Procurement of a patient signalling system

Hospital Modular Room System (MRS) for NLSH
The New National Hospital (NLSH) project reg.nr. 500810-0410 in Iceland hereby invites interested tenderer's to participate in this invitation to tender (ITT) for The New National Hospital regarding the purchase of a hospital modular room system (MRS) for four areas in two of the new hospital buildings. The following project description, terms, and conditions of this tender process provide information on the project, the procurement process and the rules that apply in the execution of the procurement process. The Tenderer shall be the main manufacturer of the products requested (the modular room systems), but the use of subcontractor(s) by the Tenderer will be accepted in the implementation of the total systems if the subcontractor also fulfils the participation criteria where specified, and the subcontractor(s) is/are approved by NLSH. Please note that the tender process and the contract period will be governed by the international standard FIDIC Conditions of Contract Contract for Plant and Design-Build, specifically the 2nd Edition (2017, reprinted with amendments in 2022), along with the NLSH Particular Conditions of Contract. A contract will be made with one (1) supplier. A contract in writing with a successful Tenderer will be prepared by the Purchaser. Transfer of contractual rights and obligations to Landspitali from NLSH will take place upon handover of the building. This ITT is made by the Purchaser. New CT and ICU Extension - Connolly Hospital Blanchardstown
The new CT and ICU development at Connolly Hospital Blanchardstown forms an extension to the existing hospital and includes local renovations of the main hospital buildings where the new building connects to existing accommodation at ground and first floor level. The development is located on a constrained site which is enclosed on 3 sides by sensitive clinical accommodation including theatres, HDU, and Radiology. The hospital’s emergency department and blue light access route is located directly to the north of the site. Live hospital services must be maintained for the duration of construction. The development is comprised of 3 storeys as set out below: Ground Floor Level: The ground floor includes a new reception and waiting area for the hospital’s radiology department as well as administrative and support areas including offices, WCs and changing areas. The ground floor also includes a new CT scanner suite and associated control room and local plant space. The ground floor has a number of critical interfaces and tie-ins with existing buildings including the emergency department and existing radiology department. First Floor Level: The first floor of the proposed development provides a new ICU facility for the hospital which includes 4 no. segregated ICU patient rooms and 1 no. isolation suite as well as ancillary spaces and general support accommodation for staff and equipment. This floor will directly connect with the existing theatres and HDU by way of a high-level link which will require local reconfiguration of the Theatre and HDU departments and modification of existing building fabric similar to at ground floor level. Second Floor Level: The second floor contains an enclosed, dedicated plant room to serve the CT and ICU levels below. A new stair core and evacuation lift is proposed to serve all levels of the extension.

Cleaning services for the University Hospital of North Norway HF ́s ambulance stations.
The contracting authority for this competition is Sykehusinnkjøp HF, which is implementing the procurement on behalf of the University Hospital of North Norway Health Trust (UNN HF). The aim of the procurement is to enter into a service agreement with one or several tenderers for cleaning of good quality at UNN HF ́s ambulance stations, which shall keep the premises with further visually appealing and hygienically satisfactory. The estimated annual procurement value is NOK 1,800,000, per annum excluding VAT. The maximum value of the procurement is NOK 8,500,000, excluding VAT. The estimated values and volumes in the tender documents are not binding for the contracting authority and the customers are not obliged to procure a specific volume/number of services within the individual areas in the contract period. The procurement is divided into sub-contracts, which are in the competition provisions. Tenders can be submitted for one, several or all sub-contracts. The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. Throughout implementation, the contractor shall also provide cross-cutting knowledge exchange, monitoring, reporting, backstopping and coordination services.

Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA § 13-4 letter b. no. 2: The procurement concerns services that only a specific supplier can deliver, for technical reasons, as well as § 13-4 letter b. no. 3. A compact and flexible sequencing instrument shall be procured for use at the Department of Medical Genetics at the University of Oslo, affiliated with NorSeq – the national research infrastructure for sequencing. The instrument shall be used for quality control (QC) of sequencing libraries, small scale genome sequencing and verification sequencing, as well as included in the service offer to researchers with a need for low to moderate data amounts. The instrument shall be able to sequence a broad range of species and applications, as well as function as a QC tool for genome-scale sequencing instruments. To fulfil this purpose, the following required minimum requirements are set for the instrument: Support for a wide range of genomic applications, including 2×500 bp paired-end sequencing with high data quality sequencing capacity up to 30 Gb per run, with flexible adaptation of data quantity Sequencing time of maximum 24 hours for 2×300 bp set-up Flexibility in cycle numbers (minimum 100, 300, 600 and 1000 cycles) Use of ready-produced reagent cassettes and reagents that can be handled and stored at room temperature Support for index-first sequencing and fast generation of index reads for quality control and optimisation of sample pooling Full compatibility with Illumina libraries, so that the instrument can be used as a QC platform for existing large scale sequencing systems Delivery of sequence data with a minimum of Q30 quality at relevant read lengths. The requirements are determined based on the contracting authority ́s actual need for efficient operation, high data quality, quick execution and seamless integration with the existing infrastructure and work flow. Market assessment and alternative solutions The Contracting Authority has carried out a market survey (RFI) via Mercell/Doffin. Only one tenderer registered interest and documented fulfilment of all the minimum requirements. Furthermore, the contracting authority has assessed alternative technologies and suppliers based on the professional environment ́s knowledge of the market. These alternatives do not, however, fulfil the requirement, i.a. because they:do not support 2×300 bp paired-end sequencing of equivalent quality has significantly longer sequencing time than 24 hours for equivalent set-ups not compatible with Illumina libraries and therefore cannot be used for quality control of existing systemsnot offer the necessary flexibility in data capacity up to 30 Gb per running that does not support 'index-first' sequencing or rapid generation of read indexsUse of such alternative solutions will lead to significant disadvantages, including reduced data quality, inefficient use of resources, increased time spent and a lack of integration with existing infrastructure. This is seen as disproportionately against the objective of the procurement. Conclusion: Based on the set requirements and completed market surveys, the contracting authority has no real or reasonable alternatives in the market than MiSeq i100 Plus from Illumina. This is as far as the contracting authority is aware of the only system that fulfils all functionality, performance and compatibility requirements. The terms in PPR § 13-4 letter b no. 2 and are therefore considered fulfilled.
