ECMWF, as the Entrusted Entity for the Copernicus Atmosphere Monitoring Service (CAMS), invites tenders for provision of Development and provision of observation-based hot-spot emissions of CH4, NO2, and CO2 from existing satellites and the first CO2M mission. These services are for extending the monitoring of large point sources and hotspot emissions in CAMS to also include nitrogen oxides (NOx) and carbon dioxide (CO2) and prepare for the uptake of CO2M observations for CH4. The aim of such a service is to evaluate and complement emission point source databases and provide monitoring of the emissions over time. To progress towards operational maturity in anticipation of the CO2M satellite mission, planned to be launched by the end of 2027, this ITT therefore focuses on the following main topics: • Implement a (pre-)operational service to detect and estimate NOx emission from local sources based on current operational satellites. • Further develop and evaluate the methodology to estimate NOx emissions from NO2 satellite observations. • Further develop and evaluate the use of NO2 emissions estimates to constrain the estimation of CO2 emission sources. • Further develop and evaluate the methodology to estimate CO2 emissions from local sources with existing satellite data in preparation for the CO2M satellite. • Further develop and evaluate the methodology to estimate CH4 emissions from local sources with existing satellite data in preparation for the CO2M satellite.

CAMS2_55_ter Provision of global inversion-optimised greenhouse gas fluxes and concentrations
This ITT, entitled “Provision of global inversion-optimised greenhouse gas fluxes and concentrations”, is for providing quantitative estimates of net surface fluxes of greenhouse gases, which are key drivers of the Earth's climate evolution. Ground-based and satellite remote-sensing observations allow these fluxes to be monitored. The data provided so far by CAMS have delivered time-series of CH4, CO2 and N2O surface flux fields of high quality. The successful Tenderer shall extend the time-series, both forwards and backwards (as far as possible) in time, while maintaining their quality at the highest international standard. The documentation of associated errors and comparison with independent observations as well as with similar products that are produced outside of CAMS will also form part of the activities. Finally, specific developments shall be included to further improve the data products. assessment of mitigation efforts.

Provision of technical services for the AIDRA project demonstration on AI-enabled on-board data processing
The European Union Satellite Centre (SatCen) seeks to award a direct service contract to support the implementation of AIDRA (Artificial Intelligence In-orbit Data pRocessing Assessment), a cooperative initiative between the SatCen and the European Defence Agency (EDA). AIDRA is designed as a proof-of-concept to assess the feasibility, traceability, operational implications and governance conditions of Artificial Intelligence (AI)-enabled On-Board Data Processing (OBDP) in support of Earth Observation (EO) and Geospatial Intelligence (GEOINT) workflows. The purpose of AIDRA is to generate independent, evidence-based insights into the maturity, risks and potential benefits of AI-OBDP for GEOINT, in support of EU objectives on technological readiness, operational effectiveness and secure information governance. The objective of the demonstration is to evaluate, under space-representative conditions, how AI-enabled on-board processing and tasking functions perform within an end-to-end EO data chain. The assessment focuses on technical behaviour, system performance and interaction with existing GEOINT workflow requirements. The initiative does not aim to deploy an operational capability, but to generate structured evidence to support institutional evaluation.

