Beaumont Hospital intends to enter into an agreement for the provision and support of Sacral Nerve Implants supplied by Medtronic. For clinical reasons, and in order to ensure optimum treatment outcomes on behalf of its patient cohort, Beaumont Hospital requires these Sacral Nerve Implants. Beaumont Hospital currently use the Medtronic system for sacral nerve stimulation (SNS) and have been offering this procedure to patients with overactive bladder syndrome (OAB) and voiding dysfunction for the last number of years. Beaumont Hospital Consultants are the only Urologists in Ireland offering this treatment modality to public patients, thus we receive referrals from all other Urology centres in The Republic of Ireland. It is a third line treatment, and has an efficacy rate of >85% in patients who have failed all other treatments for OAB. Previously Medtronic is the only company that have ever supplied devices for sacral nerve stimulation and because of this it is the system that Beaumont Clinicians have been trained on. Medtronic covers intraoperative programming when required. Beaumont Hospital are confident that Medtronic is the only company which offers sacral nerve stimulation that has a representative based in Ireland which ensures that support can be on site in a very short space of time. The permanent battery used in the Medtronic systems tends to last > 10years, which is an improvement on other systems that are rechargeable which can be a burden on patients. Patients tend to prefer a battery that needs to be replaced every 10 years vs ones that need to be charged on a regular basis. Consequently, in accordance with Article 32(2) (b) (ii) of Directive 2014/24/EU, competition is absent for technical reasons and the award of this contract to Medtronic without a competitive process is permitted by the procurement regulations. Beaumont Hospital undertake that no contract shall be awarded to Medtronic for the supply of these items until a period of fourteen days has elapsed, commencing on the day after the date of publication of this notice at European level.

Procurement of a patient signalling system
The aim of the procurement is to procure a patient signalling system for Bømlo hospital and health centre (BBH), and possibly seinars at Teiglandshagen (TLH). Initially, the new patient signalling system shall be installed on BBH and then at the current departments for short-term and long-term patients. This will be the main delivery. TMS machine for Ahus HF
A TMS machine shall be procured for Ahus HF. Transmagnestic stimulation (r-TMS, repetiv TMS) stimulates the brain via a pulsed magnetic field, which evokes a weak flow in brain tissue. Thus, the brain's activity and connections in the brain (neural network) are affected. Indication is mainly depression, but treatment has also shown promising results when it comes to treatment of OCD and chronic pain. TMS is a non-invasive form of treatment that does not require general anaesthesia or surgery. The treatment has few and mild side effects. Many patients who have not experienced sufficient improvement with traditional antidepressants or psychotherapy have had noticeable improvements with TMS. Treatment is given approx. 5 x a week for 4-6 weeks. This will depend on which protocol is chosen and more intensified protocols are being worked on, which shall shorten the processing time. A processing session takes between 3-25 minutes, again depending on the protocol used. Cooperation AKU and ALPA (Age).

Multi Disciplinary Design Team Services for the delivery of six (6) additional ICU bed spaces at Beaumont Hospital, Dublin.
Beaumont Hospital is the principal teaching hospital for the Royal College of Surgeons in Ireland and has an international reputation for excellence in patient care, medical education, innovation and research. In addition to providing a wide range of national and regional services, Beaumont Hospital delivers acute care to a population of over 500,000 people within its local catchment area and is host to Centres of Excellence in Neuroscience, Cancer and Renal Transplantation. The Board of Beaumont Hospital proposes to undertake a programme of works to provide additional Intensive Care Unit (ICU) bed capacity. The project will deliver six additional ICU bed spaces, together with the required ancillary accommodation, through the reconfiguration and refurbishment of existing hospital space. Collectively, these works will strengthen critical care resilience, enhance operational flexibility, and support the safe and sustainable delivery of acute services at Beaumont Hospital. Design Team Services shall be provided across all project stages for both the new six-bed ICU development and the DOSA and Staff facilities Relocation Works. It is proposed to reconfigure an existing area within the Beaumont Hospital campus, currently accommodating the DOSA and staff changing facilities, to deliver six additional ICU bed spaces with associated ancillary accommodation. The proposal utilises the existing floor plate and capitalises on the area’s close proximity to the current ICU, enabling a timely and cost-effective increase in critical care capacity while minimising disruption to ongoing hospital operations. To facilitate the delivery of the new ICU accommodation, an advance enabling works package will be required to be completed. This enabling package will provide alternative accommodation for the existing Day of Surgery Admission DOSA and staff changing facilities, which must be relocated to accommodate the new ICU unit. In the first instance, a feasibility study shall be undertaken as part of the Design Team Services to identify the most appropriate alternative accommodation within the hospital campus for the relocated DOSA offices and staff changing facilities. This study may include the development of up to three (3) alternative layout options for consideration and approval by the Client. The net floor area of the existing DOSA and Staff Changing Facilities is approximately. 340m2.

