Request for Tenders for appointment to a Multi-Party Framework Agreement for the provision of Technical Consultancy Services
The FET College Major Capital Programme (FCMCP) is the primary focus of the Framework and Competition. It is anticipated that services drawn down from the Framework will, primarily, relate to the FET College Major Capital Programme, allowing for the provision of services from an Integrated Design Team (the IDT) with respect to the twelve (12) projects under the FET College Major Capital Programme (FCMCP). The provision of services, as required on an individual and ad-hoc basis by a Contracting Authority, which are ancillary or related to the delivery of one of the twelve (12) projects under the FCMCP (the Related Services). The Framework Owner and Framework Users may also make appointments within the remit of the Framework to support their own mandate outside of the current FCMCP. This will allow for the following: technical, design, delivery, consultancy and advisory services (the Supplementary Services) and the provision of services from an IDT with respect of Capital Project Delivery of buildings and facilities of a similar scale than those currently described as part of the FCMCP. The FCMCP involves the development of purpose-designed Further Education and Training facilities (buildings) in 12 of the 16 Education and Training Board (ETB) areas throughout the country. The FET College Major Capital Programme (FCMCP) is a major, multi-year investment initiative designed to modernise and transform the Further Education and Training (FET) sector. The programme, as part of a new operational model for FET, aims to shift towards a portfolio of consolidated, high-quality, and sustainable FET Colleges that will support an inclusive and inspiring learning environment using sustainable design and construction approaches. The Applications for this competition consist of four Principal Consultants (Architecture and Team Lead, Civil and Structural Engineer, Mechanical and Electrical Engineer, Quantity Surveyor) established as part of this Framework. Please refer to Procurement Documentation (Programme Information Memorandum) for full description of Services that are to be included within the Principal Consultants Service.

Consultancy services technical modernisation of the payment area in the Nav
Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that will be responsible for the modernisation, but it has not yet been clarified whether the project will receive the necessary financing. The project will be carried out in accordance with the government ́s project model and any financing decision is expected late 2026.In order to carry out the modernisation work, Nav will need to gather competence and capacity from the market. Nav is therefore planning to procure a contract for consultancy services for the technical modernisation of the payment area. Nav ́s existing framework agreement portfolio will be a supplement to the contract that shall be signed. The procurement is in the early planning phase and there is still uncertainty around both competence areas and need for resources. However, Nav would like to notify the market about the coming procurement at the current time, partly as a result of a potentially significant need for resources from January 2027.The modernisation project ́s competence need includes developer competence in testing, finance and accounting. In addition assistance is expected in categories such as, among other things, project management, design and specialised legal competence, as well as competence within new and future technology, can be relevant. Domain competence within finances and wages, as well as competence within older technology and programming languages, are included in the project ́s needs. Provisional calculations indicate that the annual need for resources in the project period covered by the procurement of external assistance will be up to approx. 50 FTE for 2027 up to and including 2029, with the highest resource instalments in the first few years. In 2030, the need for resources is expected to be considerably lower. Note that the above mentioned estimates are based on a number of prerequisites and that there is still a high degree of uncertainty around the need for resources and competence. Consultancy Services for Construction Supervision of Two Hospital Building (Prof Dr. Cemil Taşçıoğlu City Hospital - Phase II and Kartal Dr. Lütfi Kırdar City Hospital - Phase II (Kartal Oncology) The Republic of Türkiye will receive a loan from Council of Europe Development Bank (CEB) to finance Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Project and and intends to apply a portion of the proceeds of this loan to eligible payments under Consultancy Services for Construction Supervision of Two Hospital Building (CEB5-CB1.1) contract which will be implemented by Istanbul Project Coordination Unit (IPCU). Place of execution/performance of the works, for delivery of products or of the provision of services; Prof Dr. Cemil Taşçıoğlu City Hospital - Phase II and Kartal Dr. Lütfi Kırdar City Hospital - Phase II (Kartal Oncology) are located in İstanbul. Both hospitals are one of the largest healthcare service providers in terms of bed capacities and provided treatment for inpatients. Besides, they also provide services for a highly significant number of outpatients. Okmeydanı Prof.Dr.Cemil Taşcıoğlu City Hospital is a general hospital but it also has a major function as oncology. The new buildings are planned to be constructed adjacent to the existing new hospital complex having a closed area of approximately 75.000 m2 (Okmeydanı Prof.Dr.Cemil Taşcıoğlu City Hospital ) and 47.734 m2 (Kartal Onchology Hospital). Consultants shall be responsible for: • On-site construction supervision throughout the construction period. • Supervising the Works including defects liability period • Acting as the Engineer under the contracts Consultancy Services for Construction Supervision of Two Hospital Building (CEB5-CB1.1) will be tendered under one lot. One shortlist group will be formed within the interested consultants in accordance with their qualifications and experience. The estimated timetable for completion of the services including supervision services is approximately 40 months.
