The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.

Framework agreement for advertisement services - job advertisements and notices.
Background Harstad municipality and the collaborating municipalities shall enter into a new framework agreement for advertising services as a result of the existing framework agreement for job advertisements expiring. The municipalities have a continual need for effective recruitment advertising, as well as the execution of statutory notices in the press and/or public registers. The objective of the procurement is to ensure an overall, predictable and cost efficient advertising process with good traceability, from ordering and production to publication and documentation. The supplier market also requests that the municipalities need to use more channels and formats (digital surfaces and print) and that the ordering and follow-up process shall support the municipalities ́ internal work flow. Harstad municipality is the contracting authority on behalf of the municipalities covered by the procurement. Emphasis is put on the fact that the participating municipalities each bear responsibility for their obligations in the execution of the framework agreement. The requirements cannot be applied to the municipalities together, but only against the municipality that has resulted in any contract deviation. Other municipal entities, including all public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to enter into this agreement. Description of the assignment The procurement comprises a framework agreement for the purchase, production and publication of job advertisements, announcements and equivalent announcements in relevant channels. The agreement shall cover announcements in both digital and printed areas, including relevant trade and trade media, newspapers, job portals, social media and public registers when required. The delivery shall include the necessary production support connected to the design and adaptation of advertising material, as well as the delivery of documentation of publication and available statistics/reporting for completed campaigns and indentations. Furthermore, the tenderer shall offer a web-based ordering and management system that supports ordering, approval and follow-up and which provides a total overview of status and history. The system shall also be able to support integration with the municipality ́s recruitment/HR system.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Fiosrú requires a modern platform that not only supports the management of cases but also strengthens the organisation's ability to meet its strategic priorities of dealing with complaints in a timely, efficient and effective manner as well as promoting confidence in the process for resolving complaints and in investigations. The procurement of a new CMS is a foundational part of Fiosrú’s Digital Roadmap whereby it is intended that digital and data systems will be used to drive secure, efficient and innovative delivery with the goal of being digital by default. The CMS will serve as the main platform for the Complaints and Investigations Directorate which currently comprises of circa 100 staff. However, other business units which form part of the Administration Directorate such as the Statutory Review Unit, the Legal Services Unit and the Data Protection Unit will also access and use the CMS and will require separate and distinct workflows. The designer will join a support team who work with content design and development of the Norwegian Food Safety Authority's digital services, including the entity's website. The procurement shall cover the need for competency and increased capacity within development, structuring and management of user orientated content in the Norwegian Food Safety Authoritys digital systems. 2025/006 Establishment of a multi-party framework agreement for the provision of legal services relating to Enterprise Ireland’s investment in Irish and international private equity and venture funds
Enterprise Ireland (EI), with funding from Government, has invested in five Seed and Venture Capital (SVC) Schemes since 1994 to help ensure that there is both an available and effective overall funding ecosystem for high growth companies and to address market failures in this area. The investment provided by these SVC Funds has supported a significant number of indigenous Irish companies over the years with more than €1.4bn invested in over 600 Enterprise Ireland supported companies to the end of 2024. On the 15th August 2024 the Minister for Enterprise, Trade and Employment announced a sixth Seed and Venture Capital Scheme. The new Scheme has an increased allocation of €250m to be committed over the lifetime of the Seed and Venture Capital Scheme (2025-29) (the “Scheme”). In addition to these, other similar Schemes may be launched by Enterprise Ireland during the life of this Framework. The framework agreement will be established principally to provide legal services with respect to two areas: (i) Enterprise Ireland’s commitment to funds under the Seed and Venture Capital (“SVC”) Schemes and Advice in relation to venture capital and private equity entities and instruments. In accordance with the Animal Health Personnel Act § 3a, the municipalities have a requirement to ensure satisfactory access to services from animal health personnel, as well as responsibility for organising clinical veterinary duty outside ordinary working hours. The scheme shall ensure that clinical guard services are established for veterinary surgeons in all parts of the country so that the necessary veterinary help can be provided outside ordinary working hours. The duty scheme applies from 16.00-08.00 on weekdays and on weekends and on public holidays. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare. Emphasis is put on the fact that the veterinary surgeons included in the duty scheme have overall responsibility for the coordination of the veterinary duty that involves small animals and production animals. Harstad municipality intends to enter into a contract for veterinary duty services in the duty district, which includes Harstad, Kvæfjord, Tjeldsund and Evenes municipalities. Harstad municipality intends, thus, to enter into a contract with the veterinary company Meike and Kent AS, c/o veterinary surgeon Meike,, as well as the company Vet i Nord AS c/o Nina Munch Lerke (org. no. 931 369 978) applicable veterinary duty scheme for large animals. The contracts will cover 50% of the duty scheme outside ordinary opening hours and 100% of day practice. The contract will be signed without a competition and a voluntary notice of intent. Several conversations and meetings with the market have been held to map out possible competition. As the market appears today, there is a lack of competition in the current area. Based on supplier mapping, we know at the current time who will submit a tender. In order to ensure veterinary duty, tenderers cooperate on covering the guards. It will therefore not be effective use of time and resources if a competition is held for the current area, cf. the objective provisions in the Public Procurement Regulations § 1. The value of the contract is estimated to be just under NOK 1 million per annum. The contract will be valid for 5 years, with an option for 1+1 year, with a mutual notice of 3 months.
