Mid and East Antrim Borough Council will lead the delivery of a PEACEPLUS Local Community Action Plan for the Borough to promote positive relations between people from different backgrounds and communities. The PEACEPLUS Local Community Action Plan will support a number of programmes or initiatives across three key themes, Local Community Regeneration and Transformation, Thriving and Peaceful Communities and Celebrating Cultures and Diversity. The Client invites tenders to provide the service for an ICT for RIBA stages 1-6 to help deliver 12 capital projects within the Mid and East Antrim Borough Council Local Community Action Plan. The project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The project is for the provision of an Integrated Consultancy Team (ICT) who must work with the Capital Works Manager, Capital Works Team or their designate to ensure all duties required under this appointment are being carried out to the satisfaction of the Employer. The project shall be responsible for the design and project management of the 12 projects as part of the Council's PeacePlus funding. The project will be from RIBA stages 1-6, including a feasibility study of the 12 projects submitted as an expression of interest to Peaceplus. These comprise 3 larger projects which have a maximum spend of £200,000 and 10 smaller projects which have a maximum spend of £30,000. The ICT is to attend each project and provide costs associated with it and comment if the works proposed in the group's expression of interest are feasible for the budgets set by SEUPB. Following a gateway approval stage from council / SEUPB the ICT will develop designs for each project, submit and achieve statutory approvals and issue tender documents for the successful projects. ICT will assume 12 projects will be successful to the construction stage.

The main goal of this procurement procedure is to establish multiple framework contracts enabling an efficient provision of services for GIS/GEOINT and IMINT consultancy under Time and Means conditions. The intended minimum number of contractors under this FWCs shall be three (3) and maximum five (5). The framework contracts resulting from this tender will be a source of services for the following areas (not exhaustively listed) Geographic Information Systems GIS consultancy shall be understood as professional expertise in mapping & modelling geospatial data into layers of information and visualize it using maps and GIS web applications. The aim of the procurement is to strengthen the Norwegian Food Safety Authority’s development department with a content designer with CMS competency. The designer will join a support team who work with content design and development of the Norwegian Food Safety Authority's digital services, including the entity's website. The procurement shall cover the need for competency and increased capacity within development, structuring and management of user orientated content in the Norwegian Food Safety Authoritys digital systems. The company does not currently have sufficient internal resources to fully fulfill this need. The team works multi-disciplinary and flexible, and works closely with development teams, professional environments, communication department, information security, architecture and other IT-ressurser. The team have a facilitation role for several teams in the organisation, and contribute with competence, structure and consulting within content design, content structure and publication systems. The contract will be valid until the end of 2026, with an option for an extension for a further 1 year, 6 months at a time. The contractor will focus on generating accurate, evidence-based information to support water governance, equitable allocation, and dispute management. The assignment will begin with a comprehensive review of existing hydrological, meteorological, and water use data, including flow records, water abstraction data, infrastructure operations and climate variability patterns. WARMA will supply water flow data. This will be complemented by field data collection and stakeholder consultations to fill information gaps and capture local water-use dynamics across agriculture, hydropower, mining, fisheries, domestic supply, and ecological systems. Besides providing a team of long-term and short-term experts, the Contractor shall facilitate the procurement of services by third parties where necessary. Close coordination and consultation with the GIZ project team in Zambia will be required. This will contribute to achieving output indicator 3.1 of AWARE 2.0 to carry out Water Deficit and Availability Assessments in the Lower Kafue Sub-catchment, including documentation of the methodology, and stakeholder inclusion used for each of the different assessments, classified into micro/community, meso/Local authority and macro/commercial scale. Based on this classification, the consultant will recommend appropriate and cost-effective approaches for each water dispute area. For instance, at micro/community level transparent visualiation of scientific data, knowledge and experience may be crucial to resolve disputes while at macro scale scientific data is necessary to facilitate dialogue. This means that the consultant will engage different assessment methodologies, based on the above classification, at every water dispute area. The contractor will further carry out quantitative assessments of water demand versus availability, model scenarios of water deficits under different climatic and usage conditions, and map 10 critical hotspots of water stress. Based on these findings, the contractor will develop decision-support tools and recommendations that strengthen the capacity of existing community-based water resources governance structures to allocate water resources equitably, anticipate shortages, and mediate disputes. The scope also includes the organization of stakeholder workshops to validate results, and capacity-building sessions to ensure uptake by the Water Resources Management Authority (WARMA) and decentralized institutions and organizations. Specific tasks include: a) Establishing a concise operational plan and shared understanding of the consultancy"s scope, approach, and expected outcomes for assessing water deficit and availability in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. b) Validating the identified 10 water resources dispute areas in the Lower Kafue Sub Catchment. c) With active community participation, systematically gather, compile, and validate all relevant hydrological, climatic, socio-economic, ecological, and institutional data necessary for assessing water deficit and availability in the 10 critical water disputes selected areas of the Lower Kafue Sub-Catchment. d) Conducting a pragmatic and comprehensive evaluation of water resources by quantifying both water availability and demand across competing sectors, and determining the extent, drivers, and patterns of water deficit in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. e) Validating and harmonizing the water allocation framework with the results of the water assessment in task 3 and contribute data in the development of water dispute resolution mechanism that ensures equitable, transparent, and sustainable management of water resources in the 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. f) Strengthening capacities for assessing, understanding and solving water dispute at different scales such as Micro/community, Meso/Local authority and Macro/Commercial level for sustainable water resources management in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment, while ensuring long-term retention and application of the knowledge generated through the consultancy. g) Synthesizing, packaging, and communicating the key findings of the water deficit and availability assessment in the 10 selected critical water dispute areas of the Lower Kafue Sub-Catchment based on Micro/community, Meso/Local authority and Macro/Commercial level. The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from Zambia within subcontracting or joint venture arrangements is permitted and desirable. The overall duration of the Contract shall be 16 months.

Auftragsänderung 1: 81307506-Set-up and management of an Expert Platform for Ukraine's EU alignment in the Rule of Law, with focus on chapters 23 and 24 of the acquis communautaire
The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.
