On 4 April 2024, the Danish Parliament adopted the Act on the Upgrade of the Øresund Rail-way, which provides that two passing tracks shall be constructed at Kalvebod. A/S Øresund has been tasked by the Ministry of Transport to carry out the project 'Passing Track Kalvebod’. Several preliminary studies have been conducted to date, and material relating thereto is available at: https://sundogbaelt.dk/forbindelser/overhalingsspor/. The project thus comprises the establishment of two new tracks parallel to the two existing tracks. The project also includes a reconstruction of the Hammelstrupvej Bridge to accommodate four tracks instead of the current two tracks, and the replacement of two footbridges over the railway. The two new tracks shall have new catenary systems installed consisting of cantilever masts covering both tracks. The current neutral section shall also be relocated and pumping station 2 shall undergo certain modifications to make room for the new tracks. Sheet piling shall be installed along the entire stretch to retain the embankment and provide space for the two new tracks. The Passing Tracks Kalvebod project is being implemented in two sub-projects: Sub-project 1 “Structures and Civil Works” (“SP1”) and Sub-project 2 ”Track and Catenary” (“SP2”). SP1 comprises earthworks, drainage, structures and high-voltage installations (civil and construction works). SP2 comprises track and catenary (railway infrastructure). The execution of SP1 has been tendered as a separate design and build contract. The Contracting Entity has entered into a contract with the design and build contractor, and the works under that con-tract are ongoing. This tender concerns the contract regarding SP2, which comprises track and catenary (rail-way infrastructure). The activities in SP2 build upon the works carried out by the contractor for SP1. The project's safety objective is to maintain the existing safety level. A/S Øresund is the project owner and entity in charge of maintenance, whilst Banedanmark is the infrastructure manager. 10001623-Technical Assistance to implement gender-responsive solid waste management / circular economy and green public spaces in India
The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. Services for the further implementation of the Girls Go STEM Project
EIT RawMaterials, a Knowledge & Innovation Community (KIC) of EIT, initiated and funded by the EIT (European Institute of Innovation and Technology), a body of the European Union, is the largest consortium in the raw materials sector worldwide. EIT RawMaterials coordinates the Girls Go STEM Initiative (https://eit-girlsgostem.eu/), leading it together with other 7 EIT Knowledge and Innovation Communities (KICs): EIT Health, EIT Food, EIT Urban Mobility, EIT Manufacturing, EIT Culture & Creativity, Climate KIC, and 28 Digital. The initiative aims to close the gender gap in STEM by training and inspiring 14-19-year-old girls to pursue STEM higher education and careers. The Girls Go STEM Initiative is expected to continue contributing to the Digital Education Action Plan (2021-2027), which outlines the European Commission"s vision for high-quality, inclusive and accessible digital education in Europe, specifically under Action 13 "Encourage women"s participation in STEM" (science, technology, engineering, and mathematics). Additionally, under the Union of Skills framework and the EU STEM Education Strategic Plan launched in 2025, the European Commission expects the EIT Community to equip 100,000 schoolgirls aged 14-19 with digital skills by the end of 2028, through a learning programme that engages girls in an EIT-branded digital learning platform. The Girls Go STEM initiative will achieve this ambition by involving secondary school students in up to 37 countries in a 5 to 7-hour-long training programme on technology, digital, entrepreneurial and green skills, with a focus on presenting different subjects and careers in STEM and attracting more girls to these typically male-dominated fields. The Girls Go STEM learning programme is conducted in collaboration with schoolteachers using the project's online platform, the Circular Learning Space (https://circularlearningspace.eu/). The platform hosts the learning content that students are required to complete. The platform is based on Moodle Workplace (current version 4.5.6). The contractor shall provide the following services: - Initial setup: Initial setup, implementation, configuration of Moodle Workplace in its current version as a basis for the Circular Learning Space platform, including necessary licenses and migration of circularlearningspace.eu and its content, EIT KICs labels, project-related labels etc. from the current service provider; training upon request by EIT RawMaterials. Framework agreement for cleaning failures and extraordinary cleaning - Randaberg municipality
Background Randaberg municipality needs a professional and predictable supplier who can ensure stable access to qualified cleaning failures and extraordinary cleaning services as needed. The procurement will be implemented as the existing contract expires 31.05.2026 and the new framework agreement must be operative from 01.06.2026. The municipality ́s buildings and properties include i.a. schools, nurseries, offices, health buildings and arts buildings. In order to maintain a high and stable level of cleaning, and thus ensure health, safety and well-being, the municipality needs flexible capacity that can cover planned and acute situations. The need particularly arises from seasonal variations, periods of increased risk of infection, sick leave and other extraordinary conditions. The framework agreement is a supplement to the municipality ́s ordinary cleaning organisation and it does not involve competitive tendering of the municipality ́s fixed cleaning services. Description of the assignment