Ausschreibungsbeschreibung
The regional project "Combating Illicit Financial Flows in Latin America - ImpactaIFF" aims to strengthen institutional capacities to combat illicit financial flows in Latin America. To this end, it has the Financial Action Task Force of Latin America (GAFILAT) as its main implementing partner. It should be noted that, as a regional project, it will involve stakeholders from Ecuador, Peru, and Mexico. The project"s objectives focus on three key areas: the agency"s institutional capacity, the technical capacity of specialists, and the sharing of best practices among countries. This has been framed within the "follow the money" approach of German development cooperation in the fight against illicit financial flows, combined with a gender perspective. This provides a holistic approach to combating illicit financial flows in the areas of prevention, financial investigation, and asset recovery. This project will coordinate with relevant stakeholders in Latin America by supporting regional organizations-such as the Financial Action Task Force of Latin America (GAFILAT)-in effectively fulfilling their mandate to combat illicit financial flows. It will also focus on working with relevant stakeholders in the areas of illicit financial flows in Ecuador, Mexico, and Peru, such as Financial Intelligence Units, the Superintendency of Banking and Insurance, and prosecutors" offices, among others. Finally, this project contributes to the implementation of the BMZ position paper "Perspectives on Latin America and the Caribbean" by strengthening institutions in the fight against money laundering and terrorist financing. It is also aligned with the BMZ"s sectoral strategy "Good Financial Governance," as it promotes transparency and integrity in the financial system. Finally, it promotes the international standards set forth by the United Nations Convention against Corruption (UNCAC) and the recommendations of the Financial Action Task Force (FATF).

81322610-Appui technique à la conservation de la biodiversité et au bien-être des populations en Côte d'Ivoire
GIZ is seeking to contract an international service provider to deliver "Technical support for bio-diversity conservation and the well-being of populations in Côte d'Ivoire". The contracting party will be in charge of achieving the following four major outputs : The service provider will be responsible for implementing output 1 in the Bossématié region. To improve regional planning and management of natural resources, it will support the establishment of a multi-stakeholder platform and provide technical assistance. To ensure the sustainability of the action, the platform will be managed by a local decentralized authority such as the Indénié-Djuablin region. The contracting party will also provide support for the Regional Council of Indénié-Djuablin in natural resource management planning. To achieve this, structuring activities, such as the participative preparation of a land-use plan (spatial plan with land use, monitoring of forest cover etc.), the operational development planning (aka "green planning") and the implementation of a geoportal, at regional and/or departmental level, will be focused. On a local level, the service provider will assist communities and local authorities in the process of implementing local agreements in areas bordering the Bossématié nature reserve. Local agreements will be a key element in the sustainable management of natural resources and the protection of biodiversity. Once they have been negotiated, action plans will be drawn up, which will provide a framework for all measures implemented with the support of the project, particularly in the areas of agriculture, biodiversity and reforestation. Regarding output 2 "Management of protected areas", the service provider will strengthen capacities of the conservation authority OIPR to improve their biomonitoring and surveillance systems, climate change adaptation, complaints management procedures and management of marine protected areas. Furthermore, local authorities, public institutions and private individuals will be supported in their efforts to preserve forests or Other Effective Area-based Conservation Measures (OECM). This includes the creation of voluntary nature reserves and ecological corridors between protected areas and other natural or semi-natural areas. While the activities in favour of the reinforcement of ecological connectivity are limited to the Bossématié region, assistance to OIPR will be provided in all project regions. The service provider will also implement output 3 "Agroecological innovations and agroforestry" in the Bossématié region. In order to establish agroecological production systems, it will first provide technical support to local communities in identifying and developing agroecological production sites. Thereafter, the service provider will design and implement an extensive program of awareness-raising and technical and organizational capacity-building to launch agroeco-logical production in these selected sites and to promote agroecological processing. Emphasis will be placed on the interests of women and women's cooperatives. The contracting party will also support the development of agroforestry in rural communities in the Bossématié area. By responding to the need for reforestation, agroforestry rehabilitation of riverbanks, income diversification, improved soil fertility and zero deforestation cocoa farming, this package will build the technical capacity of farmers and local service providers in terms of agroforestry innovations. Contributing to output 4, the service provider will strengthen the capacities of regional and national actors in terms of biodiversity protection. In collaboration with relevant state entities, it will provide specialised expertise to communities and forest or reserve managers to help them leverage biodiversity and climate finance mechanisms such as payments for ecosystem services (PES), carbon markets or the Green Climate Fund. To do so, the feasibility of PES projets is evaluated and technical guidance is provided to project owners throughout all stages of project development, up to the finalisation of financing agreements. Furthermore, the service provider will assist relevant state institutions to implement and monitor the NDCs in the AFOLU sector and to further operationnalize the existing agroforestry MRV system, including the dissemination of emission reduction results on the dedicated platform.

