MOST FOOTBRIDGE: New connection of the city, landscape and the lake
The subject of the competition is a design for a new pedestrian and cycle bridge that will overcome the historically formed barrier between the town of Most and the new landscape of Lake Most, created by the convergence of road infrastructure, railway and tram lines, and the modified riverbed of the Bílina river. The aim is not only to physically connect the two parts of the city, but also to symbolically and mentally reunite them. The footbridge is set to become a key element of a new urban axis connecting the city centre, the museum, the recreational area around the lake and the site near the relocated Church of the Assumption of the Virgin Mary; at the same time, it will become a significant architectural landmark and a new gateway to the city when approaching from Litvínov. The competition brief also includes a proposal for the surrounding public spaces in front of the footbridge. On the town side, a new Museum Park is to be created – a dignified forecourt for the museum which, in synergy with cultural institutions and memorial sites, will form a high-quality urban space with significant landscape, recreational and social value. On the lake side, competition entries are to propose a landscape connection and pedestrian and cycle links between the footbridge and Lake Most, and to design a clear and attractive entry point to this area. The site is divided into sections. The subject of the subsequent tender is the complete project documentation of the footbridge itself, including the approach areas, and the new Museum Park. At a conceptual level, the competition entries should explore the possibility of creating a wider linear park connecting the Museum and also the State District Archives, as well as a concept for a landscape connection towards Lake Most. The aim is to create a coherent, clear and long-term sustainable framework for the gradual transformation of this key area. The aim of the competition is to treat the site as a single entity and to select a single multidisciplinary team to design both the footbridge and the park. However, where justified, the jury may decide to select two separate winners, which may lead to two subsequent separate Negotiated procedures without prior publication (JRBU) for the footbridge and the park.

Causeway Coast and Glens Borough Council seeks to appoint suitably qualified organisation(s) / individual(s) to develop opportunities to raise awareness within the LGBTQIA+ community of the support and services available within the Borough and to ensure that these support systems are viewed as being accessible. The programme will ensure that a platform is given to the LGBTQIA+ community to ensure that their voices can be articulated and heard. The project aims to support the education of the wider Borough about the valuable contribution the LGBTQIA+ community has made and continues to make within the Borough. The tender response must address the following key issues: • Intolerance. • Lack of awareness. • Challenges and Obstacles faced by the LGBTQIA+ Community. • The history of the LGBTQIA+ Community. • The perception of who is part of the LGBTQIA+ Community. • Challenging the level of intolerance towards the LGBTQIA+ Community. • Encourage the wider community to learn for themselves, drawing their own conclusions and remembering that the wellbeing of all can be influenced by acting on some of our views. • Promoting and supporting visibility and inclusion. Outputs • Increased levels of tolerance throughout and between the communities. • Increased levels of knowledge and information shared in relation to the LGBTQIA+ community. • Increased levels of awareness about the issues facing the LGBTQIA+ community. • Increase in confidence within the LGBTQIA+ community. • Opportunity to connect LGBTQIA+ members through a more localised network. Programme Activities • Stage 1: Recruit 245 participants to the programme (Approx 35 from each DEA area). • Stage 2: Co design a programme with the 245 participants which helps support both younger people and especially older people and young people from a rural background who need to access the support services of LGBTQIA community. The programme needs to tackle both isolation and vulnerability, whilst increasing visibility from the community. • Stage 3 An exhibition and talks which explores the opportunity to look the wide range of people in the legacy CCGBC area, who hailed from the LGBTQIA+ community who have contributed to our society (this could manifest in an exhibition or publication). • Stage 4: Deliver 7 Public Talks/discussions/Panels to explore the lived experience of local people in the area, as a way of increasing awareness, but encouraging the public to look at their practices, attitudes, how they could make improvements or support systems. This could provide an opportunity for the public to look at education, awareness raising and an event to consider the aspect of compassion as a key principle from which to operate from. This will require a tight structure, experience facilitators and support services (befriending and/ or counselling). • Stage 5: Delivery of a special event to showcase the LGBTQIA+ community and build relationships within the community. Additional guidance to be taken around the correct and planned delivery of PRIDE event that has been consulted on, planned for, and delivered in an atmosphere of acceptance (perhaps look at the Enniskillen example). This programme will bring both indigenous and newcomer communities together to share in each other’s cultures, to educate one another about their traditions and to understand the important role each culture has in creating a thriving economy and a socially diverse community that supports the positive development of the Borough. The tender response must address the following key issues: • Lack of understanding and cohesion between both between both local (indigenous) and newcomer (BME – Black and Minority Ethnic) communities and the importance of sharing