The provision of professional event design, community engagement, management and delivery services for Year 1 of a food-heritage festival pilot, to be delivered in 2026 as part of the Interreg North-West Europe (NWE) SLOWTOUR project. The Contracting Authority, Limerick City and County Council (“the Contracting Authority”), invites tenders from suitably experienced and qualified service providers to support the community-led design and delivery of a multi-day food-heritage festival aligned with the objectives of the SLOWTOUR project. The Services will include the coordination and facilitation of community engagement and co-design activities, the development of a festival programme informed by this engagement, and the planning and delivery of the festival. The programme is expected to celebrate Limerick’s food heritage, involve local producers and stakeholders, and incorporate immersive, educational and participatory elements. The festival will be delivered as a pilot action and will contribute to the learning and reporting requirements of the SLOWTOUR project, in accordance with Interreg NWE rules and the policies and procedures of the Contracting Authority.

The contractor will be responsible for reviewing reports of usually around 50 pages each, and in some cases up to 90 pages, to ensure high linguistic and formal quality. This includes correcting language, style, consistency, and formatting in line with the applicable report-writing guidelines and annotated templates provided by GIZ. The aim is to deliver publication-ready texts that are clear, reader-friendly, and consistent in structure and presentation. Assignments will be called off under the framework agreement over its term as reports become available. Each assignment must be completed within three weeks of receipt. The contractor is expected to organise reliable expert capacity, including backstopping arrangements where necessary, to ensure uninterrupted service delivery. SMARTPLY Europe DAC is seeking tender submission for the supply, delivery and full maintenance package of a Road sweeper suitable for the Panel Industry to cater for particularly fine dust and also that can be used for removing various materials including dirt, leaves, litter and debris in all of the following areas : Internally, externally around the site and road, carpark and surrounding area of the plant on its premises in Belview, Slieverue, Waterford. We are looking for a machine that has sustainable options, i.e. HVO or battery operated. The proposed machine must provide sufficient suction capacity and airflow performance to effectively operate within a wood panel processing environment, ensuring efficient extraction and removal of small chips and fine particulate matter. SmartPly are looking for submissions on the following option: relating to a hydrotreated vegetable oil engine (HVO) compatible and or an alternative power source Road Sweeper. A direct purchase of the defined road sweeper for both an HVO compatible engine and or an alternative power source with a full maintenance and routine check package. Please provide details of what’s included and excluded in the maintenance package. Tenderers must provide the following information (but not limited to): • Detailed description of proposed machine to include the manufacturer name, chassis, and full technical specification, • Engine and transmission or other sustainable option details. • Details of safety features, warning systems, impact sensor reports and pedestrian telemetry with real time proximity alerts. • An accurate lead time for delivery of the proposed machine • Warranty details • Details of after sales service offered. Please refer to Award Criteria B4 Capacity to Provide After Sales Service and Warranty. • Environmental Features • An itemised list of recommended spare parts As part of the evaluation process, shortlisted candidates may be required to arrange and conduct an on-site demonstration of the proposed road sweeper. The purpose of this demonstration is to verify that the equipment meets the operational requirements and is fit for its intended purpose under actual working conditions. We currently lease a HAKO CM1650 which meets our needs and therefore we would require candidates to propose a similar or better alternative road sweeper.
