Climate Change Capacity Building - Scoping Study
DLDC is seeking tenders from competent consultancy providers to carry out a scoping study with key stakeholders in Co.Donegal. The study will be restricted to community organisations located in the DLDC catchment area, which excludes Inishowen, Gaeltacht and Islands. The main purpose of the study is to identify the need for capacity building in local communities in the areas of environmental sustainability, climate action and climate change mitigation and adaptation. Key deliverables will include a detailed assessment of the current training provision available to community organisations in Donegal and to identify gaps in terms of climate related training provision. The consultant will be expected to carry out a combination of secondary desk-based research as well primary research including: • Online or telephone survey of a broad representation of community organisations to establish their current training needs and areas of training and capacity building interests. • Establishment of whether this training and capacity building is available locally, where provided and by whom etc. • In-person focus groups or interviews with a sampling of community organisations to identify needs focusing on building capacity for sustainability and climate action. The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. 81323050-Transforming agribusinesses to improve the employment situation in the Kurdistan Region of Iraq
EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning.
