10012414 - Development of Local Land Use and Sustainable Development Plans (LLUSDP) in four target municipalities in Cameroon
Cameroon possesses an exceptional forest heritage, with nearly 19 million hectares of dense rainforest covering almost 40 % of its territory. Located in the Congo Basin-the world's second-largest tropical forest after the Amazon-these forests are a major biodiversity reservoir and a critical global carbon sink. However, this ecological capital is under increasing pressure. Cameroon's annual deforestation rate is estimated at 0.6-1 %, corresponding to more than 100,000 hectares lost each year. Direct drivers include illegal logging, mining, infrastructure development, unplanned urbanisation and agricultural expansion, the latter accounting for about 60 % of total deforestation. In 2021, the Centre, South and Littoral regions alone represented around 61 % of national forest loss. These trends are reinforced by structural factors such as rapid population growth (expected to double by 2046), accelerating urbanisation, persistent rural poverty, weak land governance and limited planning capacity at local level. In response, Cameroon has committed to major international frameworks aimed at reducing deforestation and achieving carbon neutrality by 2050, notably the Paris Agreement (COP21) and the Glasgow Forest Declaration (COP26). Nationally, land-use planning reforms-especially the Framework Law on Land Use Planning and its instruments (national, regional and local plans, including LLUSDP)-seek to establish integrated multi-level spatial planning. Yet implementation remains constrained by insufficient legal, technical and operational capacities, limiting effective coordination of development and forest conservation. Within this context, the GIZ-implemented module "Capacity Building in Land Use Planning," financed by CAFI and BMZ, aims to promote inclusive and sustainable spatial planning that reduces forest pressure while supporting balanced economic development. The module comprises five outputs, including strengthening the legal basis for the 2011 planning law, building municipal and regional planning capacities, developing LLUSDP in four pilot municipalities, and preparing methodological tools for the third national forest inventory. Among its components, Output 4 is particularly important from a strategic perspective. It aims to develop LLUSDP in the municipalities of Ngambé-Tikar and Mfou (Central Region), Melong (Littoral Region) and Akom II (Southern Region). These LLUSDP will be developed in accordance with the guidelines set out in the methodological guide for developing LLUSDP, which was drawn up in 2021 with the support of GIZ as part of the ABC-PADER programme. This methodology was also tested as part of the previous programme through the development of the LLUSDP for Ngong (Northern Region). This practical experience will therefore be put to good use in this module. In addition, the methodology will take into account the potential existence of ecosystem corridors in order to preserve ecological connectivity, which is essential for the movement of animal species, ecosystem regeneration and climate resilience. This will promote an inter-municipal vision of continuity between forests, protected areas, etc. The LLUSDP development process will be participatory, involving a range of stakeholders, including municipal authorities, the relevant sectoral administrations (MINEPAT, MINDDEVEL, MINDCAF, MINFOF, MINADER, MINEPIA MINMIDT, MINMIDT, MINTP, MINEPDED, etc.), traditional authorities, women, young people, etc. It will improve the determination of land uses and utilisation, leading to a reduction in land conflicts and pressure on forest resources. In addition, emphasis will be placed on the initial implementation of the validated LLUSDP with the subsequent development of implementation support plans. Ultimately, Output 4 is a fundamental lever for making the LLUSDP an operational tool for combating deforestation and land degradation, while strengthening territorial governance and the resilience of local communities.

This targeted analysis aims to provide a comprehensive comparative assessment of ITI across EU Member States to help better understand how the various legislative, institutional, and financial frameworks shape ITI implementation, and how ITI fosters competitiveness and cohesion, which translates into the disparity in ITI impacts between central and peripheral regions. ESPON COMP-ITI will also arrange for a detailed mapping of how ITI is integrated into national legislative and institutional frameworks, with insights into the scope and specificity of legal instruments, governance structures, financial mechanisms and resource allocation. It will deliver a database of best practices, focusing on governance, financing, and policy recommendations for improving legal frameworks to enhance ITI outcomes across different territorial contexts.

The Permanent Secretariat of the Transport Community aims to conclude a service contract for preparation of the Study whose primary aim is to review the transposition of the TEN-T Regulation 1679/2024 in the Western Balkans region and to assess the current availability, quality, and compliance with the relevant EU legislation regarding the rest areas (RAs) and safe and secure parking areas (SSTPAs) along the Trans-European Transport Network (TEN-T) in the Western Balkans. The Study will deliver an inventory of RAs and SSTPAs along the TEN-T network (including border crossing points) in the Western Balkans populating TODIS (Transport Observatory Database/Information System) with these data, assessing their compliance with EU safety, security, and service standards. It will identify critical gaps, evaluate future demand, and provide policy, technical and investment recommendations for infrastructure upgrades. Furthermore, it will outline key findings and an action plan for implementation, supporting alignment with TEN-T requirements and enhancing road transport efficiency and safety. This Study could be helpful in situation that some of Western Balkans Regional Partners do not have defined locations and reserved spaces for RAs and SSTPAs within their spatial planning documentation. Operationalisation of the Humanitarian-Development-Peace nexus in Haiti under the Multisector Program for the Resilience and Recovery of Social Services
As “first pillar” of the Programme multisectoriel pour la Résilience et la relance des Services sociaux (PMRS) / Multisectoral Programme for Resilience and Recovery of Social Services, this Technical Assistance aims at operationalising the triple Nexus (humanitarian, development and peace) among all stakeholders engaged in providing external aid in Haiti. Several cooperation mechanisms exist in Haiti, although their scope is limited by sector of intervention or type of organisations (e.g. humanitarian clusters, sectoral tables, etc.). The external service provider, specialised in nexus operationalisation in conflict-affected environment, will connect these initiatives and ensure a joint humanitarian, development and peace analysis focusing on the Metropolitan Area of Port-au-Prince in order to achieve a coordinated programming. This exercise, supported by in-depth consultations with local actors, will lay the foundation for “pillar 2” of the programme [implement multisector projects to facilitate socio-economic recovery through the restoration of essential infrastructure and public services, and in fine improve the quality of life]; the external provider will also support the monitoring of the second pillar’s implementation. And the EU, supported by the external provider, shall promote peacebuilding among key national and international decision makers. This component will build on the approach for Disarmament, Demobilisation, and Reintegration - Community Violence Reduction (DDR-CVR) aimed at restoring peace and stability in conflict and post-conflict settings.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.