Upgrading of the NorStøy software.
The Norwegian Public Roads Administration and other site owners are facing a new statutory noise mapping that shall be carried out and reported by summer 2027 in accordance with the pollution regulations and the EU Noise Directive. This involves a fixed and unalterable deadline for completion of calculations, quality assurance and reporting. A VU measure was previously proposed for the period 2025-2030 to manage the challenges connected to noise mapping and digitalisation of the processes. This proposal was not prioritised. The need for a new system and modernisation, however, consists, and based on this, the work on a new system and the accompanying process improvements must be carried out as a measure in the line. The relevant delivery concerns specialist competence in noise modelling and the product Norstøy. Due to technical debt in central parts of the system, it is necessary to upgrade to a newer version of the platform/framework, as well as a user interface, with requirements for minimal functional changes. Sintef has developed the system originally and has in-depth competence within noise modelling, system architecture, code base and technical dependencies. Other tenderers do not have an equivalent combination of specialist competence and prior knowledge of the system. Missing system comprehension will result in significant entry work, increased risk of errors and a potential need for comprehensive reimplementation, which is not compatible with the requirement for minimal changes and controlled migration. The source code is owned and maintained by the Norwegian Public Roads Administration. Sintef has prepared the noise-related algorithms used in NorCalc and therefore has a unique understanding of the existing structure and historical design choices. to ensure correct migration, reduced technical risk and limited test scope. Other technical consultants in this field only have competence connected to the use of the algorithms and not the preparation of them. The project will use other internal resources and external consultants for most of the other assignments that do not require specialist competence in noise modelling. The tenderer in question is only used for this specific service, justified by the special professional and technical competence connected to NorCalc. Based on the above, the terms for exemptions from the procurement regulations are assessed as fulfilled, as competition is not deemed really possible as a result of the absence of alternative tenderers with the necessary specialised competence and system knowledge to carry out the assignment within proper limits for quality, risk and cost efficiency.

The competition is for assignments for the preparation of a feasibility study (phase 1) and a preliminary project (phase 2) for the new health centre. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage. Political treatment is included in the transition between phase 1 and phase 2. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the purchase of consultancy services/architect services where the contracting authority has been cut off from affecting climate and environmental impact, as requirements and criteria targeting these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7, and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionately, because there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4).

Division of water sources in accordance with the Water Regulations
Completion of the division into water bodies in coastal water in accordance with new typology, and review and correction of errors in the division into fresh water sources. The Norwegian Environment Agency intends to expand the contract with Marbio AS 10 July 2024 for an updated division of water sources in coastal water in the Water Network. The division shall be based on new typology for coastal water and the existing division into the Water Network. The contract was signed after the project was announced in 2024 and Marbio AS was the only tenderer. A new tender contest will not be held because updating of the water resources division in coastal water has been far more time consuming than initially anticipated, and as the supplier has developed a method of execution of high professional quality and that provides an equivalent framework for division across water regions. It is crucial to have the same professional basis for division across regions, continuity of the work shall therefore form the basis for the assignment. The work has been almost completed, with only a few remaining water regions. A review and correction of errors must also be carried out in the division into fresh water instances. This work has started on the supplier for the northern part of the country and the supplier has seen that there are also several errors and shortcomings in the rest of the country that must be corrected. For the Norwegian Environment Agency it is important that the work in both fresh water and coastal areas is carried out in accordance with the same template and on the same terms throughout the entire country. This is best ensured by the tenderer continuing and finalising the started work.
