Quality standard wild reindeer - data basis for Delnorm 1 Population performance
The Norwegian Environment Agency (the contracting authority) intends to enter into a one year individual agreement with Stiftelsen NINA for the collection of data basis for the quality standard for wild reindeer. The contract amount is estimated to NOK 3.0 million. The contract shall cover data collection on Lot 1 Population performance a-c for 2026, i.e. calf counts, structure counts and slaughter scales, in all wild reindeer areas. In 2026 data shall be collected, and this data shall be quality assured and processed to the degree necessary, in order to easily be used for the next classification, which we expect will be carried out in 2027. The division of responsibility for data collection was determined in connection with the first classification of wild reindeer areas in 2020. Work is being done in 2026 to put in place a more permanent organisation of the work on the quality norm where a secretariat is established, which can follow the data collection over time. The decision from 2020 means that the task will be solved by NINA, in cooperation with a number of actors. Consideration to the implementation with a consistent methodology is the reason why the contract will be concluded directly with NINA for 2026. The agreement shall include written documentation of the method. The aim is transparency about methodology, and to ensure relatively consistent methodology for counts over time. There will also be an important basic document for assessments and any testing of new methods for counting and for a future announcement of the secretariat function. The Norwegian Environment Agency plans to announce a procurement for a more long-term agreement for the secretariat function for quality norms for wild reindeer, which can also include following the data acquisition over time. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 with a 10 day deadline calculated from the day after this notice has been published. The contracting authority will not enter into a contract until 11 days after publication at the earliest.

The Arts Data Bank is a gross financed department under the Ministry of Climate and Environment. Artsdatabanken is considering announcing a tender for an external review of the IT portfolio. We would like to discuss with the market whether the descriptions of the assignment seem recognisable in the market and how costly such an assignment is. The market dialogue will be held through a digital meeting Wednesday 14 May 0900-1000. The draft for the notice will be sent as registered at the latest on Monday 11 May. After the meeting, five 30 minute meetings have been set aside with individual tenderers. Registration for an individual meeting can take place at the same time as register for the market dialogue. Individual meetings will be awarded on a first come, first served principle. Registration shall be sent by sending an email to the postmottak@artsdatabanken.no. The Arts Data Bank has, via the Digitalisation Council, received a recommendation to carry out an external review of the IT portfolio. • What does it cost to manage and further develop the different systems? • Where can you have internal operational advantages by thinking about consolidation and reuse? We would like an as-ice mapping of the technical solutions, with a focus on cost picture in money and personal resources, and technology/architectural choices. Are there changes we can make to be better rigged for the future? The majority of the systems in the portfolio are developed by the Arts Data Bank. We envisage that the following deliveries from an external supplier can be useful: • Mapping the services in the cloud infrastructure. I.a. visual overview of our services, with connections and dependencies between them. • An assessment of technical choices for infrastructure and cloud systems. • An assessment of infrastructure costs and what we can possibly do to reduce costs • A calculation of the development costs? • An assessment of resource use for managing the portfolio we have • Plan for liquidation of services that have been decided to discontinue or have been assessed for liquidation. • Assess vulnerability connected to the choice of cloud suppliers connected to security problems. The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. Day centre transport by minibus of persons with dementia and disabilities.
