2. Services to Communities to support the achievement of the objectives of the Mission Ocean and Waters. The specific objective of this contract is to organize and manage the identification and selection process, aiming at selecting a minimum of 50 applicants from targeted communities of regional, local and other competent authorities, which are managing programmes and activities related to the Mission objectives, and provide services to them. Mid and East Antrim Borough Council will lead the delivery of a PEACEPLUS Local Community Action Plan for the Borough to promote positive relations between people from different backgrounds and communities. The PEACEPLUS Local Community Action Plan will support a number of programmes or initiatives across three key themes, Local Community Regeneration and Transformation, Thriving and Peaceful Communities and Celebrating Cultures and Diversity. The Client invites tenders to provide the service for an ICT for RIBA stages 1-6 to help deliver 12 capital projects within the Mid and East Antrim Borough Council Local Community Action Plan. The project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The project is for the provision of an Integrated Consultancy Team (ICT) who must work with the Capital Works Manager, Capital Works Team or their designate to ensure all duties required under this appointment are being carried out to the satisfaction of the Employer. The project shall be responsible for the design and project management of the 12 projects as part of the Council's PeacePlus funding. The project will be from RIBA stages 1-6, including a feasibility study of the 12 projects submitted as an expression of interest to Peaceplus. These comprise 3 larger projects which have a maximum spend of £200,000 and 10 smaller projects which have a maximum spend of £30,000. The ICT is to attend each project and provide costs associated with it and comment if the works proposed in the group's expression of interest are feasible for the budgets set by SEUPB. Following a gateway approval stage from council / SEUPB the ICT will develop designs for each project, submit and achieve statutory approvals and issue tender documents for the successful projects. ICT will assume 12 projects will be successful to the construction stage.

Recruitment of Technical Assistance Team for the Safe Seas Africa programme
The Western Indian Ocean (WIO) and the Red Sea/Horn of Africa region is of critical importance, as these waterways serve as vital chokepoints connecting the Indian Ocean to the Mediterranean via the Suez Canal. The region has been particularly exposed to maritime threats with direct repercussions on global trade flows and energy security. Most countries of the region are not appropriately equipped and staffed to properly manage their maritime domain or to ensure the monitoring and the security of their national maritime zone of interest and ports' infrastructure, nor do they have the relevant national legislation finalised and updated jurisdictional clauses in place. The region lacks effective maritime surveillance capacity and relies heavily on outside actors to protect maritime commerce and shipping. As a result, much of the WIO regions’ maritime domain remains vulnerable to numerous maritime crimes and threats to port security. European Union (EU) remains the largest partner in the region that is supporting the Coastal States of the WIO region in the combined effort for peace, stability and maritime security. EU is committed to further support the region to strengthen national maritime coordination mechanisms, port and maritime law enforcement capacities and maritime domain awareness, while promoting regional information-sharing and operational cooperation. Emphasis is placed on addressing trafficking networks, enhancing legal frameworks, ensuring effective “legal finish” and aligning actions with regional and international frameworks such as the Djibouti Code of Conduct and relevant IMO conventions. For the smooth implementation of the programme, it is proposed to recruit a Technical Assistance Team (TAT) with the objective to contribute to enhance maritime security and safety of navigation in the WIO and Red Sea/Horn of Africa regions. Overall objective: To support the effective, coherent and results‑oriented implementation of the Safe Seas for Africa programme (SSA) and the Red Sea/Horn of Africa programme, thereby contributing to enhanced coordination of activities to improve maritime security and safety of navigation in the WIO and the Red Sea/Horn of Africa regions. Specific objectives: 1. Programme coordination and coherence: To ensure effective coordination, supervision and coherence of actions implemented under the SSA programme and Red Sea/Horn of Africa programme, including complementarity and synergies among implementing partners (IOC, UNODC, IMO, INTERPOL and others). 2. Ownership and engagement To strengthen monitoring of implementation at country level and support national stakeholders in addressing challenges and enhancing ownership. 3. Links with the regional maritime security architecture To strengthen coordination and cooperation between regional and national partners and the RCOC and RMIFC and support Red Sea/Horn of Africa partner countries in establishing and strengthening links to the two centres, when and if possible. 4. Results‑based management and reporting To ensure results‑based management and strategic oversight of both programmes through systematic monitoring of the logframe indicators, analysis of progress at country and regional level, and provision of evidence‑based recommendations for decision-making and programme steering. 5. Strategic support to the EU To provide continuous technical and strategic support and guidance to the EU in the implementation of the SSA and Red Sea/Horn of Africa programmes, ensuring coherence with wider EU initiatives and policies in the region. The Contracting Authority will be the EU Delegation in Mauritius. Tentatively, the TA team is expected to comprise of a Regional Coordinator / Team Leader, two Coordinators (Indian Ocean and Red Sea/Horn of Africa regions respectively), an Assistant Coordinator. The core Team will be based in Mauritius while the Coordinator of the Red Sea/Horn of Africa region will be based in Nairobi.

