers and operates a joint ICT platform and is responsible for, among other things, user service, digital communication channels such as regjeringen.no and intranet systems, archiving and case processing system, standardised digital interaction rooms, courses and training, event and media production. Current situation DIO is currently procuring and administering PCs for parts of the ministry community that are connected to the current joint ICT platform. DIO is affiliated to a government framework agreement for both the hire and purchase of PCs and has an approved product list (GPL) that applies to all ministries. Within a year the Ministry Fellowship will gather on a joint ICT platform. New life cycle management of PCs and mobile telephones. DIO is now in a process that examines the possibility for different procurement models of PCs, mobile telephones and accessories. The extent is estimated to be approx. 7,000 computers, 7,000 mobile telephones and approx. 3,500 tablets. In this review we would like to look at different route choices: •Purchase •Rent • PCs and mobile telephones as a service (DaaS). We look at laptops, desktops, tablets and mobile telephones in this market survey. In addition we would like to include basic computer accessories such as keyboards and mice, and headsets, screen protection and lids for mobile telephones. A prerequisite for success is standardising devices to keep the number of variants at a minimum level to reduce operational complexity, improve user experience, cost efficiently, improve information security, stand-by, and safeguard environmental considerations. DIO would like to combine the entire life cycle of units in one supplier relationship, as far as this is possible. This involves looking at the entire life cycle of the units. Dialogue with the market DIO hereby invites tenderers to a dialogue meeting with suppliers in the market. We would like a dialogue on how we can cover our needs through systems that are already available in the market and that are tested, which provide documented gains, both economically and environmentally. Emphasis is put on the fact that the objective of the dialogue is to obtain information on what systems are available in the market that cover the contracting authority ́s need for good life cycle management of PCs and mobile telephones. Framework agreements for the preparation of care plans and the professional basis for terrestrial nature (1)
The government managers have, as the management authority for protected areas and threatened nature, a need for professional reports on occurrences of species and types of nature and conditions that affect them. Government managers also have a need for the preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. The assignments ́s size will vary a lot, from simple care plans, to comprehensive reports. The procurement is divided into the following two disciplines: A. Care Plans: Preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. B. Professional basis: Mapping and preparation of professional basis/professional reports/preservation targets for protected areas, species and nature types, including the red-list. Each discipline is further divided into the following geographical areas: 1. South: Agder + Rogaland 2. East: Oslo, Akershus, Østfold and Buskerud + Vestfold and Telemark 3. West: Vestland + Møre og Romsdal 4. Mid: Inland + Trøndelag 5. North: Nordland + Troms and Finnmark Tenderers can choose to submit tenders for one or both disciplines and one or several of the geographical areas. The procurement is divided into a total of ten sub-contracts. The contracting authorities under the framework agreements are the Government Manager's joint services (STAF) and the Government Managers. All national parks and protected areas can also enter into the agreement at any time. Such national park and protected areas are/can be governed by the Ministry of Climate and Environment. Norsk Tipping has approx. 2.4 million customers, of which nearly 90 percent use mobile, mainly via apps distributed in the App Store and Google Play. They are, thus, a central prerequisite for Norsk Tipping being able to fulfil his social mission: "... facilitating responsible gambling offers and preventing negative consequences of gambling. Efficient operations shall ensure that as much of the revenues go to good causes". Norsk Tipping's partners must therefore contribute to the company developing in a sustainable direction, through active competence transfer and by strengthening the product model from a mobile perspective. Strengthen the ability to deliver within the product development model Norsk Tipping works smoothly to reduce risk through early learning, continual feedback from users and operations, and the possibility to adjust courses before major investments are made. The work is organised through product development areas with a multi-disciplinary product team who are responsible for both value and risk connected to defined products and user journeys. The product development areas shall have competence and responsibility to define systems for problems, develop them and further develop them so that they deliver value for companies and customers. In order to achieve this, Norsk Tipping has a mix of product development areas consisting of what can be defined as a "value stream team" (e.g. the product development area for sports), and areas with "platform" and "enablement-team" (for example Platform: Whole and Frontend). Several product development areas have permanent native developers. Areas that do not have their own native developers will receive assistance from P:HF. The contracting authority will over time develop a balanced division of responsibility between the platform and the different product development areas, in line with increased maturity and greater internal ownership. Areas with separate native user journeys will gradually be able to work more independently, but for the foreseeable future there will be common need connected to testing, release and further development of the platform. Professional development and practice partnerships shall support this across. The competition is for a framework agreement for the delivery of residential and welfare offers for users with psychological function failures and/or additional problems in rural surroundings (farms). The aim of the contract is to regulate legal and practical conditions regarding the procurement of places in residential offers on farms or equivalent for persons with mental health failures and/or milder additional problems. The service shall provide a complete tender in the form of a residence with 24 hour care services as well as an option for employment during the day under the auspices of the farm. The resident ́s resources shall, through stays in residential offers on farms or equivalent, be strengthened in a way that reduces the need for more serious intervention at a later date. The objective of the resident is through targeted measures and activities to achieve increased stability related to illness and life conduct. The participants in this framework agreement are the following legal entities (the Customer): - Flesberg municipality - Gran municipality (option) - Jevnaker municipality - Krødsherad municipality (option) Lier municipality. - Lunner municipality (option) - Modum municipality (option) - Nore og Uvdal kommune (Option) - Notodden municipality (option) - Ringerike municipality (option) - Tinn municipality (option) - Øvre Eiker municipality Viken Vest Innkjøpssamarbeid (VVI), c/o Øvre Eiker municipality, announces and administers this framework agreement on behalf of the participants (contract manager). The framework agreement also covers other legal entities such as municipal companies (KF) and other bodies under municipal administration. If participants, during the contract period, separate parts of the operations into separate legal entities or merge entities, these legal subjects and entities can connect with the signed contract on the same terms. The procurement ́s value is estimated to: NOK 11,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 80,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. See the procurement documents for further information. The procedure stated in the "Type of Procedure" section 2.1 of the notice is incorrect. The correct procedure shall be an open tender contest. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7, and concluded that there is no requirement for apprentices in this procurement as there is not much need for apprenticeships for the training courses that are relevant for this procurement, cf. the apprentice regulation § 6 (2), and it is considered disproportionately, because there is a need for competence that an apprentice cannot be expected to possess.