PURPOSE AND SCOPE The aim of the procurement is to cover the need for transport services, including drivers and auxiliary zones, to and from day activities and senior centre offers in the district. There are 19 people with normal driving who need daily transport. This can be changed over time and changes will be reported once per ocean year. The maximum number of persons will not exceed 25. All transport shall be carried out by vehicles that are powered with electricity or hydrogen in order to reduce CO2 emissions and contribute to Oslo municipality ́s green profile. From 01.01.2025, all deliveries/assignments for Oslo municipality where transport is a part of the service, shall be undertaken by using zero emission (i.e. battery electric or hydrogen) or biogas technology that as a minimum fulfils euro class 6/ VI. The contract has an annual estimated value of NOK 1,500,000. The contracting authority draws attention to the fact that the estimate is based on previous consumption, historical data and the expected future need. This contract is valid for up to a maximum value of NOK 6,000,000, including any option for a 2 year extension. The estimate is only a guideline and is without obligation for the Contracting Authority. Transport of up to 19 people with up to 4 wheelchair users is required. The number can be changed with each new order made every six months. The change can be both a reduction of persons with a need for changing the number of wheelchair users, changing the number that shall be transported in the form of reduction and increase. An increase will normally not be more than 2 - 3 persons. The contracting authority envisages that two vehicles will be used for the assignment. According to the oslo municipality's rules, none of the vehicles can use fuel that is used. In addition to the drivers, the tenderer must offer a permanent person/helper who shall assist in transporting the users. An attendant from the day centre will also assist with the transport. The urban district orders day centre places every half year according to the district ́s need, and the district will notify the carrier of any changes when the order is made. The district has a maximum need of 12 places at Sofienberg day centre plus an attendant from the day centre and 7 at Økern day centre plus an attendant from the day centre. However, this may change over time. See the description of changes to the number of persons with a need for transport in point one. In total, Økern day centre has day places for 7 users with dementia, and Sofienberg day centre has day places for 12 users. The users shall be picked up and delivered all business days outside of Saturday and Sunday. Tenderers shall ensure daily transport of elderly persons between their residence and the following two day centres: Økern Day Centre (Kingosgate Residential and Rehabilitation Centre), Kingosgate 14-16 Sofienberg day centre (sofienberg centre), Helgesensgate 62. To and from Økern Day Centre: · 08:30 with 1 bus that picks up day centre users at their homes and drives them to the day centre within approx. 09:00. They will not be picked up at home until 08:30. · At 14:00, one bus will be picked up for the same people at the day centre and drive them home. To and from Sofienberg day centre · 09:00 with 1 bus that picks up day centre users at their homes and drive them to the day centre within approx. 10.00. · At 14:45 a.m., one bus will pick up the same people at the day centre and drive them home. There are up to 19 persons each day who shall be picked up and driven to the day centre. The number of persons going to Økern day centre and Sofienberg day centre will vary. The parties to the contract can reach agreement on other times. If the opening hours are changed, the date of transport to and from can be changed accordingly. Both centres are closed on weekends, public holidays, Christmas Eve and New Year's Eve. It can, for example, be whether the user uses a wheelchair, type of wheelchair, any need for stair climbers, a need to be followed to the entrance door etc. Tenderers will get lists from the day centres with an overview of each user, addresses, any changes to lists and other necessary information about users. There will be some waiting time for the collection, as users may not always be ready on time. The users who use the tender will vary, and for this reason there will be some variation in which addresses the drivers shall collect and deliver users from. Not all users are able to walk by their own help with the vehicles. It is therefore necessary that the users are picked up as close to the entrance door as possible. Some users also have dementia and must be followed to/from a vehicle and their own home.

Regional procurements in the Kongsvinger region (RIIK) would like to enter into framework agreement on legal consultancy services on behalf of the following municipalities and IKS: - Eidskog municipality- Grue municipality, Kongsvinger municipality- Nord-Odal municipality- Sør-Odal municipality- Våler municipality- Åsnes kommune- Glåmdal fire brigade IKS - Glåmdal intermunicipal water and sewage company IKS - Solør Renovasjon IKS Framework agreement shall include legal consultancy services within most of the legal areas municipalities/IKS can need assistance. Legal areas/services not included in the contract are listed below. The assignment includes, among other things, consultancy and guidance, preparation of legal notes and assessments, quality assurance, assistance in negotiations, training/courses, process clerk etc., the customers are free to engage another law firm for cases that come under the provisions on exemptions from the procurement law and regulations, c.f. the Public Procurement Regulations § 2-4.d (i.a. representation in a case), i.a. based on the desired competence/experience in the concrete case. Customers can, however, make call-offs from the framework agreement supplier for such cases as well. The following areas/services are not included in the framework agreement: Notification reception, including receipt of signals, initial assessment of whether the notification is justifiable and forwarding to the municipality (separate contract area). Child protection cases. A separate contract is planned for this area. Customers can voluntarily enter into a framework agreement for legal consultancy services on child protection cases until a contract has been signed in this area. The lawyers can be used for non-paid legal assistance within the frameworks included in the membership. Other memberships that allow customers to use legal assistance, such as Norsk Vann and Samfunnsbedriftene, can also be used within the frameworks included in the membership without breaching the contract.