The procurement is for a framework agreement with one supplier for call-offs based on the delivery of cleaning failures and extraordinary cleaning in Randaberg municipality ́s buildings. Tenderers shall be able to provide services both for planned needs and for acute events, so that the municipality ́s operation and hygiene standard can be maintained throughout the year. The framework agreement includes i.a. the hire of cleaning decelerators for daily cleaning, as well as extraordinary assignments that can include infection washing, clearance, clearing and emptying flats in drug and alcohol related situations. If needed, assignments can also include handling and removal of waste to IVAR, as well as cleaning in connection with cultural events, including work on evenings, nights and weekends. Window cleaning, both internally and externally, is not included in the framework agreement. The tenderer ́s employees shall use the contracting authority ́s equipment, accessories and chemicals for ordinary temporary staff assignments. Tenderers shall not bring their own equipment in the event of such call-offs. The tenderer shall present necessary equipment, machinery, protective equipment and chemicals for extraordinary assignments, including scouring machines, steam/steam machines, water suction machines and other special equipment. The equipment shall be available so that the tenderer can provide services within the response times in accordance with the requirement specification. Cleaners who shall carry out work in schools or nurseries at times when children or pupils can be present, shall present a valid police certificate (childcare certificate) in accordance with the Nursery Act § 30 and the Education Act § 17-11, cf. the regulations of the Education Act chapter 15 and the Police Register Act § 39. The police certificate can be a combined certificate that covers work in both schools and nurseries. The requirement does not apply for cleaning that is carried out after the closure when children or pupils are not present. The scope of the contract is estimated to approx. NOK 1,000,000 excluding VAT per year and a total estimated value of approx. The estimates are not binding and the contracting authority is not obliged to make call-offs on a specific volume or a specific contract value. Experience wise, the need can vary significantly, and there can be everything from no call-offs to more call-offs per day in periods of increased need. The contracting authority also sets a maximum financial limit of NOK 4,800,000 excluding VAT, equivalent to the estimated value with 20% additional for handling unforeseen needs. When the agreement reaches this maximum limit, no further call-offs can be made under the framework agreement. The framework agreement will be valid for 2 years from 01.06.2026 to 31.05.2028, with an option for the contracting authority to extend the contract for 1 year + 1 year on unchanged terms. If both options are taken up, the contract can run until 31.05.2030. The contracting authority reserves the right to cancel the competition if there is a justifiable reason, cf. the Public Procurement Regulations § 25-4. Any alterations or clarifications of the tender documentation will be published in writing in Hyyr. The tender documentation and communication shall be in Norwegian, and the tender shall be submitted in Norwegian. The contract will follow NS 8431:2025 - General contract terms for the provision of cleaning services. Context Following over a decade of conflict, Syria is undergoing a critical transition after the fall of the Assad regime in late 2024 and the formation of a transitional government, raising cautious hope for peace and inclusive state-building. Regional actors like the UAE and Qatar are supporting stabilization, including repayment of Syria"s World Bank debt, while lifted U.S. sanctions and partial EU sanction relief are enabling economic recovery and reconstruction. Despite these positive developments, humanitarian needs remain immense. Over 16.7 million people require aid, with 90% of the population living below the poverty line, 7.2 million internally displaced, and public services overstretched. Hospitals lack capacity, supplies are scarce, and many communities remain without safe shelter, clean water, or reliable health services. In this context, BMZ continues its commitment to Syria"s recovery. Since 2020, GIZ has implemented a Mental Health and Psychosocial Support (MHPSS) project to improve services for IDPs and host communities, addressing rising psychosocial distress worsened by the 2023 earthquakes. The program builds local health and social sector capacity through training in interventions such as CBT, psychodrama, and emergency pedagogy, alongside mentoring and supervision to tackle the shortage of qualified professionals. Operating mainly in North Syria while expanding nationwide, the project works with over 15 local partners to strengthen service coordination and referral systems. Managed remotely from Türkiye and Iraq, the program integrates Third Party Monitoring (TPM) to enhance accountability, transparency, and effective steering of its activities until its current term ends in June 2026. Tasks to be performed by the Contractor This is a tendering procedure for Third Party Monitoring services to strengthen the MHPSS program"s steering capacity, transparency, compliance, risk mitigation, and accountability. Overall Goals 1. Increase accountability of implementing partners to the MHPSS program. 2. Strengthen the MHPSS program"s accountability to its commissioning party (BMZ). Focus Areas 1) Formative Evaluation Purpose: - Assess the effectiveness of cross-border and remotely managed projects carried out by Syrian partners with GIZ support. - Provide actionable feedback to enhance implementation. - Track program responsiveness to challenges in Syria"s volatile context. - Evaluate which design and implementation factors contributed to successes or unexpected results. 