Tuath Housing Association invites requests to participate in a Competitive Procedure with Negotiation for the establishment of a single-party framework agreement for the provision of a Cloud-Based Cost Rental Assessment System. The objective of this procurement is to appoint a suitably qualified service provider to design, develop, implement, and support a secure, scalable, and user-friendly digital solution to manage the full lifecycle of cost rental housing applications. The system will support application intake, eligibility assessment, document management, communication workflows, case management, reporting, and integration with existing systems. The solution is also expected to incorporate automation and AI-assisted capabilities to improve efficiency, consistency, and decision-making. The contract will have an initial duration of four (4) years, with the option to extend for up to three (3) additional one-year periods (4+1+1+1), subject to satisfactory performance and continued business need. The estimated maximum contract value is €700,000 (exclusive of VAT). Project Management Led (PM) Multi Disciplinary Team for MMP Raheen
IDA Strategic Property Team recently carried out an Area Based Traffic and Transport Assessment in Raheen to determine the key infrastructure measures required in Raheen Industrial Estate and its wider infrastructure network to tackle existing and future constraints in transport capacity to plan for future levels of development to facilitate projected growth in population and employment and to cater for and encourage sustainable mobility. Following on from this study, IDA Strategic Property Team is now seeking to appoint a Project Management Led Integrated Team to undertake and provide a site wide Mobility Management Plan. The Project Management led Design Team will manage and provide all relevant consultancy services with respect to the study, analysis of findings and future recommendations in relation to the Mobility Management Plan. In line with IDAs current strategy Adapt Intelligently A Strategy for Sustainable Growth and Innovation 2025-29, delivery of this project aims to assist in reducing IDA Ireland client carbon emissions. The study shall be informed by the emerging Transport Strategy for the Park which outlines multi modal short, medium and longterm solutions to enable sustainable growth. The appointed Consultant should consist of suitably qualified and experienced resources which can cover strategic planning, stakeholder engagement, behavioural change, and technical delivery. Key personnel should include, Project Director Manager, Transport Planner, Mobility Management Specialist, Stakeholder Engagement Lead, Data Analyst GIS Specialist and any specialist advisors required for the successful delivery of the project.

The EU4Digital initiative supports the digital transition of the Western Balkans and accelerates their integration into the EU Digital Single Market. It focuses on developing secure digital infrastructure in compliance with eIDAS 2.0, enhancing interoperability and improved e-Governance of public services, and supporting business across the region. The Western Balkan Six (WB6) economies Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia have made significant progress in digital transformation. National interoperability platforms now connect key public services, including civil registries, tax systems, health institutions, and business registers, enabling secure, efficient, and user-friendly digital services. By agreeing to implement regionally interoperable digital identity wallets, harmonize trust services, and strengthen regulatory and technical capacities, the Western Balkans Six committed to advancing secure and seamless digital access for citizens and businesses, in line with EU eIDAS 2.0 standards. This project will develop and pilot a regional prototype to demonstrate cross-border interoperability of digital services. Depending on national readiness, the prototype will use either wallet-based solutions or mutual recognition of digital credentials among the WB6 countries. The assignment will strengthen institutional capacities, promote regional collaboration, and provide a scalable model for interoperable digital services. By improving accessibility, efficiency, and trust in cross-border public services, the project contributes to a digitally integrated Western Balkans aligned with EU standards.

