Gloppen municipality shall enter into a framework agreement for the delivery of pipe species with accompanying materials. The contracting authority will enter into a contract with up to two tenderers. If a contract is signed with two tenderers, the assignment will be awarded in accordance with the following prioritising: The tenderer ranked as number one, shall be contacted first if delivery is required. If the tenderer cannot submit a deadline set by the contracting authority, assignments can be added to tenderers ranked second. Avtala comprises plumbing speciestar and materials for maintenance, improvements and minor construction work on all types of municipal buildings and sites. Avtala comprises executing pipe species residue. Service agreements are not included, but can be included when/if the noværande contracts are terminated or expired.

We would like to use the procurement to enter into a framework agreement with a tenderer. The objective of the agreement is to cover the contracting authority ́s need for pipes and pipe parts within water and sewage and HVAC and sanitation. The tenderer shall be a full assortment wholesaler of pipes and pipe fittings for use within water and sewage and HVAC and sanitation, in accordance with the requirement specifications. Comments on the contract: Plastic manholes and fittings for manholes are a part of the agreement. The contracting authority can bypass the contract with the procurement of concrete manholes. The customer can bypass the contract for major project deliveries. This is when the products pipes and pipe parts make up a minimum of NOK 300,000, excluding VAT. The customer can bypass the contract with special orders, i.e. orders that are made, adapted or ordered according to the customer ́s specific wishes or needs. The Customer can leave the contract if the tenderer cannot deliver within maximum delivery times in accordance with the requirement specifications. Delivery deviations from the tenderer can be regulated in accordance with the contract. The contracting authority can bypass the contract for the procurement of an entire pumping stations/pressure boosting station. The Customer can leave the contract outside the contract where pipes and pipe fittings are only a part of the assignment where other service providers are responsible for the execution. E.g. excavation assignments, plumbing assignments, procurement of fire hydrant, establishment of emergency power generators for pressure increase stations/pumping stations etc. The customer can leave the contract in critical situations where the customer cannot wait for parts if the tenderer does not have them at local stores/times of crisis.

The contracting authority ́s objective with this procurement is to enter into a framework agreement with one tenderer for the delivery of various stage technical equipment. Equipment included in the agreement can be suspension pipes for technical equipment, pipe-grid, assembly rails, truss, cable drum system, cable guide system, module based stage system and textiles and carpet rails. The framework agreement shall cover fixed inspections of electrical installations, emergency lights and fire alarm systems. The procurement is divided into sub-contracts that are listed below. Sub-contracts 1 - 3 are divided in accordance with buildings. Sub-contract 4 applies for electrician services that are not included in sub-contracts 1 - 3. Which buildings are included in sub-contracts 1 - 3 can be seen under point 4.11, as well as annex 1. The size of the assignments within the above mentioned discipline can vary in extent. The work assignments can be for a short or long time. There can be individual assignments or several connected assignments. There will, however, also be the delivery of some material, as in many cases it will be appropriate that the tenderer has the material necessary for the execution of the assignment in question. Although the procurement comprises some material, emphasis is put on the fact that this contract does not give any exclusiveness on the delivery of such material, and that the Contracting Authority is not otherwise obliged to procure materials from the service provider. The contracting authority reserves the right not to use the framework agreement supplier for major work on construction projects and/or special assignments if the contract supplier is unable to meet the contracting authority ́s needs. As major work, individual assignments with a cost framework will be seen as NOK 100,000 excluding VAT and in the case where the total assignment includes several sub-contracts. Evje and Hornnes municipalities reserve the right to use special competence on some deliveries if this has clear advantages. The contracting authority ́s self-management work will take precedence over external suppliers. Troms County (henceforth referred to as the contracting authority) shall enter into a new framework agreement for painting and covering services and associated equipment. Material will also be considered for assignments that the contracting authority shall use for its own activities and shall also be included in the contract. The documents are attached to this market dialogue. Emphasis is put on the fact that tenderers shall not fill in the attached tender documents, but give feedback on the questions included in the document "Information on RFI - Framework agreement on painting and covering services" under point 3.Deadline for feedback is 30 April 2026 at 12.00. At the expiry of the hearing deadline, the contracting authority will review received input. The contract will then assess which input could be appropriate to include in the final documents. The Contracting Authority is not obliged to comply with the input, and emphasises that the attached documents are to be seen as provisional drafts. Any questions or needs for an extended deadline shall be sent to the contracting authority via Mercell. Tenderers who register their interest can be contacted by the contracting authority in the preparation phase if there is a need for further clarification. The contracting authority will not reimburse costs incurred for the participation of the hearing.
