Description of the scope of works Targeted technical advisory shall be provided, particularly in the upstream phases of infrastructure project development. This includes the design and deployment of tailored sectoral infrastructure packages that address project-specific needs in close collaboration with the responsible AUDA-NEPAD and GIZ technical teams. Infrastructure project preparation To be provided is early-stage project technical advisory to advance selected energy and non-energy projects with the aim of readying projects for full feasibility studies. For energy, the focus is on sustainable energy projects including (variable) renewable energy and transmission. For other sectors, the focus sub-sectors for these projects are ICT, industrialisation (e.g., industrial parks), transboundary water and/or transportation projects as selected by institutions responsible for regional corridor management (in the Central Corridor and North-South Corridor). Tasks include: - Conduct rapid assessments and document review, prepare project profile, readiness diagnostics and confirm that the projects are at a stage for further TA. - Define tailored SDM support packages for each project. - Develop SDM deployment workplans with milestones and roles. - Review enabling policy and regulatory frameworks - Conduct pre-feasibility assessments (technical, land, permitting, market review, commercial viability, financial modelling, etc.) - Supporting engagement with national institutions, regional economic communities (RECs), power pools, and utilities - Identify gaps in projects and propose early-stage interventions. - Undertaking technical studies, as required, e.g., technology selection assessment, grid integration and evacuation concept, preliminary energy yield and deliverability, constructability and CAPEX, and early permitting and land status. - Identify potential institutions that have an interest in the project(s) and align project preparation efforts with their requirements. These institutions should primarily be African or European actors To enhance the effectiveness, efficiency, and credibility of the SDM mechanism in advancing energy projects, an SDM-level review of the applicable processes will be conducted, for energy projects. Based on a sample of energy projects, the review includes: - Review the SDM energy project portfolio by development stage, technology types, geography, and SOPs - Assess project progression rates - Identify common points of delay, redesign, or attrition. - Assess alignment of SDM outputs with: DFI requirement, investor expectations, and regional and continental energy priorities. - Identify gaps affecting investor confidence and bankability: - Collate proposed updates/refinements to the SDM SOPs as proposed by these actors for implementation by AUDA-NEPAD. Market sounding and financing sector engagements Structured, targeted engagements between project sponsors and financing institutions - multilateral, bilateral, commercial, and development finance actors - shall be facilitated to improve alignment between early-stage project design and funder expectations, and to accelerate project bankability under AUDA-NEPAD"s SDM framework. Tasks include: - Developing a structured marketing sounding framework tailored to the AUDA-NEPAD SDM. - Segmenting financiers by mandate, geographic focus, and risk appetite. - Preparing targeted outreach lists and engagement protocols. - Organising structured market sounding sessions/ "deal rooms" (virtual or in-person). - Facilitating thematic panels, bilateral exchanges, and matchmaking sessions. - Coordinate a market sounding event to be held in Europe, working closely with the Africa-EU Energy Partnership (AEEP), AUDA-NEPAD and/or GIZ, as relevant. - Support project sponsors in preparing funder-aligned pitch decks. - Develop feedback templates to capture funder insights on project readiness, gaps, and interest. - Coordinate post-event follow-ups with interested financiers. - Develop guidance notes and toolkits for future SDM engagements. Capacity development Capacity development support on technical advisory for infrastructure projects is to be provided. Capacity development is targeted at technical advisors of AUDA-NEPAD, and CCTTFA/ SADC/ Member State representatives responsible for corridors development. Tasks include: - Conduct technical needs assessment and propose capacity building interventions for technical advisors and/or projects owners - Plan and conduct 2x capacity building measures (e.g. trainings, workshops) with the relevant Client and/or Member States. - Establish shadowing between AUDA-NEPAD"s SDM team and contractor"s STE for TA coaching and guidance - Formulate lessons learnt, best practices and principles throughout SDM ESP TA as a basis for strategic decision making and policy making by the Client. - Ad-hoc advisory on a variety of topics related to the project development as requested by the Client. - Contribute to the harmonisation of SDM process and guidelines. - Developing and delivering toolkits, guidelines, training materials and formats to encourage knowledge transfer - Supporting the digitalisation of the updated SOPs and their integration into the newly developed digital SDM platform. (The digital platform development is not a task but input will be required.)

Stage machinery Studioscenen
The tender contest is for the replacement of the upper stage machinery at Studioscenen at Dansens hus in Oslo, according to the Technical Specification. The current system is nearing the end of its lifetime. In addition, the system is limited in functionality, lacks positioning and load monitoring, and does not meet the current security requirements. Other targets for the upgrade include: * Several options/points for suspension. * Simple changes and shorter restructuring time between productions. * Better working environment. It shall not be necessary to use a lift to move hoists or suspension points. * Possibilities for movement during performances. The project consists of two parts: 1. Construction work consisting primarily of changes to the steel structure in the roof as well as moving building technical installations. 2. Engineering design, production and installation of the stage machinery. Each project part is a turnkey contract where the turnkey contractor has the full responsibility for engineering design, planning, production, installation, testing, training and documentation. This competition is for project part 2, delivery of the stage machinery. The planned solution is based on a system with traditional stage features with the addition of point stretches. There will be up to 16 stage covers, 2 side covers and 4 courts for a variable number of concentrated stretches. The pulley rods are to be carried by four steel wires or steel band. A steel construction dedicated to the stage machinery will be installed by another contractor. The existing HEA beams will be disassembled. Eight new beams will be assembled in the hall ́s longitudinal direction, placed so that four are used for stage stretches and four for concentrated stretches and/or other temporary equipment. The machinery will be located above the balcony on one side of the stage. A dividing wall will be set up to create an engine room and screen for sound between the winches and the stage. The entire system, including the pulleys and control system with security functions, shall be constructed in accordance with the norm NO-EN 17206 "Event technology, machinery for stages and other production areas, Safety requirements and inspections". The installation shall fulfil relevant EU directives, including directives for machines, low voltage and EMC. a review and assessment of the distribution of the Annex I habitat Molinia meadows on calcareous, peaty or clayey-silt-laden soils (Molinion caeruleae) [6410] (hereafter referred to as “Molinia Meadows”) and marsh fritillary (Euphydryas aurinia) within and around the Killarney National Park, Macgillycuddy's Reeks and Caragh River Catchment SAC (000365). This project incorporates an element of desk based review and research followed by field surveys. Landowner engagement will be required to gain access to land. Further engagement should be carried out with landowners who have the target habitat and/or species on their land, to ascertain whether they might be receptive to managing their land in a suitable way, through agri-environmental schemes.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. Review of postponement of double track against Hamar and learning across major investment projects
The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT.