Project Management Led Multi-Disciplinary Team for Construction Consultancy Services
The IDA Raheen Business Park is located on the southern fringe of Limerick City approx. 5kms from the City Centre. The Park is accessible from the nearby M20 Motorway and has two main access routes which include the predominant access from the Ballycummin Road off the M20 while the R526 road provides secondary access to its northwestern entrance. In recent years with the continued growth and development of the IDA Raheen Business Park, issues with traffic and congestion have become more pronounced and it is a significant concern for many of the tenants in the park. The daily staff volumes and freight movements are significant, leading to pressures on transport infrastructure and parking facilities as continually highlighted by current tenants. The Raheen area faces challenges related to car dependency, limited public transport options, and growing traffic congestion and those effects are felt within the IDA Park. In May 2024, a Transport Strategy for the park was commenced. The aim of the Transport Strategy was to provide IDA with a robust, evidence-based framework for advancing sustainable transport solutions that support both IDA objectives and the growth ambitions of tenant companies. From consultation with tenants, the Local Authority and stakeholders, combined with the findings of the ABTA, and to allow for continued expansion of the Park a Mobility Management Plan Framework is now being established and its implementation will be coordinated on the Park over the next 5 years. In addition to the MPPF, the Transport Strategy (informed by the ABTA) provided several preferred options which included a long list of infrastructural interventions which could be broken down into 3 categories. 1. Active Travel Options 2. Public Transport Options 3. Access and Capacity Option This Call for Tenders concerns 4 separate key priority items from the Access and Capacity Options recommendations to be delivered; they include the following: 1. The focus of both long-term cooperative training and short-term demand-oriented training measures would be on green, digital and social transformation and entrepreneurial skills with active involvement of the companies. The work packages are as follows, and details are available in the ToR. WP 1: Establishment of regional and sectoral implementation plans and coordination mechanisms, reflecting cooperation between public and private sector The aim of WP1 is to engage with all relevant stakeholders/actors from the public and private sector, to set up an implementation structure for all activities within this consultancy. In implementation of city administrations/regions, the (re)establishment of platforms coordinating the CT and short-term training programme implementation shall be facilitated by the contractor. If suitable, existing forums/platforms shall be used. The contractor is responsible for organising regular exchanges. The contractor shall secure the engagement of at least 30 influential large companies (champions) to ensure effective implementation of cooperative training and selection of job seekers as well as informally employed people for short-term qualification measures / trainings. WP 2: (Re)-design and developing cooperative training implementation packages in selected economic sectors Based on the selected job profiles/occupations and levels, the contractor shall support MoLS, Regional TVT bureaus, ECCSA, sectorial associations, companies and other relevant public and private stakeholders/actors to (re)design and develop Cooperative Training Programmes to TVT college trainees. The Programmes shall significantly contribute to the increased employability of trainees with an in-company training time of at least 70 %. The aim is to define training programmes, covering all relevant aspects from A to Z by incorporating green, digital and social transformation, and entrepreneurial skills for successful training, instead of focusing only on one aspect of a programme. The training programmes should utilise available resources, skills, and knowledge to an optimum. It is crucial that the designed and developed programmes are mainstreamed and serve a broad group of trainees and companies. In addition to that, the contractor shall carry out a rapid skills gap analysis and set a baseline by identifying the capacity building needs at partner TVT institutions/colleges and companies" level to facilitate the delivery of CT programmes (considering the needs on gender sensitive and inclusive teaching practices). WP 3: Implementation of cooperative training measures in selected economic sectors The aim of this work package is for at least 300 trainees (of which 150 women and 20 Persons with Disabilities) to benefit and complete the developed programmes in the cooperative training modalities, where the learning takes place in TVET colleges and the partner companies. An allocation of the total target among the selected sectors will be discussed at the beginning of the consultancy. While all relevant stakeholders need to be engaged in the implementation, trainees" allotment depends on the selected training fields/sectors and will be agreed upon at a later stage. WP 4: (Re)-design and developing labour market oriented short-term trainings materials in selected economic sectors Work package 4 aims to design and develop training materials to provide a range of skills and knowledge gaps based short term training for job seekers and informally employed people, that improves employment prospects. The contractor is expected to focus on the design and development of compressive training packages employment-oriented qualification measures. At least one measure shall be developed for each one of the target groups, namely job seekers and informally self-employed workers, women and persons with disabilities. The focus of the thematic area remains on green, digital and social transformation, entrepreneurial skills including digital entrepreneurship. The number of each target group shall be identified at the beginning of the programme in collaboration with partners and stakeholders. WP 5: Implementation of labour market oriented short-term training measures in selected economic sectors Roll-out and implementation of at least four employment qualification measures (short-term training). As mentioned above, the four chosen measures must be implemented together with a partner institution and private sector to ensure sustainability. These partner institutions shall be able to take up the training at the end of the project. To this end, the contractor should not only consider governmental institutions but also private sectors, e.g. private training providers, companies and associations or chambers. Implementation partners: MoLS, Regional TVET Bureaus, private sector companies and associations, TVET colleges and any other relevant TVET stakeholders.

The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. 81323050-Transforming agribusinesses to improve the employment situation in the Kurdistan Region of Iraq
EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. Travel to and within KRI will be required for the implementation of the assignment by the key experts as well as the expert pool members.
