2. Services to Communities to support the achievement of the objectives of the Mission Ocean and Waters. Tenders are sought for the Supply, Delivery and Installation of a Transmission Electron Microscopy (TEM) Suite, to Tyndall National Institute, University College Cork (UCC) comprising three complementary instruments: 1. One (1) Aberration-corrected and monochromated TEM 2. One (1) 200 kV high-throughput TEM 3. One (1) Focused Ion Beam–Scanning Electron Microscope (FIB-SEM) This procurement will establish a nationally significant microscopy capability for Ireland, strengthening Tyndall’s leadership in semiconductor, photonic, and quantum materials research and supporting long-term collaboration with academic and industrial stakeholders. The TEM Suite will deliver sustained scientific, technological, and economic impact through enhanced analytical capability, research excellence, and innovation at the nanoscale. This investment will expand and modernise Tyndall’s capability in advanced materials and device characterisation to meet the requirements of its national and international research programmes, including activities under the EU Chips Act and strategic collaborations with academic and industrial partners. The TEM Suite will form a key component of the new Tyndall laboratory facilities currently under development and will support Tyndall’s mission to provide world-leading infrastructure for semiconductor, photonic, and quantum technologies. The Aberration-corrected and monochromated TEM will represent the highest-performance instrument within the suite. It must deliver sub-ångström imaging resolution and high-energy-resolution spectroscopy, providing the capability to study interfaces, defects, and nanostructures at the atomic scale. The system must support advanced analytical and imaging modes, including low-dose operation for beam-sensitive materials, Lorentz and 4D-STEM imaging, and in-situ experimentation (electrical, thermal, and environmental). Automated alignment, optical stability, and full integration with advanced camera, detector, and control software are essential to ensure repeatable and high-quality data generation across multiple users. The 200 kV high-throughput TEM capable of atomic resolution imaging will provide a complementary, multi-user analytical capability to support daily research operations and routine analysis. It must combine high brightness and excellent spatial resolution with rapid operational stability, user-friendly alignment, and automated workflow functionality. This instrument will be optimised for versatility and efficiency, ensuring broad accessibility for internal and collaborative research, training, and industry engagement activities. The FIB-SEM will enable site-specific sample preparation, 3D structural analysis, and nanoscale milling to support both TEM systems. It must achieve high-resolution imaging and precision ion-beam milling for lamella production and cross-sectional analysis. Integration with the TEM workflows is required to ensure seamless specimen transfer and preparation from wafer-scale structures to atomic-scale analysis. This tender is being issued as a single integrated suite rather than as separate tools to ensure technical, operational, and economic coherence across all instruments. Procuring the TEMs and FIB-SEM from a single manufacturer will enable a shared control software platform, providing a consistent user interface and operational framework across the suite. This is important in Tyndall’s multi-user research and training environment, for staff, postgraduate students, and industry partners, as it simplifies training, improves safety, and promotes efficient use of laboratory time. A unified suite will also allow for the interchange of sample holders and accessories, enabling seamless workflow integration from sample preparation to atomic-scale imaging. A single-supplier arrangement provides additional benefits including simplified warranty and maintenance agreements, harmonised service schedules, and a single point of technical contact.

MetroLink M500 Service Delivery Partner
MetroLink is planned as a new metro railway to be built and operated in an integrated manner to provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport route to the city centre corridor in Dublin. Further information on MetroLink is available at www.metrolink.ie. MetroLink will be procured through three major public contracts as well as a number of advance and enabling works contracts (the “M100 Contracts”). The three major contracts comprise: a) two civil infrastructure contracts (the “M400 Contracts”) will provide the civil engineering and infrastructure works for the MetroLink project, with each contract including the track alignment preparation, stations, and structures including bridges and tunnels and b) the “M500 Contract” which is an availability based DBFOM contract pursuant to which successful Tenderer (“Project Co”) will undertake certain works (“M500 Works”) and provide the integrated operation and maintenance of the public passenger transport service (“M500 Services”) for a period of 25 years. No demand risk will be transferred to Project Co under the M500 Contract. The M500 Contract scope will include: • the design, supply, construction, operation, maintenance and financing of the metro rolling stock, signalling system (at Grade of Operation 4 Automation railway (‘GoA4’)), a railway depot and maintenance facility, park and ride facility, metro control centre building(s) together with the installation of all linewide trackwork, overhead contact system, power and communication systems, mechanical and electrical systems including tunnel and station ventilation, people movement systems, construction of internal walls and secondary civil and building works within the shell and core structures of the underground stations (built by others), the fit out of finishes in sixteen (16) stations (above and below ground) and design and construction of urban realm; • operation and maintenance of all assets comprising MetroLink; • TII also proposes to award an Early Services Agreement to the Preferred Tenderer for the performance of the early services during the Preferred Tenderer Stage. A more detailed description of the scope of the M500 Contract is given in Part 3 of the PreQualification Pack (PQP). The full scope of works and services required will be set out in the Invitation to Tender documentation which will be issued to the Applicants who are shortlisted following the selection stage of the procurement process. The M500 Contract is anticipated to comprise a works period of 7 years for completion of the M500 Works and a services period of 25 years for provision of the M500 Services. The M500 Contract is being awarded in accordance with the procedural requirements for the competitive tendering of a public services contract under Regulation 1370/2007/EC (as amended) and the Dublin Transport Authority Act 2008. The provision of project financing for the M500 Contract will be a key requirement, however, the Contracting Authority reserves the right, at its absolute discretion, during this procurement procedure to consider alternative funding measures in the event that the progression of the procedure is not being achieved in a satisfactory and timely manner. Details of the procedure will be set out in the Invitation to Tender documentation. The Contracting Authority’s requirements under the M500 Contract are a key component of the overall delivery programme for MetroLink. The M500 Contract will have a number of interfaces with the main construction contracts (the M400 Contracts) as well as the advance and enabling works contracts (the M100 Contracts) and other contracts. Any delay to any contract package and to the award of the M500 Contract may result in significant delays to the other core contracts and to the delivery of MetroLink. Benin has a young population of 13.4 million, with an annual demographic growth rate of 2.7% (2022). 