The department has a high daily volume with approx. 500 standard tissue cassettes and 1-30 super mega cassettes to be prepared for further analysis and diagnostics. Furthermore, the system shall include two identical instruments that are run equal and parallel. The reason is that the department needs robustness and redundancy as the patient material provided on these instruments is often irreplaceable material. The instrument must be able to perform tissue samples during nights and over weekends. The department needs to use quick protocols as well as protocols, particularly suitable for fat-containing tissue samples.

The objective of the procurement is to procure one high capacity scanner for digital pathology for routine scanning of histological tissue section at the Pathology Department, St. Olavs Hospital HF. The procured scanner system shall support effective and secure digitalisation of tissue glass for use in clinical routine diagnostics, including primary diagnostics carried out by pathology, as well as for image analysis, research, development projects and work with artificial intelligence (KI). The scanner system shall be suitable for continual operation in a high volume laboratory and it shall be able to carry out automated and unmanned batch scanning during nights and weekends. The system shall contribute to a low operational load for laboratory personnel through a high degree of automation, stability and efficient work flow, at the same time that manual and semi-automatic scanning is required. The scanner system shall be able to be integrated with the Contracting Authority ́s existing digital pathology system (Philips IntelliSite Pathology Solution – PIPS), as well as support relevant open standards for further use of image data in an analysis and research context. The system shall also enable flexible handling and storing of image files suitable for different purposes, including clinical operation and project/research use. There is no need for fluorescent scanning or scanning glass with particularly large formats beyond standard histological object glass. The scanner system shall be designed for practical and intuitive use in a routine laboratory, with an efficient and predictable work flow. Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA § 13-4 letter b. no. 2: The procurement concerns services that only a specific supplier can deliver, for technical reasons, as well as § 13-4 letter b. no. 3. A compact and flexible sequencing instrument shall be procured for use at the Department of Medical Genetics at the University of Oslo, affiliated with NorSeq – the national research infrastructure for sequencing. The instrument shall be used for quality control (QC) of sequencing libraries, small scale genome sequencing and verification sequencing, as well as included in the service offer to researchers with a need for low to moderate data amounts. The instrument shall be able to sequence a broad range of species and applications, as well as function as a QC tool for genome-scale sequencing instruments. To fulfil this purpose, the following required minimum requirements are set for the instrument: Support for a wide range of genomic applications, including 2×500 bp paired-end sequencing with high data quality sequencing capacity up to 30 Gb per run, with flexible adaptation of data quantity Sequencing time of maximum 24 hours for 2×300 bp set-up Flexibility in cycle numbers (minimum 100, 300, 600 and 1000 cycles) Use of ready-produced reagent cassettes and reagents that can be handled and stored at room temperature Support for index-first sequencing and fast generation of index reads for quality control and optimisation of sample pooling Full compatibility with Illumina libraries, so that the instrument can be used as a QC platform for existing large scale sequencing systems Delivery of sequence data with a minimum of Q30 quality at relevant read lengths. The requirements are determined based on the contracting authority ́s actual need for efficient operation, high data quality, quick execution and seamless integration with the existing infrastructure and work flow. Market assessment and alternative solutions The Contracting Authority has carried out a market survey (RFI) via Mercell/Doffin. Only one tenderer registered interest and documented fulfilment of all the minimum requirements. Furthermore, the contracting authority has assessed alternative technologies and suppliers based on the professional environment ́s knowledge of the market. These alternatives do not, however, fulfil the requirement, i.a. because they:do not support 2×300 bp paired-end sequencing of equivalent quality has significantly longer sequencing time than 24 hours for equivalent set-ups not compatible with Illumina libraries and therefore cannot be used for quality control of existing systemsnot offer the necessary flexibility in data capacity up to 30 Gb per running that does not support 'index-first' sequencing or rapid generation of read indexsUse of such alternative solutions will lead to significant disadvantages, including reduced data quality, inefficient use of resources, increased time spent and a lack of integration with existing infrastructure. This is seen as disproportionately against the objective of the procurement. Conclusion: Based on the set requirements and completed market surveys, the contracting authority has no real or reasonable alternatives in the market than MiSeq i100 Plus from Illumina. This is as far as the contracting authority is aware of the only system that fulfils all functionality, performance and compatibility requirements. The terms in PPR § 13-4 letter b no. 2 and are therefore considered fulfilled. Framework agreement for advertisement services - job advertisements and notices.
Background Harstad municipality and the collaborating municipalities shall enter into a new framework agreement for advertising services as a result of the existing framework agreement for job advertisements expiring. The municipalities have a continual need for effective recruitment advertising, as well as the execution of statutory notices in the press and/or public registers. The objective of the procurement is to ensure an overall, predictable and cost efficient advertising process with good traceability, from ordering and production to publication and documentation. The supplier market also requests that the municipalities need to use more channels and formats (digital surfaces and print) and that the ordering and follow-up process shall support the municipalities ́ internal work flow. Harstad municipality is the contracting authority on behalf of the municipalities covered by the procurement. Emphasis is put on the fact that the participating municipalities each bear responsibility for their obligations in the execution of the framework agreement. The requirements cannot be applied to the municipalities together, but only against the municipality that has resulted in any contract deviation. Other municipal entities, including all public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to enter into this agreement. Description of the assignment The procurement comprises a framework agreement for the purchase, production and publication of job advertisements, announcements and equivalent announcements in relevant channels. The agreement shall cover announcements in both digital and printed areas, including relevant trade and trade media, newspapers, job portals, social media and public registers when required. The delivery shall include the necessary production support connected to the design and adaptation of advertising material, as well as the delivery of documentation of publication and available statistics/reporting for completed campaigns and indentations. Furthermore, the tenderer shall offer a web-based ordering and management system that supports ordering, approval and follow-up and which provides a total overview of status and history. Procurement - Transport and treatment of hazardous building waste Attvin, 2026 (2)
The contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The aim of the contract is to cover the contracting authority ́s need for transport and treatment of hazardous building waste, from Attvin to final treatment at a certified treatment facility, in accordance with the requirement specifications. The aim is also to ensure that hazardous waste is taken care of in such a way that it does not create pollution or damage to humans or animals, or danger to it, and to contribute to an appropriate and reliable system for handling hazardous waste, cf. The Waste Regulations chapter 11. The contract is for: Waste with phthalates (e.g. floor coverings), waste that contains bronched flame retardants, waste containing chlorinated paraffins and for the options waste that includes PUR foam insulation and pressure impregnated and creosoted wood. Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer ́s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. The contracting authority reserves the right, however, to hold a new competition for new waste types during the contract period. Day centre transport by minibus of persons with dementia and disabilities.
