This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. At present, more than 24,000 employees are supporting around 2,000 projects in around 120 countries in Africa, Asia, Latin America and Europe from the head offices in Bonn and Eschborn and from more than 80 GIZ country offices in the partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The DSC focuses on the configuration of end-to-end monitoring solutions along the data lifecycle, including data integration from primary and secondary sources, data management, quality assurance, and reporting structures. Fiosrú requires a modern platform that not only supports the management of cases but also strengthens the organisation's ability to meet its strategic priorities of dealing with complaints in a timely, efficient and effective manner as well as promoting confidence in the process for resolving complaints and in investigations. The procurement of a new CMS is a foundational part of Fiosrú’s Digital Roadmap whereby it is intended that digital and data systems will be used to drive secure, efficient and innovative delivery with the goal of being digital by default. The CMS will serve as the main platform for the Complaints and Investigations Directorate which currently comprises of circa 100 staff. However, other business units which form part of the Administration Directorate such as the Statutory Review Unit, the Legal Services Unit and the Data Protection Unit will also access and use the CMS and will require separate and distinct workflows. Fiosrú has adopted a hybrid working model with the majority of staff based in Dublin with offices also in Cork and Longford. Framework agreement for Microsoft/Adobe licenses, license management and cloud services
Background The Agency for Building Quality (DiBK) shall procure a new framework agreement for the purpose of establishing a more centralised and standardised licence management, as well as strengthened compliance reporting for Microsoft and Adobe licences, including accompanying cloud services. The need is driven by the desire for better control throughout the entire licence life cycle, reduced risk of licence deviations and increased compliance with the current licence terms. Furthermore, the procurement shall contribute to a better overview of actual use, licence coverage and cost development, as well as strengthened documentation and traceability with internal and external audits. DiBK needs licence management and reporting to be based on relevant and updated source systems and that the system supports automated processes connected to onboarding and offboarding, ordering, changes and completions. This shall ensure that the basis for awarding and recalling licences is at all times as correct and updated as possible, and that deviations can be uncovered and handled in an efficient and verifiable manner. Description of the assignment The assignment is for the establishment of a framework agreement for the delivery of Microsoft and Adobe licences, accompanying cloud services, as well as an overall service for licence management and Software Asset Management (SAM). The framework agreement shall cover the administration and operative management of the licence portfolio, including orders, changes, terminations and ongoing follow-up of licence use. The contract shall also include standardised compliance reporting, consumption and costs, so that DiBK has a good decision basis to optimise the licence portfolio. The delivery shall support license management in relevant administration areas and services, including M365, Azure and Adobe Admin Console. Automated processes shall be facilitated for awarding and removing licences based on identity and life cycle data, as well as mechanisms that support control, certification and traceability when required. The service shall be able to collaborate with DiBK ́s central systems for identity, personnel and onboarding, ordering as well as configuration and device data (i.a. Entra ID, HR system, ITSM and relevant unit and fixture sources), so that the licence documentation and reporting are consistent, assembled and verifiable across sources. Tenderers can submit a solution proposal themselves and state which systems are supported. Tenderers shall have full delivery and operational responsibility in the contract period, including user support, error handling and escalation with the software suppliers as needed. The framework agreement shall also ensure security and management requirements for access management, logging and audit tracks, as well as principles for data storage and protection of information in the delivery. The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). IT3779F - RFT to Establish a Single-Supplier Framework Agreement for the Provision of a Plagiarism Detection Software for Atlantic Technological University (ATU)
A single-party framework agreement will be established on foot of this tender. Atlantic Technological University (ATU) are requesting submissions for the provision of a cloud-based SaaS plagiarism detection solution, that is suitable for checking submitted student work for potential plagiarism in a user-friendly way via an LTI/IMA Learning Tools Interoperability integration with the “Virtual Learning Environment”. Academic integrity has always been a priority for ATU and therefore it performs plagiarism checks on all submitted student work, including Bachelor and Master Theses. In addition, other writing assignments within various programmes are checked for plagiarism, whether or not as part of the education relating to academic skills. The solution must be capable of analysing submitted student work against multiple source types, including: • Public internet content • Generative artificial intelligence outputs (text, images, and video) • Academic materials (both open-access and subscription-based) • Previously submitted student work within the University and across other institutions. Plagiarism detection is activated; a scored/ rated text matching report is created for each file submitted by a student. The system must also enable students to access and review their similarity report prior to final submission to learn obvious cases where they are submitting plagiarised text to help them identify when a reference is required/missing. Following student final submission, academic staff must be able to use the generated report as a decision supported tool in assessing whether plagiarism has occurred. IT3779F - RFT to Establish a Single-Supplier Framework Agreement for the Provision of a Plagiarism Detection Software for Atlantic Technological University (ATU)
A single-party framework agreement will be established on foot of this tender. Atlantic Technological University (ATU) are requesting submissions for the provision of a cloud-based SaaS plagiarism detection solution, that is suitable for checking submitted student work for potential plagiarism in a user-friendly way via an LTI/IMA Learning Tools Interoperability integration with the “Virtual Learning Environment”. Academic integrity has always been a priority for ATU and therefore it performs plagiarism checks on all submitted student work, including Bachelor and Master Theses. In addition, other writing assignments within various programmes are checked for plagiarism, whether or not as part of the education relating to academic skills. The solution must be capable of analysing submitted student work against multiple source types, including: • Public internet content • Generative artificial intelligence outputs (text, images, and video) • Academic materials (both open-access and subscription-based) • Previously submitted student work within the University and across other institutions. Plagiarism detection is activated; a scored/ rated text matching report is created for each file submitted by a student. The system must also enable students to access and review their similarity report prior to final submission to learn obvious cases where they are submitting plagiarised text to help them identify when a reference is required/missing. Following student final submission, academic staff must be able to use the generated report as a decision supported tool in assessing whether plagiarism has occurred. The successful tenderer will be required to provide a solution that fulfils the following Core requirements: • Mandatory Functional and Technical Requirements – tenderers should refer to Appendix 1 for detailed requirements • System Security and Governance; • Data Protection; • Licensing; • Project Implementation and Delivery; • Support and Maintenance; and • Contract Management.
