The project aims to increase children’s access to high-quality early childhood care and education in pre-primary institutions, as well as to improve learning conditions for students in primary and secondary (general and vocational) schools. The primary school in City Kvart has been conceived as a contemporary educational facility, designed in accordance with principles of openness, flexibility, and strong integration with the local community. The design focuses on creating a stimulating environment that supports children’s learning and everyday activities, while also enabling a gradual transformation of the traditional model of primary education. The building is situated in the central zone of the upper part of the urban plot, within an urban fabric that allows for easy connectivity with the wider neighbourhood. The architectural concept is based on a modular and dynamic spatial organization, allowing for clear functional zoning while maintaining flexibility in the use of space. The school is designed as a freestanding structure consisting of a basement, ground floor, and two upper floors. Its central placement on the site ensures optimal orientation, accessibility, and functional efficiency from all directions. The FET College Major Capital Programme (FCMCP) is the primary focus of the Framework and Competition. It is anticipated that services drawn down from the Framework will, primarily, relate to the FET College Major Capital Programme, allowing for the provision of services from an Integrated Design Team (the IDT) with respect to the twelve (12) projects under the FET College Major Capital Programme (FCMCP). The provision of services, as required on an individual and ad-hoc basis by a Contracting Authority, which are ancillary or related to the delivery of one of the twelve (12) projects under the FCMCP (the Related Services). The Framework Owner and Framework Users may also make appointments within the remit of the Framework to support their own mandate outside of the current FCMCP. This will allow for the following: technical, design, delivery, consultancy and advisory services (the Supplementary Services) and the provision of services from an IDT with respect of Capital Project Delivery of buildings and facilities of a similar scale than those currently described as part of the FCMCP. The FCMCP involves the development of purpose-designed Further Education and Training facilities (buildings) in 12 of the 16 Education and Training Board (ETB) areas throughout the country. The FET College Major Capital Programme (FCMCP) is a major, multi-year investment initiative designed to modernise and transform the Further Education and Training (FET) sector. The programme, as part of a new operational model for FET, aims to shift towards a portfolio of consolidated, high-quality, and sustainable FET Colleges that will support an inclusive and inspiring learning environment using sustainable design and construction approaches. Establishment of a Multi Party Framework Agreement for the Provision of Urban Design & Infrastructure Planning (UDIP)
The LDA has recently established a Land Activation Team (LAT) within the wider LDA Property Function. The role of the LAT is to support the unlocking and enablement of large, complex regeneration and/or urban expansion sites. The LDA will seek to conduct extensive due diligence, feasibility analysis, capacity testing, and preparation of appropriate plans (Framework Plans, Masterplans, detailed planning schemes etc.) on these sites together with the provision of infrastructure planning, phasing and delivery and economic modelling. Delivery of new high-quality communities and places to live, work and play with an emphasis on high quality urban design and placemaking will be a central consideration. Equally, ensuring financial sustainability, viability and deliverability will be critical considerations in all schemes. The first award of the new established Framework will be for the Lands owned by the LDA at Lissenhall, Swords, Co. Dublin. The LDA proposes to appoint a multidisciplinary, urban‑design‑led consultancy team to prepare a comprehensive baseline assessment, preliminary capacity/framework plan and a detailed Masterplan and Infrastructure Delivery Framework for approximately 96 hectares of land at Lissenhall, Swords, Co. Dublin. The overall aim will be to produce a deliverable, infrastructure‑led Masterplan and statutory‑grade Infrastructure Delivery Plan that supports large‑scale, mixed‑use and/or residential development, integrated infrastructure provision, sustainability outcomes, and long‑term stewardship with the identification of a potential Phase 1 development area. NL-Petten: The supply and installation of air handling units, replacing the existing ones in buildings 308 and 309.
