10012414 - Development of Local Land Use and Sustainable Development Plans (LLUSDP) in four target municipalities in Cameroon
Cameroon possesses an exceptional forest heritage, with nearly 19 million hectares of dense rainforest covering almost 40 % of its territory. Located in the Congo Basin-the world's second-largest tropical forest after the Amazon-these forests are a major biodiversity reservoir and a critical global carbon sink. However, this ecological capital is under increasing pressure. Cameroon's annual deforestation rate is estimated at 0.6-1 %, corresponding to more than 100,000 hectares lost each year. Direct drivers include illegal logging, mining, infrastructure development, unplanned urbanisation and agricultural expansion, the latter accounting for about 60 % of total deforestation. In 2021, the Centre, South and Littoral regions alone represented around 61 % of national forest loss. These trends are reinforced by structural factors such as rapid population growth (expected to double by 2046), accelerating urbanisation, persistent rural poverty, weak land governance and limited planning capacity at local level. In response, Cameroon has committed to major international frameworks aimed at reducing deforestation and achieving carbon neutrality by 2050, notably the Paris Agreement (COP21) and the Glasgow Forest Declaration (COP26). Nationally, land-use planning reforms-especially the Framework Law on Land Use Planning and its instruments (national, regional and local plans, including LLUSDP)-seek to establish integrated multi-level spatial planning. Yet implementation remains constrained by insufficient legal, technical and operational capacities, limiting effective coordination of development and forest conservation. Within this context, the GIZ-implemented module "Capacity Building in Land Use Planning," financed by CAFI and BMZ, aims to promote inclusive and sustainable spatial planning that reduces forest pressure while supporting balanced economic development. The module comprises five outputs, including strengthening the legal basis for the 2011 planning law, building municipal and regional planning capacities, developing LLUSDP in four pilot municipalities, and preparing methodological tools for the third national forest inventory. Among its components, Output 4 is particularly important from a strategic perspective. It aims to develop LLUSDP in the municipalities of Ngambé-Tikar and Mfou (Central Region), Melong (Littoral Region) and Akom II (Southern Region). These LLUSDP will be developed in accordance with the guidelines set out in the methodological guide for developing LLUSDP, which was drawn up in 2021 with the support of GIZ as part of the ABC-PADER programme. This methodology was also tested as part of the previous programme through the development of the LLUSDP for Ngong (Northern Region). This practical experience will therefore be put to good use in this module. In addition, the methodology will take into account the potential existence of ecosystem corridors in order to preserve ecological connectivity, which is essential for the movement of animal species, ecosystem regeneration and climate resilience. This will promote an inter-municipal vision of continuity between forests, protected areas, etc. The LLUSDP development process will be participatory, involving a range of stakeholders, including municipal authorities, the relevant sectoral administrations (MINEPAT, MINDDEVEL, MINDCAF, MINFOF, MINADER, MINEPIA MINMIDT, MINMIDT, MINTP, MINEPDED, etc.), traditional authorities, women, young people, etc. It will improve the determination of land uses and utilisation, leading to a reduction in land conflicts and pressure on forest resources. In addition, emphasis will be placed on the initial implementation of the validated LLUSDP with the subsequent development of implementation support plans. Ultimately, Output 4 is a fundamental lever for making the LLUSDP an operational tool for combating deforestation and land degradation, while strengthening territorial governance and the resilience of local communities.

This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. Please see attached Appendix 1 for providing a general description about the procurement and our aims towards the procured service. If the employer implements control measures against their employees, it will also often involve the processing of personal data. Employers often put digital tools such as PCs and mobile telephones at their disposal, which are used both at work and privately. Increased use of digital work tools and KI at work/work gives both possibilities and challenges. This all raises privacy issues. In the 2024 national digitalisation strategy, one of the measures is that the government will "review and evaluate how privacy is safeguarded for workers." The Ministry of Labour and Inclusion is hereby highlighting a mapping of various problems connected to privacy in working life. The assignment will be valid from signing the contract until the final report was submitted 15 March 2027, with an upper financial limit of NOK 1,500,000 excluding VAT. Framework agreements for the preparation of care plans and the professional basis for terrestrial nature.
The government managers have, as the management authority for protected areas and threatened nature, a need for professional reports on occurrences of species and types of nature and conditions that affect them. Government managers also have a need for the preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. The assignments ́s size will vary a lot, from simple care plans, to comprehensive reports. The procurement is divided into the following two disciplines: A. Care Plans: Preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. B. Professional basis: Mapping and preparation of professional basis/professional reports/preservation targets for protected areas, species and nature types, including the red-list. Each discipline is further divided into the following geographical areas: 1. South: Agder + Rogaland 2. East: Oslo, Akershus, Østfold and Buskerud + Vestfold and Telemark 3. West: Vestland + Møre og Romsdal 4. Mid: Inland + Trøndelag 5. North: Nordland + Troms and Finnmark Tenderers can choose to submit tenders for one or both disciplines and one or several of the geographical areas. The procurement is divided into a total of ten sub-contracts. The contracting authorities under the framework agreements are the Government Manager's joint services (STAF) and the Government Managers. All national parks and protected areas can also enter into the agreement at any time. Such national park and protected areas are/can be governed by the Ministry of Climate and Environment. See the overview of the contracting authorities in Annex F-1 Framework Agreement. The framework agreements ́ total estimated value is NOK 30-50 million excluding VAT. The value is only an estimate based on grants in recent years and is without obligations for the contracting authority ́s future procurements. There is great uncertainty connected to the value of the contract as there are large variations in the sizes of the annual awards government managers receive for this work.
