DCC Contract for Construction of the North Circular Road (Dorset Street Lower to Amiens Street) Active Travel Scheme
Dublin City Council aims to enhance the quality of life for its residents by developing an integrated Active Travel Network. This comprehensive network is designed to foster connections among individuals via pedestrian pathways, segregated cycle provision and other environmentally friendly transportation alternatives. The enhancement of accessibility and interconnectivity for people walking, wheeling and cycling within this network is anticipated to play a pivotal role in mitigating carbon emissions originating from transport activities. The Council’s objective is to augment the existing 40km network into a seamlessly connected 314km network spanning the entire city. The North Circular Road (Dorset Street Lower to Amiens Street) Active Travel Scheme is one of the projects identified under this initiative. The North Circular Road (Dorset Street Lower to Amiens Street) Active Travel Scheme extends along North Circular Road and Portland Row, between Dorset Street Lower and Amiens Street, for a length of approximately 1.1km. The scheme includes the provision of segregated cycle facilities, improved pedestrian facilities (footpath and junction upgrades), ducting, carriageway resurfacing, etc.. The scheme also includes the upgrade of three signal-controlled junctions to improve pedestrian and cyclist facilities; the three junctions are at Belvedere Place, Fitzgibbon Street and Summerhill. It also ties into two further junctions at Dorset Street Lower and at Amiens Street (The Five Lamps) junction. The scheme comprises the following:- Reconfiguration of Carriageway for Inclusion of Cycle Lanes - Site Clearance - Pavement Works - Kerbs and Footways - Traffic Islands - Public Lighting - Traffic Signs and Road Markings - Drainage Works - Traffic Signals and Ducting - Utilities - Landscaping and Public Realm Works - Bus Shelters (foundations only) - Bike Stands - Temporary Traffic Management. The tenderers must have a multidisciplinary approach, to include but not limited to cultural and community policy development and planning, research, feasibility studies, communications and stakeholder engagement, governance and management, design, to support Cultural Policy and Implementation, including area based community and/or cultural planning, as outlined in the Dublin City Development Plan The successful tenderers will be expected to concurrently provide: • professional policy advice and support to the Dublin City Arts Office, Community Culture Leisure Area Services Department and North Fringe Project Office, Area Offices and Planning Department as well as the • development of related implementation strategies or initiatives which support the discharge of Dublin City Council’s planning function in a way which is strategically aligned with Dublin City Development Plan 2022 – 2028; and The City Arts Plan 2025-2029 and relevant subsequent plans. The 4 year framework agreement will be established with a maximum of 5 economic operators (or the number of qualifying responses if less).