PURPOSE AND SCOPE The aim of the procurement is to cover the need for transport services, including drivers and auxiliary zones, to and from day activities and senior centre offers in the district. There are 19 people with normal driving who need daily transport. This can be changed over time and changes will be reported once per ocean year. The maximum number of persons will not exceed 25. All transport shall be carried out by vehicles that are powered with electricity or hydrogen in order to reduce CO2 emissions and contribute to Oslo municipality ́s green profile. From 01.01.2025, all deliveries/assignments for Oslo municipality where transport is a part of the service, shall be undertaken by using zero emission (i.e. battery electric or hydrogen) or biogas technology that as a minimum fulfils euro class 6/ VI. The contract has an annual estimated value of NOK 1,500,000. The contracting authority draws attention to the fact that the estimate is based on previous consumption, historical data and the expected future need. This contract is valid for up to a maximum value of NOK 6,000,000, including any option for a 2 year extension. The estimate is only a guideline and is without obligation for the Contracting Authority. Transport of up to 19 people with up to 4 wheelchair users is required. The number can be changed with each new order made every six months. The change can be both a reduction of persons with a need for changing the number of wheelchair users, changing the number that shall be transported in the form of reduction and increase. An increase will normally not be more than 2 - 3 persons. The contracting authority envisages that two vehicles will be used for the assignment. According to the oslo municipality's rules, none of the vehicles can use fuel that is used. In addition to the drivers, the tenderer must offer a permanent person/helper who shall assist in transporting the users. An attendant from the day centre will also assist with the transport. The urban district orders day centre places every half year according to the district ́s need, and the district will notify the carrier of any changes when the order is made. The district has a maximum need of 12 places at Sofienberg day centre plus an attendant from the day centre and 7 at Økern day centre plus an attendant from the day centre. However, this may change over time. See the description of changes to the number of persons with a need for transport in point one. In total, Økern day centre has day places for 7 users with dementia, and Sofienberg day centre has day places for 12 users. The users shall be picked up and delivered all business days outside of Saturday and Sunday. Tenderers shall ensure daily transport of elderly persons between their residence and the following two day centres: Økern Day Centre (Kingosgate Residential and Rehabilitation Centre), Kingosgate 14-16 Sofienberg day centre (sofienberg centre), Helgesensgate 62. To and from Økern Day Centre: · 08:30 with 1 bus that picks up day centre users at their homes and drives them to the day centre within approx. 09:00. They will not be picked up at home until 08:30. · At 14:00, one bus will be picked up for the same people at the day centre and drive them home. To and from Sofienberg day centre · 09:00 with 1 bus that picks up day centre users at their homes and drive them to the day centre within approx. 10.00. · At 14:45 a.m., one bus will pick up the same people at the day centre and drive them home. There are up to 19 persons each day who shall be picked up and driven to the day centre. The number of persons going to Økern day centre and Sofienberg day centre will vary. The parties to the contract can reach agreement on other times. If the opening hours are changed, the date of transport to and from can be changed accordingly. Both centres are closed on weekends, public holidays, Christmas Eve and New Year's Eve. Before the assignment, employees at the day centres will make the tenderer aware of the needs of each user so that the transport can be adapted to this. It can, for example, be whether the user uses a wheelchair, type of wheelchair, any need for stair climbers, a need to be followed to the entrance door etc. Tenderers will get lists from the day centres with an overview of each user, addresses, any changes to lists and other necessary information about users. There will be some waiting time for the collection, as users may not always be ready on time. The users who use the tender will vary, and for this reason there will be some variation in which addresses the drivers shall collect and deliver users from. Not all users are able to walk by their own help with the vehicles. It is therefore necessary that the users are picked up as close to the entrance door as possible. Some users also have dementia and must be followed to/from a vehicle and their own home.

Droplet Digital PCR to Østfold Hospital
The Section for Gene Technology at Østfold Hospital needs to procure a system for digital PCR based on droplet digital PCR partitioning (droplet digital PCR, ddPCR). This shall be used for analysing different biomarkers in connection with research projects. The academic community has experience with ddPCR from Bio-Rad and is not already aware of other providers of drop-based digital PCR systems. The need in question at Østfold Hospital depends on the use of drop-based technology, partly because of the requirements for: high sensitivity and precision reliable quantification of low frequency varieties compatibility with existing methods and work flow continuity in validated analyses and result comparable. The contracting authority will, via this notice, open to input from the market/alternative tenderers who believe they can deliver an equivalent ddPCR system as described. The procurement will include a ddPCR system, instrument dependent consumables and an option for a service contract. The deadline for submitting feedback to the Contracting Authority is 30.04.2026.