42% of the population is under 15 years old, and every year, approximately 200,000 young people join the labour market. Despite economic growth of around 6% per year (2017-2022), the labour market cannot offer qualified employment to all young people. 84% of the workforce is employed in precarious conditions in the informal sector, and 72% (92% of young people aged 15 to 24) is underemployed in terms of income or working hours, leading to a high poverty rate of 49.6% and a Gini coefficient of 0.48 (World Bank 2022). The Technical and Vocational Education and Training (TVET) system in Benin is insufficiently preparing young people for the labour market. Currently, 30,000 young people, of whom 31% are women, are enrolled in formal TVET, which represents only 3.8% of all secondary school students. Low enrolment in TVET can be attributed to poor quality training, high entry requirements, lack of information about labour market needs, and high fees for trainees' families. Recognising these constraints, the government of Benin has adopted a National Strategy for TVET 2020-2030, aiming to enhance the quality of technical and vocational skills and qualifications in priority sectors of the economy. The government is committed to improving governance, modernising curricula, and certifying apprenticeships to contribute to the structural transformation of the economy as outlined in the Government Action Programme PAG2 (2021-2024). The German Federal Ministry for Economic Cooperation and Development (BMZ) is supporting Benin in reforming its vocational training system through the Promotion of Vocational Training Project (ProFoP). This project aims to improve the institutional framework for vocational training aligned with the local economy's needs. It encourages systematic cooperative relationships between state structures responsible for vocational training and the private sector, and pilots cooperative training approaches in selected sectors. The project measures support practical, inclusive vocational training to increase opportunities for decent employment and secure income, particularly for women. The project, initially implemented from 06/2021-05/2024, has been extended until December 2027 with co-financing from the European Union. The objective remains improving the institutional framework for formal vocational training geared to private sector needs. The project is structured around four main outputs: Output 1: Strengthen the steering and implementation capacities of public vocational training institutions by involving private sector structures. Improved governance and steering capacities will enable the Ministry of Secondary, Vocational and Technical Education (MESTFP) to design frameworks to promote demand-driven vocational training in dialogue with the business sector and other ministries. Output 2: Improve cooperation mechanisms between state and private-sector players in dual vocational training. The Cooperation Facility supported by this contract is financed under the Support Measures and Cooperation Facility for Papua New Guinea (ref. ACT 62794). The overall objective of the assignment is to facilitate the implementation of EU funded programmes in Papua New Guinea by providing all necessary support to the EU Delegation (EUD) for its operations. Audit of the Primary Health Care Support Programme FY25/26 and FY26/27
The Royal Danish Embassy, Kenya, has entered into a contract regarding the following services: 1. Conduct financial audits of the Danida PHC programme in accordance with International Standards of Auditing (ISA) and Appendix 1 2. Plan and perform procedures related to compliance audits 3. Plan and perform procedures related to performance audits The Consultant is expected to perform audits on PHC for financial year 25/26, including spill over from 24/25 and financial year 26/27. The purpose of the audits is to confirm that Danida PHC programme funds have been used for the intended purposes, and in an efficient and economical manner in line with the financing covenants between Danida and GOK and relevant financial regulations and guidelines. The Consultant shall review and report on whether the financial statements of the funded activities present fairly, in all material respects, revenues received, costs incurred, and commodities and technical assistance directly procured under the programme for the period audited in conformity with the terms of the agreements and generally accepted accounting principles or other comprehensive basis of accounting. As such, the objective of the financial audits and performed procedures related to compliance and performance audits are: 1. To form an opinion on whether the annual financial statements are prepared, in all material respects, in accordance with established financial guidelines for reporting. 2. To enable the RDE to determine whether funds disbursed have been used in compliance with, and in all material respects with, all applicable laws and agreements covering the Danida PHC programme. 3. To enable the RDE to determine whether funds disbursed have been spent in an economical way, in all material respects, and to obtain reasonable assurance whether the systems, processes and transactions examined support the exercise of sound, transparent and accountable financial management in the administration of the funds granted by the RDE. 4. In respect of the compliance and performance audits, it is not a requirement that these be performed against any specific international standards, but Kenyan accounting principles for government expenditures must be followed, as well as International Standards for Auditing.

Technische Unterstützung und Schulung für energieintensive Unternehmen und Energieauditoren in Uganda (PREEEP)
The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. The contract shall coordinate with national experts to consolidate knowledge transfer and provide effectiveness of the project targeted objectives
