The Contracting Authority proposes to engage in a competitive process to establish a multi party framework agreement for Works Contractors to carry out investigations, repairs, retrofit and renewal works to Dublin City Councils properties, and adaptive reuse of suitable buildings as housing. DCC have a project pipeline for refurbishment of c. 750 homes in a range of building types including multi-unit buildings i.e. 4 and 5 storey flat blocks, protected structures and own door properties. It is also envisaged that stand alone precinct improvements works will be carried out to a number of flat complexes, and for adaptive re-use of existing buildings to provide quality homes. Standalone enabling and building investigation works maybe also required to be carried out on projects. Projects will be tendered and Contractor will be appointed as per CWMF guidelines. Construction contracts maybe delivered in-phases as set out in specific tender documents. Project requirements will be specific to each project with primary requirements including: - Carry out all duties outlined within the Building Control (Amendment) Regulations S.I.9 of 2014. The Contractor will comply with the Building Control Regulations 1997 - 2014 and with the Code of Practice for Inspecting and Certifying Buildings and Works, issued by the Department of Environment, Community and Local Government in 2014. For clarity the Builder is described as the Contractor as it is within the RIAI building contracts. - Comply with Safety, Health and Welfare at Work Act 2005 and Safety, Health and Welfare at Work (Construction) Regulations 2013 - Clearing and stripping out of existing services, fixtures and fittings - Removing Hazardous Materials identified in Works requirements - Demolitions and Alterations demolition of annex and outbuildings, modifications to dwelling layouts as identified in Works requirements forming or widening of existing opes - Substructures and Superstructure - underpinning, foundations and rising walls for any new above ground construction, extensions, interventions etc. - Conservation Repairs (where applicable) external wall repairs – existing brick, lime render repairs to external walls internally and externally, repairs and reglazing to existing sliding sash windows where possible, new windows to match existing where required. All historic features to be retained and made good or replaced like for like according to best conservation practices - Roofs – to include flat roof repairs, new roof over new constructions, re-slating of pitched roofs and general repairs. - Upgrade and repairs to external and internal fabric to achieve improved thermal, fire and acoustic standards. - Installation of new services – electrical, mechanical and plumbing, ancillary plant storage facilities - Installation of new fixtures and fittings - Construction of new works. - Site development works e.g. landscaping, installation of new services and drainage upgrades. - Public Realm upgrades, precinct improvements e.g. new bin stores, bike sheds, SuDs, landscaping. - Essential repair and stabilisation work required to limit further deterioration of the building. The period of the framework agreement will be four (4) years with a maximum value of €165,000,000 ex VAT. It is emphasised, however, that this figure is provided strictly for indicative purposes only as there is no guaranteed expenditure under the framework agreement. For the avoidance of doubt, the period for delivery of any contracts awarded under the framework may extend beyond the date of expiry of the framework agreement. The establishment of the framework agreement is subject to the provisions of Directive 2014/24/EC and is being awarded using the Competitive Procedure with Negotiation. Framework agreement for inspections and maintenance of gas alarms.
NTNU shall enter into a framework agreement for the inspection and maintenance of a gas alarm system for NTNU ́s buildings in Trondheim. The delivery and place of work for the deliveries will be NTNU in Trondheim. See Annex 1c Site Overview for a more detailed description of the different installations, including location and type. The framework agreement includes the following works: Annual inspections The annual inspection includes two meetings, in one turn, a check of the gas warning system + one calibration is carried out in the second turn-out, only one calibration will be carried out. Maintenance Maintenance means repairs, replacements and improvements of deviations (errors and shortcomings) on the installations in order for them to function as intended. See the requirement specifications for a comprehensive description of the delivery. The planned start-up for the new contract is in the medio August, so that the autumn inspections shall be carried out under this agreement.

Trøndelag county shall enter into a parallel framework agreement for the delivery of building materials as the existing contract expires. The framework agreement shall be for 2 years with an option for 1+1 year. Call for Expressions of Interest - Contract for the Provision of Car Parking Facilities
The Contracting Authority intends to appoint a suitably-qualified and experienced economic operator to provide it with access to offsite car-parking facilities. The successful economic operator will be remunerated for the provision of the facilities in question by way of recurring payments under a service contract. The Contracting Authority requires access to approximately 500 car-parking spaces within a radius of five kilometres of its main campus. It is a highly desirable requirement that the successful tenderer has the capacity to make an additional 500 car-parking spaces available during the currency of the contract. The spaces may be located on one site, or across multiple sites. In the event that the spaces are located across multiple sites, the Contracting Authority has a distinct preference for sites that are distributed and located in a manner that will enable the efficient transfer of staff between the sites and the Contracting Authority’s campus. The successful tenderer will assume responsibility for any design and construction activities necessary to develop the facilities prior to use by the Contracting Authority’s staff. In this regard, the successful tenderer shall engage any necessary design and construction professionals, shall procure and manage all necessary design and construction work and shall assume responsibility for discharging all statutory obligations associated with any initial development of the facilities. In accordance with Article 10(a) of Directive 2014/24/EU, as the subject-matter of this competition ultimately concerns the acquisition of land for subsequent utilisation by the Contracting Authority, this competition does not fall under the scope of the public procurement regulations. Nonetheless, on a voluntary basis, and in order to ensure transparency and contractual certainty, the Contracting Authority is advertising this opportunity via the Irish Government’s Procurement Opportunities Portal (www.etenders.gov.ie). Additionally, the Contracting Authority is employing an award procedure analogous to the competitive procedure with negotiation (as described by Article 29 of Directive 2014/24/EU) in order to award this contract. Economic operators are advised, however, that as this competition is not subject to the public procurement regulations, the Contracting Authority shall be entitled to avail of a degree of procedural flexibility when conducting this competition.