Provision of research and evaluation services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme
Creative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * Regular update meetings between the Creative Ireland team and the successful tenderer, approximately 4 meetings per year, will be scheduled throughout the life of the contract * Focus Groups with participants across all projects. These focus group may be made up of different disciplines, difference themes, geographical relevance etc. 5-6 different focus groups are anticipated. * One-to-One interviews with a broad cross section of stakeholders. This stakeholder group will be selected in collaboration with the Creative Ireland team, and it is anticipated that approximately 20-30 interviews will be undertaken. * Coordination with other Creative Ireland evaluations (e.g. Shared Island) to ensure that participants in projects are not being evaluated by multiple different sources

81318145-Supporting Ukraine with data and analytical work to align with Paris Agreement and EU Environment and Climate Change goals
The project has been commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). It supports Ukraine in implementing the Paris Agreement (PA) on climate change by enabling the country to transition to low-carbon development pathways and building a climate resilient future. In its 2021 updated Nationally Determined Contribution (NDC), the Ukrainian government set a target to reduce greenhouse gas emissions by 65% below 1990 levels by 2030 and become climate neutral by 2060. The project's focus is on two Ukrainian ministries, the Ministry of Environmental Protection and Natural Resources (MEPR) and the Ministry of Energy (MinEnergo), whose capacities are to be strengthened to plan, implement, and monitor the transformational change amid current political, economic, and social challenges. Data and analytical work are to be provided for evidence-based decision making and elaborating long-term low greenhouse gas emission development strategies (LTS) towards just transitions. Moreover, the project will support data-based sectoral CO2 reduction and pollutant reduction strategies for high emitting industries to demonstrate the economic benefits of investing in decarbonisation. One important aspect of Ukraine's post-war recovery plan is to make the Ukrainian (export) economy fit for the EU markets. In line with the European Green Deal policy initiatives, including the Carbon Border Adjustment Mechanism (CBAM), rapid decarbonisation is of great importance for Ukrainian companies that are highly energy intensive and have a large CO2 footprint of their products. It is also important for the country"s targeted political association and economic integration with the EU, to transpose important EU energy and climate policies, particularly, the Industrial Emissions Directive 2010/75/EU (IED), and the Emission Trading Directive 2003/87/EC. The German-Ukrainian Energy Partnership (EP) and its working groups provide a framework for discussions and high-level decision making. Against this background, the project comprises three outputs: Output I focuses on improving the climate governance capacities at MEPR. MEPR employees are capacitated to fulfil the monitoring and reporting requirements of the Enhanced Transparency Framework under the PA, quantify the effects of the country's mitigation policies, and participate actively in the UNFCCC (negotiation) processes. With a view on rising financing needs, the project supports MEPR to elaborate incentive instruments, such as co-financing modernisation in companies through carbon tax revenues. In Output II, the project provides the EP with analyses and impact assessments to ensure further evidence-based decision making and assess the environmental and socio-economic impact of decisions and setting realistic targets for the energy transition. The project also provides capacity development and continuous analytical support to align the current LTS with upcoming NDC updates (next is due in 2030) or adjustments in the context of Ukraine's green recovery after the Russian war of aggression. Besides, it supports effective coordination with line ministries and subordinated institutions and engagement with non-state stakeholders, in particular with the "Ukraine Climate Office". In Output III, the project supports the provision of data, models, and scenarios to demonstrate the economic benefits of investing in decarbonisation. Private sector companies in high emitting sectors such as iron, steel, cement, aluminium, or chemistry are engaged in the development of sectoral climate mitigation strategies and to facilitate the implementation of the IED.

10001623-Technical Assistance to implement gender-responsive solid waste management / circular economy and green public spaces in India
The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools.
Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details).
