Ausschreibungsbeschreibung
The procurement is for the establishment and later removal of foundations for crushed salmon trap in Tana River near Seida. The work includes setting down a considerable number of poles in river bottom under demanding hydrologic conditions, including work in flowing water with considerable depth and current, as well as disassembly and removal of the installation at the end of the season before laying ice. The execution is planned for 2027 and requires execution within a short window of spring flooding (approx. mid-June). Delays can result in the initiative not being carried out by the current season. The contract can include an option for equivalent work in 2029. The implementation requires the use of specialised equipment and experience from equivalent work in a river, as well as the ability to handle logistics and operations in a geographically demanding area with limited availability. The contracting authority considers that the terms for the procurement without a competition are met, cf. the procurement regulations § 13-4 letter b no. 2, as competition in practice is impossible for technical and operative reasons. An open tender contest was held for equivalent procurements in 2025, where only one tender was received. This indicates that the market for these types of deliveries is very limited. The tenderer in question has developed specially adapted equipment that is assessed as necessary to carry out the work within the available time window. It is not realistic that other suppliers will be able to develop and mobilise equivalent systems within the available time. The contracting authority has assessed the market for relevant contractors, including actors in construction work in water and specialised installations, but has not identified other suppliers who have the necessary competence, capacity and equipment to implement the assignment within the technical, geographical and time limits. Troms County intends to enter into a contract for a change of contract for the operation of ferries on the connections Bellvik-Vengsøy, Mikkelvik-Bromnes and Rotsund-Havnnes-Uløybukt for 2025-2035. Østfold University College intends to enter into a contract with a tenderer for the provision of highly specialised consultancy and analysis services as part of a four year research project. The procurement concerns assistance for the development and use of agent-based models and scenario building for the analysis of social and economic interactions in local communities in the border areas between Norway and Russia. The services shall support the research project's work with analysing developments in the Russian economy and industry, social conditions and domestic political development, political and economic scope in regions near the Norwegian border and the importance of border cooperation for regional economic development in the north. The contract includes developing and adapting an agent-based model for social and economic interactions in local communities, modelling organisations/companies, the labour market and industry structures (including NACE codes), integrating registry data and other relevant data sources, preparing scenarios and analyses based on the model and assisting the research group with special expertise connected to Russia and the border area Norway-Russia. Based on market surveys and previous experience, the contracting authority estimates that LOS Analytics AS is the only service provider that fulfils these requirements in total. Drawing/planning of a new health centre

Bærum municipality intends to enter into a contract with Acos AS for upgrading the current WebSak version 8.14 to WebSak version 9, pending a new competition and contract, cf. the Procurement Regulations (FOA) § 13-4 (b) no. 2. The upgrade will i.a. mean that all operation and all functions, including the accompanying modules, will take place in a cloud based platform operated by Acos AS, unlike the current situation where the system is stored locally. A new project is being established in the municipality and a new competition with an initial supplier dialogue will be announced as soon as possible. The current WebSak system expires and technical support will end in November 2026. It is therefore decisive that archive worthy documents are stored properly until a new case and archive system is in place. The short time remaining before end-of-life means that it is impossible for the municipality to hold a competition in accordance with the procurement regulations, and at the same time ensure the municipality a sufficient case and archive system, which is compatible with the municipality's other systems. Bærum municipality signs a contract with Acos AS to ensure the municipality access to a well-functioning case and archive system, and to safeguard operation and support until a complete competition has been held in accordance with the procurement regulations. The competition is therefore "impossible for technical reasons", and the terms for holding a procurement without a competition are met, cf. the Public Procurement Regulations § 13-4 (b) no. 2. An intention notice is published in accordance with PPR § 21-5. Objections to the intention of signing the contract shall be directed to Bærum municipality in the communication module in Mercell, within 10 calendar days calculated from the day after the intention notice has been published.

Upgrading of the NorStøy software.
The Norwegian Public Roads Administration and other site owners are facing a new statutory noise mapping that shall be carried out and reported by summer 2027 in accordance with the pollution regulations and the EU Noise Directive. This involves a fixed and unalterable deadline for completion of calculations, quality assurance and reporting. A VU measure was previously proposed for the period 2025-2030 to manage the challenges connected to noise mapping and digitalisation of the processes. This proposal was not prioritised. The need for a new system and modernisation, however, consists, and based on this, the work on a new system and the accompanying process improvements must be carried out as a measure in the line. The relevant delivery concerns specialist competence in noise modelling and the product Norstøy. Due to technical debt in central parts of the system, it is necessary to upgrade to a newer version of the platform/framework, as well as a user interface, with requirements for minimal functional changes. Sintef has developed the system originally and has in-depth competence within noise modelling, system architecture, code base and technical dependencies. Other tenderers do not have an equivalent combination of specialist competence and prior knowledge of the system. Missing system comprehension will result in significant entry work, increased risk of errors and a potential need for comprehensive reimplementation, which is not compatible with the requirement for minimal changes and controlled migration. The source code is owned and maintained by the Norwegian Public Roads Administration. Sintef has prepared the noise-related algorithms used in NorCalc and therefore has a unique understanding of the existing structure and historical design choices. to ensure correct migration, reduced technical risk and limited test scope. Other technical consultants in this field only have competence connected to the use of the algorithms and not the preparation of them. The project will use other internal resources and external consultants for most of the other assignments that do not require specialist competence in noise modelling. The tenderer in question is only used for this specific service, justified by the special professional and technical competence connected to NorCalc. Based on the above, the terms for exemptions from the procurement regulations are assessed as fulfilled, as competition is not deemed really possible as a result of the absence of alternative tenderers with the necessary specialised competence and system knowledge to carry out the assignment within proper limits for quality, risk and cost efficiency.

The procurement is for upgrading the existing dose plan CT with radiotherapy at SI Gjøvik from Canon Aquilion LB to Canon Aquilion Exceed LB, including the necessary services for disassembly, delivery, installation, commissioning and adaptations to the existing laboratory and accompanying equipment. The procurement shall ensure continued operation of planning doses for radiotherapy at Innlandet Gjøvik Hospital. The current CT is estimated to have a significant risk of breakdown due to mechanical wear and tear. In the event of a breakdown, the department will lose considerable capacity for dose planning, with serious consequences for patient treatment, operation and income. The upgrading of the existing system is considered to cover the department ́s needs on the same functional level as today, at the same time that the system provides the shortest execution time and at the least downtime. The procurement also includes the procurement of an annual service contract after the guarantee period has ended as an option. This follows the equipment ́s lifetime.
