The Norwegian Government Security and Service Organisation (DSS) wishes to enter into a joint framework agreement for the Joint Ministries (see point 1.2.1) for the provision of a crisis support tool. The contracting parties need an unclassated crisis support tool that supports effective handling of crises and events across entities. The tool shall i.a. include the following functional needs: • Logging of events and decisions. • Internal and external messages. • Notority in event handling and documentation. • Media management, including overview and response. • Security log • Plan and instructions for the crisis organisation. • Access management of user level. • Interaction between actors (including external) and levels • Case handling for registration of travel, exercises, deviations and other cases. • Reiseregistrering.no for Norwegian citizens travelling. • Integrations with Microsoft, NOARK systems, DSF, Reiseklar appen, SAP. • Risk assessment in accordance with Norwegian standards 5814/5832 and ISO 31000

Digital Support Tool
The Norwegian Environment Agency needs a support tool that shall support efficient content management, ensure compliance with universal design requirements, as well as provide access to statistics and analysis of use and traffic. The tool shall be able to be used on the Directorate's various websites. The support tool shall: Support monitoring of compliance with the requirements for universal design (WCAG) that can be inspected mechanically. Give an overview of breaches of WCAG and the 48 requirements for the accessibility statement. Support quality control of language and typos, detection of dead links and bad code. Give a readability index of web pages. Provide rich web statistics for advanced quantitative analysis of user behaviour, including search behaviour. Solid and reliable web statistics of website traffic, for the chosen period and in real time. Support search engine optimisation (both SEO and AEO) of content, both by optimising code, use of important key words in titles, URL, ingress and main content. If possible, monitoring the ranking of key key words on search engines ́ result pages. Get an overview of how different tools with artificial intelligence use the content on the Environment direktoratet.no and other of our websites. Both direct traffic they give us, but also KI-visibility (AI visibilty), where our content is used in summaries without there being direct clicks to us. Framework agreement for valuation and financial due diligence.
Bankenes sikringsfond (BS) and the Financial Supervisory Authority of Norway (FT) are jointly carrying out this procurement (hereafter jointly referred to as the Contracting Authority). BS administers and manages the Norwegian deposit guarantee scheme and the deposit guarantee fund and assists the Financial Supervisory Authority as a resolution authority in accordance with the Financial Institutions Act. The Financial Supervisory Authority of Norway is the Norwegian resolution authority for the financial sector, with responsibility for safeguarding financial stability and ensuring satisfactory handling of crisis events in the Norwegian financial market. The procurement is being carried out jointly to ensure that both institutions always have access to the necessary specialist competence and capacity within valuation and financial due diligence. The services shall be able to be ordered and used both in normal situations and at extraordinary events, including preparations, implementation and follow-up of crisis management measures and crisis management exercises. The aim of the procurement is to enter into parallel framework agreements with 3-5 tenderers for services within valuation and financial due diligence of Norwegian banks, including assistance and participation in crisis management exercises. The framework agreements will be valid for six years. The two service areas are: 1) Valuation: valuation of all or parts of a bank, including loan portfolios, immaterial assets, financial instruments etc., in accordance with relevant requirements under Norwegian law, EU rules and EBA guidance. The service also covers assistance related to valuation and crisis management, including crisis management exercises, advice and preparations for preventive measures, security measures and crisis management, stress tests and scenario analysis, as well as method development and tools for the execution of such measures.2) Financial due diligence: financial due diligence of all or parts of a bank, including any group companies. This involves a review of the bank's financial statements and an assessment of the bank's economic situation and financial position, including analysis of the balance sheet, loan portfolio, securities, derivatives, deposits and funding. The aim is to identify risks and provide a better basis for valuation and for BS's and FT's choice of measure. The framework agreements are not exclusive and the contracting authority reserves the right to make procurements outside of the framework agreement if there is a justifiable reason.