cultural expressions. • Poor relationships between both local (indigenous) and newcomer (BME) communities. • Increased division and fear amongst both communities. • Difficulty in integrating and participation in local life for newcomer (BME) communities. • Support participants in being able to understand and share in each other’s culture. • Challenge and support greater understanding around contested views and opinions. • Raise awareness around the issues and misinformation which is preventing local people and newcomer communities from engaging with each other. • People feeling unable to share information about their culture and heritage. • Lack of confidence within newcomer (BME) communities in being able to share their knowledge and learning. Dublin City Council is establishing a single operator framework agreement for the supply and delivery of sub compact and compact sweepers, as well as winter maintenance vehicles, to meet current and emerging operational needs associated with cycle lane cleaning and winter road maintenance across the Council’s administrative area. The framework will operate for a period of four years from the date of award, with an indicative total value of €2.5 million (ex VAT) across all lots. The initial phase value is €800,000 in the first year, with options to extend or issue further allocations as funding becomes available. This value is provided strictly for indicative purposes and does not represent a commitment to purchase any specific quantity or to exhaust the full amount. Actual drawdown will depend on operational requirements, available funding and performance of the awarded suppliers. The tender is divided into three lots to reflect both operational needs and environmental priorities. Lot 1 covers diesel sub compact sweepers, with approximately up to four (4) units expected to be procured and provision for future expansion. Lot 2 covers electric compact sweepers, with between two (2) and six (6) units expected to be procured and provision for future expansion. Lot 3 covers diesel winter maintenance sub compact vehicles, with between two (2) and four (4) units expected to be procured and provision for future expansion. For Lot 1 and Lot 3, the maximum permitted vehicle width is 1100 mm, while for Lot 2 the maximum permitted width is 1200 mm. Vehicles proposed under Lot 3 must be capable of winter treatment functions such as salt spreading on narrow cycle lanes and restricted routes. They must also be adaptable to a brine system in the future, as the methodology for winter road treatment is currently under review. An adjustable salt spreading width, ideally ranging from 1.1 metres to 4 metres, is required. Contractual requirements include a minimum one year full warranty from the vehicle or sweeper manufacturer. The framework does not include the supply of non warranty spare parts or diagnostics. Tenderers must deliver the vehicles within 22 weeks from contract award, with up to two additional weeks allowed for on site operator training where required. All vehicles will have to be delivered to Dublin City Council’s North City Operations Depot (NCOD), St. Margaret’s Road, Ballymun, Dublin 11. Evaluation will include provisional scoring at the evaluation meeting, followed by an on-site trial and inspection of the highest-ranked tenderer to verify compliance. Scores may be adjusted if specifications are not met, and inspections will continue in rank order until complete. Once final evaluations are confirmed, letters will issue, and after the standstill period, the contract may be awarded. The inspection process is integral to the overall evaluation. Mid and East Antrim Borough Council will lead the delivery of a PEACEPLUS Local Community Action Plan for the Borough to promote positive relations between people from different backgrounds and communities. The PEACEPLUS Local Community Action Plan will support a number of programmes or initiatives across three key themes, Local Community Regeneration and Transformation, Thriving and Peaceful Communities and Celebrating Cultures and Diversity. The Client invites tenders to provide the service for an ICT for RIBA stages 1-6 to help deliver 12 capital projects within the Mid and East Antrim Borough Council Local Community Action Plan. The project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The project is for the provision of an Integrated Consultancy Team (ICT) who must work with the Capital Works Manager, Capital Works Team or their designate to ensure all duties required under this appointment are being carried out to the satisfaction of the Employer. The project shall be responsible for the design and project management of the 12 projects as part of the Council's PeacePlus funding. The project will be from RIBA stages 1-6, including a feasibility study of the 12 projects submitted as an expression of interest to Peaceplus. These comprise 3 larger projects which have a maximum spend of £200,000 and 10 smaller projects which have a maximum spend of £30,000. The ICT is to attend each project and provide costs associated with it and comment if the works proposed in the group's expression of interest are feasible for the budgets set by SEUPB. Creative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * Regular update meetings between the Creative Ireland team and the successful tenderer, approximately 4 meetings per year, will be scheduled throughout the life of the contract * Focus Groups with participants across all projects. These focus group may be made up of different disciplines, difference themes, geographical relevance etc. 5-6 different focus groups are anticipated. * One-to-One interviews with a broad cross section of stakeholders. This stakeholder group will be selected in collaboration with the Creative Ireland team, and it is anticipated that approximately 20-30 interviews will be undertaken. * Coordination with other Creative Ireland evaluations (e.g. Shared Island) to ensure that participants in projects are not being evaluated by multiple different sources