2) Summative Evaluation Purpose: - Determine the overall success of remotely managed projects under the MHPSS program. - Apply OECD DAC evaluation criteria to assess relevance, effectiveness, efficiency, impact, and sustainability against program goals and objectives. Context Following over a decade of conflict, Syria is undergoing a critical transition after the fall of the Assad regime in late 2024 and the formation of a transitional government, raising cautious hope for peace and inclusive state-building. Regional actors like the UAE and Qatar are supporting stabilization, including repayment of Syria"s World Bank debt, while lifted U.S. sanctions and partial EU sanction relief are enabling economic recovery and reconstruction. Despite these positive developments, humanitarian needs remain immense. Over 16.7 million people require aid, with 90% of the population living below the poverty line, 7.2 million internally displaced, and public services overstretched. Hospitals lack capacity, supplies are scarce, and many communities remain without safe shelter, clean water, or reliable health services. In this context, BMZ continues its commitment to Syria"s recovery. Since 2020, GIZ has implemented a Mental Health and Psychosocial Support (MHPSS) project to improve services for IDPs and host communities, addressing rising psychosocial distress worsened by the 2023 earthquakes. The program builds local health and social sector capacity through training in interventions such as CBT, psychodrama, and emergency pedagogy, alongside mentoring and supervision to tackle the shortage of qualified professionals. Operating mainly in North Syria while expanding nationwide, the project works with over 15 local partners to strengthen service coordination and referral systems. Managed remotely from Türkiye and Iraq, the program integrates Third Party Monitoring (TPM) to enhance accountability, transparency, and effective steering of its activities until its current term ends in June 2026. Tasks to be performed by the Contractor This is a tendering procedure for Third Party Monitoring services to strengthen the MHPSS program"s steering capacity, transparency, compliance, risk mitigation, and accountability. Overall Goals 1. Increase accountability of implementing partners to the MHPSS program. 2. Strengthen the MHPSS program"s accountability to its commissioning party (BMZ). Focus Areas 1) Formative Evaluation Purpose: - Assess the effectiveness of cross-border and remotely managed projects carried out by Syrian partners with GIZ support. - Provide actionable feedback to enhance implementation. - Track program responsiveness to challenges in Syria"s volatile context. - Evaluate which design and implementation factors contributed to successes or unexpected results. 2) Summative Evaluation Purpose: - Determine the overall success of remotely managed projects under the MHPSS program. - Apply OECD DAC evaluation criteria to assess relevance, effectiveness, efficiency, impact, and sustainability against program goals and objectives. Work Packages Work Package 1: Ad-hoc Monitoring / Verification of Projects ("Spot Checks") - Formative Evaluation Objectives: - Assess performance of project activities and progress towards targets. - Verify the plausibility of baseline data collected by local partners. - Verify information provided in partners" progress reports. Milestones & Delivery Periods 1. Coordination and Planning Phase: - Develop overall work plan and methodology. - Due: Within 4 weeks after contract start. 2. Monitoring Tools & Data Collection Process: - Develop tools and detailed processes, reviewed by the GIZ MHPSS team. - Define and agree on TPM resources. - Due: Within 8 weeks after contract start. 3. Conduct Spot Checks: - Ad-hoc monitoring/verification of at least 30 projects in Northwest and Northeast Syria, with potential for additional projects. - Due: 8 weeks after contract start, during the duration of the contract. 4. Final Formative Evaluation Report: - Report findings to the GIZ MHPSS program. - Due: Two weeks before end date of the contract. Work Package 2: Impact Evaluation ("End-of-Project") - Summative Evaluation Objectives: - Assess long-term impact and sustainability of specific projects 2-6 months after implementation. - Evaluate relevance, effectiveness, efficiency, impact, and sustainability per OECD DAC criteria. - Identify positive and unintended negative effects on target groups. - Gather lessons learned to inform future project design, monitoring, evaluation, and donor reporting. Scope: - Minimum 30 projects implemented by local partners, with potential for additional evaluations. Milestones & Delivery Periods 1. Introduction & Planning: - Develop a work plan and methodology with GIZ MHPSS team and TPM focal point. - Agree on ad-hoc, progress, and final reporting. - Due: Within 4 weeks after contract start. 2. Evaluation Tools & Data Collection Plan: - Develop tools and plans, reviewed and approved by GIZ MHPSS team. - Define TPM resources required. - Due: Within 8 weeks after contract start. 3. Inception Workshop with Implementing Partners: - Introduce TPM provider, agree on modes of information exchange. - Due: Within 8 weeks after contract start. 4. Field Data Collection: - Conduct summative evaluation fieldwork for at least 30 projects in Northwest and Northeast Syria. - Delivery: 8 weeks after start of the contract, during the duration of the contract. 5. Data Analysis & Draft Reporting: - Compile, clean, translate, analyse data. Submit draft findings for GIZ technical team feedback. - Due: 4 weeks before end date of the contract. 6. Final Summative Evaluation Report: - Incorporate feedback and submit final report. - Due: 8 weeks before end date of the contract.