Operationalisation of the Humanitarian-Development-Peace nexus in Haiti under the Multisector Program for the Resilience and Recovery of Social Services
As “first pillar” of the Programme multisectoriel pour la Résilience et la relance des Services sociaux (PMRS) / Multisectoral Programme for Resilience and Recovery of Social Services, this Technical Assistance aims at operationalising the triple Nexus (humanitarian, development and peace) among all stakeholders engaged in providing external aid in Haiti. Several cooperation mechanisms exist in Haiti, although their scope is limited by sector of intervention or type of organisations (e.g. humanitarian clusters, sectoral tables, etc.). The external service provider, specialised in nexus operationalisation in conflict-affected environment, will connect these initiatives and ensure a joint humanitarian, development and peace analysis focusing on the Metropolitan Area of Port-au-Prince in order to achieve a coordinated programming. This exercise, supported by in-depth consultations with local actors, will lay the foundation for “pillar 2” of the programme [implement multisector projects to facilitate socio-economic recovery through the restoration of essential infrastructure and public services, and in fine improve the quality of life]; the external provider will also support the monitoring of the second pillar’s implementation. And the EU, supported by the external provider, shall promote peacebuilding among key national and international decision makers. This component will build on the approach for Disarmament, Demobilisation, and Reintegration - Community Violence Reduction (DDR-CVR) aimed at restoring peace and stability in conflict and post-conflict settings.

The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. NL-Petten: The supply and installation of air handling units, replacing the existing ones in buildings 308 and 309.
The European Commission's Joint Research Centre (JRC) in Petten intends to replace the existing Air Handling Units (AHUs) and associated HVAC infrastructure located in buildings 308 and 309. The current ventilation systems are obsolete and have reached the end of their operational lifespan. Furthermore, preliminary technical assessments have indicated that the existing air renewal capacity is insufficient to maintain optimal indoor air quality for the occupants. To ensure a healthy, safe, and productive working environment, this procurement aims to upgrade the facilities. The primary objective is to improve indoor air quality, while simultaneously improving the overall energy efficiency of the buildings. The scope of this contract encompasses the supply, installation, and comprehensive commissioning of the new air handling systems and related infrastructure to provide a fully functional delivery. This includes the safe removal and disposal of the existing AHUs, roof support frames, humidification systems, and redundant cabling or piping, ensuring continuous operation of the buildings during the transition. The technical project involves replacing the units with new, highly energy-efficient equipment featuring heat recovery systems. Additionally, the contract covers the complete adaptation of the hydraulic system to operate under a new, lower-temperature regime, the installation of humidification systems, installing structural supports on the roofs, and the execution of all necessary electrical works. Finally, it requires the full integration of the new instrumentation and controls with the existing Siemens Building Management System (BMS), alongside essential auxiliary tasks such as ductwork cleaning.

The contractor will focus on generating accurate, evidence-based information to support water governance, equitable allocation, and dispute management. The assignment will begin with a comprehensive review of existing hydrological, meteorological, and water use data, including flow records, water abstraction data, infrastructure operations and climate variability patterns. WARMA will supply water flow data. This will be complemented by field data collection and stakeholder consultations to fill information gaps and capture local water-use dynamics across agriculture, hydropower, mining, fisheries, domestic supply, and ecological systems. Besides providing a team of long-term and short-term experts, the Contractor shall facilitate the procurement of services by third parties where necessary. Close coordination and consultation with the GIZ project team in Zambia will be required. This will contribute to achieving output indicator 3.1 of AWARE 2.0 to carry out Water Deficit and Availability Assessments in the Lower Kafue Sub-catchment, including documentation of the methodology, and stakeholder inclusion used for each of the different assessments, classified into micro/community, meso/Local authority and macro/commercial scale. Based on this classification, the consultant will recommend appropriate and cost-effective approaches for each water dispute area. For instance, at micro/community level transparent visualiation of scientific data, knowledge and experience may be crucial to resolve disputes while at macro scale scientific data is necessary to facilitate dialogue. This means that the consultant will engage different assessment methodologies, based on the above classification, at every water dispute area. The contractor will further carry out quantitative assessments of water demand versus availability, model scenarios of water deficits under different climatic and usage conditions, and map 10 critical hotspots of water stress. Based on these findings, the contractor will develop decision-support tools and recommendations that strengthen the capacity of existing community-based water resources governance structures to allocate water resources equitably, anticipate shortages, and mediate disputes. The scope also includes the organization of stakeholder workshops to validate results, and capacity-building sessions to ensure uptake by the Water Resources Management Authority (WARMA) and decentralized institutions and organizations. Specific tasks include: a) Establishing a concise operational plan and shared understanding of the consultancy"s scope, approach, and expected outcomes for assessing water deficit and availability in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. b) Validating the identified 10 water resources dispute areas in the Lower Kafue Sub Catchment. c) With active community participation, systematically gather, compile, and validate all relevant hydrological, climatic, socio-economic, ecological, and institutional data necessary for assessing water deficit and availability in the 10 critical water disputes selected areas of the Lower Kafue Sub-Catchment. d) Conducting a pragmatic and comprehensive evaluation of water resources by quantifying both water availability and demand across competing sectors, and determining the extent, drivers, and patterns of water deficit in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. e) Validating and harmonizing the water allocation framework with the results of the water assessment in task 3 and contribute data in the development of water dispute resolution mechanism that ensures equitable, transparent, and sustainable management of water resources in the 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment. f) Strengthening capacities for assessing, understanding and solving water dispute at different scales such as Micro/community, Meso/Local authority and Macro/Commercial level for sustainable water resources management in 10 critical water dispute selected areas of the Lower Kafue Sub-Catchment, while ensuring long-term retention and application of the knowledge generated through the consultancy. g) Synthesizing, packaging, and communicating the key findings of the water deficit and availability assessment in the 10 selected critical water dispute areas of the Lower Kafue Sub-Catchment based on Micro/community, Meso/Local authority and Macro/Commercial level. The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from Zambia within subcontracting or joint venture arrangements is permitted and desirable. The overall duration of the Contract shall be 16 months.
