The contracting authorities, Hamar Municipality — the host municipality for Hedmarken Intermunicipal Out-of-Hours Medical Service for Hamar Municipality, Ringsaker Municipality, Løten Municipality and Stange Municipality — and Sykehuset Innlandet HF invite tenders for the lease of premises, including associated FM services, for Hedmarken Intermunicipal Out-of-Hours Medical Service and Ambulance Station (HILAS). Please refer to the tender documents for further information about the overall requirement. The procurement comprises the development, design and construction of the leased premises, as well as the lease of the building and the provision of FM services. Contract standards: NS 8422-1 (development and construction phase), NS 8422-2 (lease period) and NS 8422-3 (FM services). The purpose is to secure functional, safe, flexible and cost-effective premises for an out-of-hours medical service and ambulance station, with appropriate capacity and robust technical systems. The solution shall support cooperation between the out-of-hours medical service and the ambulance service. Two separate contracts shall be entered into with the same landlord, for the out-of-hours medical service and the ambulance station, respectively.

The contracting authority for this competition is Sykehusinnkjøp HF, which is implementing the procurement on behalf of the University Hospital of North Norway Health Trust (UNN HF). The aim of the procurement is to enter into a service agreement with one or several tenderers for cleaning of good quality at UNN HF ́s ambulance stations, which shall keep the premises with further visually appealing and hygienically satisfactory. The estimated annual procurement value is NOK 1,800,000, per annum excluding VAT. The maximum value of the procurement is NOK 8,500,000, excluding VAT. The estimated values and volumes in the tender documents are not binding for the contracting authority and the customers are not obliged to procure a specific volume/number of services within the individual areas in the contract period. The aim of the procurement is to engage a multi-disciplinary consultant group for detailed engineering design services and the preparation of a complete tender documentation (NS 3420) for the procurement of contractors. Fisketorget in Bergen – Development, construction and concession operation.
Bergen municipality shall procure a joint venture partner who shall develop, build and operate Fisketorget in Bergen in accordance with a licence from the municipality (hereafter the Contracting Authority). The project is anchored in the town council ́s decision on further development of Fisketorget. The city council decided that the realisation of a new concept with grinda buildings at Fisketorget, including operation, shall be put out for competition. The contract will be valid for 10 years from when the building has been erected and is in operation, with an option for a 5 year extension. The decision is based on the "Strategy for the Development of Torget og Mathallen" (City Council Case 241/18) and the political vision that Torget shall be the city and region's market place for local and local products and an attractive meeting place for all.

Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.

The assignment includes, among other things, consultancy and guidance, preparation of legal notes and assessments, quality assurance, assistance in negotiations, training/courses, process clerk etc., the customers are free to engage another law firm for cases that come under the provisions on exemptions from the procurement law and regulations, c.f. the Public Procurement Regulations § 2-4.d (i.a. representation in a case), i.a. based on the desired competence/experience in the concrete case. Customers can, however, make call-offs from the framework agreement supplier for such cases as well. The following areas/services are not included in the framework agreement: Notification reception, including receipt of signals, initial assessment of whether the notification is justifiable and forwarding to the municipality (separate contract area). Child protection cases. A separate contract is planned for this area. Customers can voluntarily enter into a framework agreement for legal consultancy services on child protection cases until a contract has been signed in this area. The lawyers can be used for non-paid legal assistance within the frameworks included in the membership. Other memberships that allow customers to use legal assistance, such as Norsk Vann and Samfunnsbedriftene, can also be used within the frameworks included in the membership without breaching the contract.

The competition is for a framework agreement for health and care services with rehabilitation for persons with mental health failures. The aim of the contract is to regulate legal and practical conditions regarding the procurement of a place in residential and care services with rehabilitation for persons with mental health failures and any additional problems. The service shall provide a complete tender in the form of a residence with 24 hour care services, as well as relevant employment. The framework agreement shall cover the municipalities ́needs for health and welfare services and rehabilitation in the target group of persons who, based on mental illness, have developed reduced functional abilities and any additional problems. Additional problems can, for example, be substance abuse and behavioural difficulties and other compound problems. The target group will be of different age from the year they turn 18.