The European Commission's Joint Research Centre (JRC) in Petten intends to replace the existing Air Handling Units (AHUs) and associated HVAC infrastructure located in buildings 308 and 309. The current ventilation systems are obsolete and have reached the end of their operational lifespan. Furthermore, preliminary technical assessments have indicated that the existing air renewal capacity is insufficient to maintain optimal indoor air quality for the occupants. To ensure a healthy, safe, and productive working environment, this procurement aims to upgrade the facilities. The primary objective is to improve indoor air quality, while simultaneously improving the overall energy efficiency of the buildings. The scope of this contract encompasses the supply, installation, and comprehensive commissioning of the new air handling systems and related infrastructure to provide a fully functional delivery. This includes the safe removal and disposal of the existing AHUs, roof support frames, humidification systems, and redundant cabling or piping, ensuring continuous operation of the buildings during the transition. The technical project involves replacing the units with new, highly energy-efficient equipment featuring heat recovery systems. Additionally, the contract covers the complete adaptation of the hydraulic system to operate under a new, lower-temperature regime, the installation of humidification systems, installing structural supports on the roofs, and the execution of all necessary electrical works. Finally, it requires the full integration of the new instrumentation and controls with the existing Siemens Building Management System (BMS), alongside essential auxiliary tasks such as ductwork cleaning.

The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. Throughout implementation, the contractor shall also provide cross-cutting knowledge exchange, monitoring, reporting, backstopping and coordination services.

Tenders are sought for the Supply, Delivery and Installation of a Transmission Electron Microscopy (TEM) Suite, to Tyndall National Institute, University College Cork (UCC) comprising three complementary instruments: 1. One (1) Aberration-corrected and monochromated TEM 2. One (1) 200 kV high-throughput TEM 3. One (1) Focused Ion Beam–Scanning Electron Microscope (FIB-SEM) This procurement will establish a nationally significant microscopy capability for Ireland, strengthening Tyndall’s leadership in semiconductor, photonic, and quantum materials research and supporting long-term collaboration with academic and industrial stakeholders. The TEM Suite will deliver sustained scientific, technological, and economic impact through enhanced analytical capability, research excellence, and innovation at the nanoscale. This investment will expand and modernise Tyndall’s capability in advanced materials and device characterisation to meet the requirements of its national and international research programmes, including activities under the EU Chips Act and strategic collaborations with academic and industrial partners. The TEM Suite will form a key component of the new Tyndall laboratory facilities currently under development and will support Tyndall’s mission to provide world-leading infrastructure for semiconductor, photonic, and quantum technologies. The Aberration-corrected and monochromated TEM will represent the highest-performance instrument within the suite. It must deliver sub-ångström imaging resolution and high-energy-resolution spectroscopy, providing the capability to study interfaces, defects, and nanostructures at the atomic scale. The system must support advanced analytical and imaging modes, including low-dose operation for beam-sensitive materials, Lorentz and 4D-STEM imaging, and in-situ experimentation (electrical, thermal, and environmental). Automated alignment, optical stability, and full integration with advanced camera, detector, and control software are essential to ensure repeatable and high-quality data generation across multiple users. The 200 kV high-throughput TEM capable of atomic resolution imaging will provide a complementary, multi-user analytical capability to support daily research operations and routine analysis. It must combine high brightness and excellent spatial resolution with rapid operational stability, user-friendly alignment, and automated workflow functionality. This instrument will be optimised for versatility and efficiency, ensuring broad accessibility for internal and collaborative research, training, and industry engagement activities. The FIB-SEM will enable site-specific sample preparation, 3D structural analysis, and nanoscale milling to support both TEM systems. It must achieve high-resolution imaging and precision ion-beam milling for lamella production and cross-sectional analysis. Integration with the TEM workflows is required to ensure seamless specimen transfer and preparation from wafer-scale structures to atomic-scale analysis. This tender is being issued as a single integrated suite rather than as separate tools to ensure technical, operational, and economic coherence across all instruments. Procuring the TEMs and FIB-SEM from a single manufacturer will enable a shared control software platform, providing a consistent user interface and operational framework across the suite. This is important in Tyndall’s multi-user research and training environment, for staff, postgraduate students, and industry partners, as it simplifies training, improves safety, and promotes efficient use of laboratory time. A unified suite will also allow for the interchange of sample holders and accessories, enabling seamless workflow integration from sample preparation to atomic-scale imaging. A single-supplier arrangement provides additional benefits including simplified warranty and maintenance agreements, harmonised service schedules, and a single point of technical contact.
