Now it is therefore decisive to ensure effective use of ICT in order to free up their time for patient treatment quickly. In order to reduce the lost time in health personnel ́s everyday life, it is considered critical to procure a product that together can refer to documented reduced time spent throughout the entire access and session process. This is seen as a requirement for a system that quickly meets the need for secure and automated start-ups, log-on and double signing in the professional applications used in both patient treatment and documentation.

The aim of this prior information notice is to invite tenderers to a market dialogue. This prior information notice is not intended to shorten the tender deadline in accordance with the Public Procurement Regulations §20-2 (2). The Norwegian Health Network SF (NHN) is planning a procurement process for broadband access for small and medium sized locations. The accesses are used by members in the health network, service providers and entities in the central health management. The accesses represent an important part of a robust and secure infrastructure for transporting digital services for the entire health and welfare sector. The objective of the procurement is to enter into framework agreements for the procurement of hourly vehicles for non-emergency patient transport on the way for Helse Bergen HF. Non-emergency patient transport on roads is a facilitated transport where the patient, in accordance with the current legislation, has the right to covering expenses for travel to and from treatment. Bærum municipality intends to enter into a contract with Acos AS for upgrading the current WebSak version 8.14 to WebSak version 9, pending a new competition and contract, cf. the Procurement Regulations (FOA) § 13-4 (b) no. 2. The upgrade will i.a. mean that all operation and all functions, including the accompanying modules, will take place in a cloud based platform operated by Acos AS, unlike the current situation where the system is stored locally. A new project is being established in the municipality and a new competition with an initial supplier dialogue will be announced as soon as possible. The current WebSak system expires and technical support will end in November 2026. It is therefore decisive that archive worthy documents are stored properly until a new case and archive system is in place. The short time remaining before end-of-life means that it is impossible for the municipality to hold a competition in accordance with the procurement regulations, and at the same time ensure the municipality a sufficient case and archive system, which is compatible with the municipality's other systems. Bærum municipality signs a contract with Acos AS to ensure the municipality access to a well-functioning case and archive system, and to safeguard operation and support until a complete competition has been held in accordance with the procurement regulations. The competition is therefore "impossible for technical reasons", and the terms for holding a procurement without a competition are met, cf. the Public Procurement Regulations § 13-4 (b) no. 2. An intention notice is published in accordance with PPR § 21-5. Objections to the intention of signing the contract shall be directed to Bærum municipality in the communication module in Mercell, within 10 calendar days calculated from the day after the intention notice has been published.