10012414 - Development of Local Land Use and Sustainable Development Plans (LLUSDP) in four target municipalities in Cameroon
Cameroon possesses an exceptional forest heritage, with nearly 19 million hectares of dense rainforest covering almost 40 % of its territory. Located in the Congo Basin-the world's second-largest tropical forest after the Amazon-these forests are a major biodiversity reservoir and a critical global carbon sink. However, this ecological capital is under increasing pressure. Cameroon's annual deforestation rate is estimated at 0.6-1 %, corresponding to more than 100,000 hectares lost each year. Direct drivers include illegal logging, mining, infrastructure development, unplanned urbanisation and agricultural expansion, the latter accounting for about 60 % of total deforestation. In 2021, the Centre, South and Littoral regions alone represented around 61 % of national forest loss. These trends are reinforced by structural factors such as rapid population growth (expected to double by 2046), accelerating urbanisation, persistent rural poverty, weak land governance and limited planning capacity at local level. In response, Cameroon has committed to major international frameworks aimed at reducing deforestation and achieving carbon neutrality by 2050, notably the Paris Agreement (COP21) and the Glasgow Forest Declaration (COP26). Nationally, land-use planning reforms-especially the Framework Law on Land Use Planning and its instruments (national, regional and local plans, including LLUSDP)-seek to establish integrated multi-level spatial planning. Yet implementation remains constrained by insufficient legal, technical and operational capacities, limiting effective coordination of development and forest conservation. Within this context, the GIZ-implemented module "Capacity Building in Land Use Planning," financed by CAFI and BMZ, aims to promote inclusive and sustainable spatial planning that reduces forest pressure while supporting balanced economic development. The module comprises five outputs, including strengthening the legal basis for the 2011 planning law, building municipal and regional planning capacities, developing LLUSDP in four pilot municipalities, and preparing methodological tools for the third national forest inventory. Among its components, Output 4 is particularly important from a strategic perspective. It aims to develop LLUSDP in the municipalities of Ngambé-Tikar and Mfou (Central Region), Melong (Littoral Region) and Akom II (Southern Region). These LLUSDP will be developed in accordance with the guidelines set out in the methodological guide for developing LLUSDP, which was drawn up in 2021 with the support of GIZ as part of the ABC-PADER programme. This methodology was also tested as part of the previous programme through the development of the LLUSDP for Ngong (Northern Region). This practical experience will therefore be put to good use in this module. In addition, the methodology will take into account the potential existence of ecosystem corridors in order to preserve ecological connectivity, which is essential for the movement of animal species, ecosystem regeneration and climate resilience. This will promote an inter-municipal vision of continuity between forests, protected areas, etc. The LLUSDP development process will be participatory, involving a range of stakeholders, including municipal authorities, the relevant sectoral administrations (MINEPAT, MINDDEVEL, MINDCAF, MINFOF, MINADER, MINEPIA MINMIDT, MINMIDT, MINTP, MINEPDED, etc.), traditional authorities, women, young people, etc. It will improve the determination of land uses and utilisation, leading to a reduction in land conflicts and pressure on forest resources. In addition, emphasis will be placed on the initial implementation of the validated LLUSDP with the subsequent development of implementation support plans. Ultimately, Output 4 is a fundamental lever for making the LLUSDP an operational tool for combating deforestation and land degradation, while strengthening territorial governance and the resilience of local communities.

81323050-Transforming agribusinesses to improve the employment situation in the Kurdistan Region of Iraq
EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. Implementation, Extension and Provision of a Central Phasor Data Concentrator System with Integrated WAMS Functionality
TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is to replace the central Phasor Data Concentrator (PDC) at TenneT TSO GmbH (TTG) with a new system supporting PDC functionality, data storage, offline WAMS applications, trend monitoring WAMS applications, and data exchange with external PDCs. The implementation is planned for approximately Q3/2026. TTG’s new concept for PDC and WAMS applications includes in particular the following scope of services: a) Provision of a central PDC to collect and aggregate data streams from at least 400 PMUs and to store this data in a local data storage system. The central PDC shall be capable of forwarding real‑time data to additional clients. b) Provision of a C37.118‑2 client with WAMS applications and long‑term data storage. The client shall receive aggregated data from the central PDC as well as from additional PDCs, store the data in a long‑term database, and make it available for WAMS analysis applications. c) Provision of additional PDCs and WAMS applications for testing and training purposes. The subject of this tender is the procurement of central PDC systems, WAMS applications, user interfaces, laboratory PDCs, and a data historian for TenneT TSO GmbH (TTG) as part of the ENTSO‑E interconnected power system. TenneT TSO GmbH is certified according to ISO 27001.
